About this file
This document contains an amendment to a solicitation for tree clearing services and the related questions and answers document. The amendment provides additional details for a requirement to clear trees and brush from a 21.1 acre site located at the Ely Copper Mine Superfund site in Vershire, Vermont. The solicitation is set aside for small businesses with a NAICS code of 561730 and size standard of $9.5 million. The Department of the Army Corps of Engineers Engineering District New England is the contracting agency. The amendment addresses questions from industry about site access, stockpiling requirements, protected areas like wetlands and monitoring wells on site, permission to create access roads, liability for users of trails during work, and confirmation that Davis Bacon wage rates apply. The period of performance is 100 days from award with all felling to be complete by April 14, 2024.

RESPONSE 2: That is correct, all felled trees/brush will be stockpiled on-site. No hauling or chipping is required.
QUESTION 3: Are the cut boundaries marked already?
RESPONSE 3: No, the cut boundaries are not marked.
Question 4: There are monitoring wells located throughout the area. What is the Contractor’s responsibility for these wells? Is there a map available that shows the location of wells and other features?
Response 4: The awarded Contractor shall avoid and protect monitoring wells during clearing activities. A map will be posted with the amendment depicting the location of monitoring wells and other features that may impact activities.

Response 5: The Contractor is responsible for any coordination required to move equipment if roads are posted with weight limits. Coordination shall be with the applicable governing authority for the involved road(s).
Question 6: Can an access/skidder road be created to access the Green Crow Borrow Area from South Veshire Road?
Response 6: Yes, an access/skidder road can be created to access the Green Crow Borrow Area if is on Greatwoods property (see sheet C-1 and C-5 for property identification). The access plan/path shall be submitted to the Government Techincal Point of Contact for review and approval prior to created this road. No access to the Green Crow Borrow Area shall be permitted from the VAST Trail/Parker Road intersection as this is not within the site property. No vehicles or equiment may access the Green Crow Borrow Area from the Parker Road via the VAST Trail.
