SECTION SF 30 BLOCK 14 CONTINUATION PAGE
SUMMARY OF CHANGES
SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The following have been modified:
REQUEST FOR INFORMATION
QUESTION 1: The solicitation states that Contractors shall be certified by the EPA as Certified Renovator in order to remove objects that contain lead paint on them from site. We have never seen a requirement as such. All Federal projects typically allow removal of objects with lead paint on them from site with proper handling and disposal at a recycler that will accept these components, and there is not a requirement for certification. Please reconsider this requirement or provide more detailed information on what is required.
RESPONSE 1: This is a Federal and State of New Hampshire Requirement and will remain a requirement.
QUESTION 2: The solicitation requires Contractors to be a licensed General Contractor. There is not a General Contractor license on Federal projects, please clarify or remove this language.
RESPONSE 2: This requirement has been removed. Please see revised Specifications.
QUESTION 3: Spec 05 52 00 has multiple conflicts. Section 2.2.1 calls out 3/4" Galvanized concrete inserts with 3/4" Galvanized bolts for anchors on the Aluminum Handrail . Section
2.2.3 calls out all fasteners to be Series 300 stainless Steel, but do not specify a type of anchor.
Section 3.2.1 calls out all fasteners to be expansion shields Series 300 stainless Steel. Please clarify what is required.
RESPONSE 3: This section has been revised for clarity. Please see revised Specifications for further information.
QUESTION 4: Are the railings on the post adjacent to the gate wells, included in the demolition?
RESPONSE 4: No, the railings/handgrabs located on the column adjacent to the gate wells will not be included in the demolition.
QUESTION 5: It looks like the 3rd length of ladders may go into the water including the platform below the last section. Will the gate wells be dewatered enough to expose all the ladder rungs and platforms?
RESPONSE 5: The gate wells will be dewatered enough to expose all ladder rungs and platforms in one gate well at a time. Please refer to updated section C.5. Commencement, Prosecution and Completion of Work of the revised Statement of Work.
QUESTION 6: Are electrical utilities available for the contractor to use?
RESPONSE 6: Please refer to section C.18. Utilities, of the Statement of Work.
QUESTION 7: Who is responsible for removing the existing cable system that is attached to the ladder rungs?
RESPONSE 7: The contractor is responsible. Please refer to section A.2. Description of Work, of the Statement of Work for further information.
QUESTION 8: Who is responsible for lock out/tag out of gate motors while work is being completed in the gate wells?
RESPONSE 8: The contractor is responsible. Please refer to section D.2.3(b) Competent Person, Lockout/Tagout, of the Statement of Work for further information.
QUESTION 9: The scope states: “Install two (2) Government furnished wall-mounted Davit Arm Bases and anchors.” Is that just the bases? No Davit Arms to be supplied and installed by the contractor?
RESPONSE 9: Correct, only the davit arm bases and anchors will be provided by the Government for installation by the Contractor. Installation of the Davit Arms is not part of this contract.
QUESTION 10: Note 1 on Drawing S-202 references ladder shall be selected in accordance with the specifications, it also notes it shall be a premanufactured ladder. Does USACE have a manufacturer spec’d for this ladder?
RESPONSE 10: The ladder selected by the contractor must conform to the specification requirements, but there is not a specific manufacturer/product required.
QUESTION 11: What is the required load rating for the ladder rungs?
RESPONSE 11: Refer to Specification Section 05 51 233 Paragraph 2.3 “Ladders”. ALI A14.3 Section 4.2 describes minimum design loads for the ladder. Ladder should meet design requirements of ALI A14.3 Section 4.2.
QUESTION 12: Spec Section 05 51 33 – Para 2.3 – mention providing a swing gate at the op of access/egress level. This is not show on the Drawings, is this detail required?
RESPONSE 12: The line “Provide ladder access protective swing gates at the top of access/egress level” has been removed from Specification Section 05 51 33 – Para 2.3. Please refer to the revised Specifications for further information.
QUESTION 13: Do the new ladders need to be a fall protection type ladder?
RESPONSE 13: Fall protection type ladders are not required for this project as fall protection will be provided by a davit arm system.
QUESTION 14: It appears that some additional documents referenced in the Specifications_Revised 4 Mar.pdf - Statement of Work, Pages 30-35 are missing from the document/current SAM page for the solicitation. Can you please post those documents or add them to a revised Specifications document?
RESPONSE 14: Please refer to “Specifications_Revised 6 Mar” for the missing pages and revisions.
QUESTION 15: Also, would it be possible to get another site visit scheduled to review the project prior to submitting a proposal for the solicitation
RESPONSE 15: The Government will not be scheduling an additional site visit, as the formal site visit was held on February 28, 2024 at 10:00 AM Eastern.
QUESTION 16: We wanted your direction on a design issue with the following project. When it comes to the anodization for the ladders, that is perfectly expected. The issues we're facing include the following; the ladder's once welded and fully assembled would have to go into multiple different tanks to be anodized. The challenge that our metal fabricators are faced with is not many facilities, if any at all, have the capacity to fully dip the longest ladders we're seeing for the project which are +/-20'. There is only one other solution that could happen and that is getting the parts for the ladder pre-anodized. The issue with this is once the metal is already pre-anodized, the protective coating is compromised once the metals are welded together. Also not to mention the anodization coating interferes with the metals forming a covalent bond. That being said what are your thoughts? Also as a side note would the ladders be able to be carried to the area where they need to go given their length?
RESPONSE 16: A fixed ladder designed to be installed with a bolted field splice in order to reduce the required length of ladder to be anodized in a single part is acceptable so long as the ladder meets the requirements laid out in Specification 05 51 33. Connections and terminations shall be designed to consider access by the Contractor into the wells, the lengths of the dip tanks, and ensuring that connection hardware does not present a hazard to hands or feet of individuals using a ladder. All parts of the splice connection, including all bolts and hardware, shall be made of the same type of metal in order to avoid having dissimilar metals in contact. *Sample field splice image; this is not an endorsement of any field splice design, actual field splice shall be designed by ladder manufacturer.
