SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

REQUESTS FOR INFORMATION

1. Section 01 11 00 – Summary of Work states; “The Contractor shall note that the dredging and disposal period for this contract is 1 November 2024 to 31 March 2025.”

o When does USACE anticipate issuing the NTP?

Response: USACE anticipates issuing Notice to Proceed in early October.

2. Section 01 54 50 – Dredging Plant and Equipment states; “All dredge and plant equipment shall be registered with the AUTOMATIC IDENTIFICATION SYSTEM (AIS) in order to ensure that the entire footprint of the Contract's working vessels and scows are available on marine trafficker's electronic chart displays.”

o Does this requirement apply to small vessels (skiffs, survey vessels, etc.)?

Response: USACE has removed the requirement for Automatic Identification System. Please refer to the revised Specs included with this Amendment.

3. Section 01 57 19 – Temporary Environmental Controls, Maine DEP Water Quality Certification, states;

“Clearly mark and designate the dredging area and the transportation route from dredge site to Douglas Island Disposal Site.”

o As the haul route is primarily within the Federal Navigation Channel until it departs the channel at the south end of the project, what are the requirements for marking the haul route and disposal site?

Response: Refer to the attachment at the end of Specification Section 35 20 23 for the haul route. No in-water marking is necessary.

4. Section 01 71 23 – Field Engineering for Dredging states; “The Government will conduct or has conducted a pre-dredge survey within 180 days of the start of dredging operations.”

o As the survey in the bid documents is from September 2023, please confirm that USACE will conduct a new pre-dredge survey.

Response: USACE will conduct a pre-dredge survey prior to the start of dredging operations.

5. Section 01 71 23 – Field Engineering for Dredging states; “Any change to the side slope design (i.e., box cutting) must be approved by the Government prior to the start of any dredging.” Section 35 20 23 – Mechanical Dredging states; “The material may be dredged from the original position or by dredging the space below the pay slope plane at the bottom of the slope for upslope material capable of falling into the cut.”

o Section 35 20 23 indicates that box-cutting is an allowed option. Please confirm that box-cutting of side slopes is allowed.

Response: Box cutting of side slopes is allowed so long as it is included in the Dredging Operation Plan and accepted by the Contracting Officer in accordance with Specification Section 35 20 23, paragraph 3.2.2 Dredging Operation Plan.

6. Section 35 20 23 – Mechanical Dredging states; “No dragging of material will be allowed except as directed by the Contracting Officer.”

o It is important to know pre-bid if dragging will be allowed. Please confirm if dragging will be allowed Response: No dragging will be allowed as per the specifications.

W912WJ24B0015

7. Section 35 20 23 – Mechanical Dredging states; “Do not remove loaded or partially loaded scows from the dredge area until the load has been measured by the Contracting Officer's Representative (COR).”

o What is the intent of this requirement? Scows will depart the dredge at all hours, 7 days per week.

Will the DQM system (Section 35 20 23.13) satisfy this requirement, or will the Contracting Officer's Representative (COR) be available full time to measure each load?

Response: For scows that have a means to display the weight of the load, the COR will be available to confirm/measure the load using this load display feature from 0700 to 1500, Monday through Friday. For scows that do not have this load display feature, and at all times outside of the hours stated for all scows, the COR will use DQM to confirm/measure the scow loads.

8. Section 35 20 23 – Mechanical Dredging states; “All disposal shall be done with the scow at a complete halt. This requirement must be followed except when weather or sea state create unsafe conditions in which case disposal with the scow moving only fast enough to maintain safe control (generally less than one knot) will be permitted.”

o This requirement is very difficult to accomplish, particularly if there is any sort of wind or current.

The scows are free floating pieces of equipment that are being towed on a long cable. Prior NE District solicitations have amended this language to “Disposal at the _______ Disposal Site may be performed with the scow in motion at a speed no greater than 2 knots as long as the release of the material from the scow (as determined by the draft change recorded by the Dredging Quality Management (DQM) System) can be achieved within _______ feet of the specified target.” Please amend this solicitation similarly.

Response: Please refer to the revised Specs included with this Amendment.
