About this file
This document consists of amendments to a solicitation for an indefinite-delivery/indefinite-quantity architect-engineering contract for hazardous, toxic, and radioactive waste services. The U.S. Army Corps of Engineers issued amendments extending the response deadline to March 8, 2022 and clarifying that work performed at a single site but involving both Department of Defense and non-Department of Defense clients would be considered a single project. Additionally, offerors may submit additional resumes for evaluation and clients can send past performance questionnaires directly to the contracting officer.

AMENDMENT 0002
1. Will you evaluate additional key resumes, specifically program manager, outside of those listed?
Government Response: We will evaluate the resumes required by the Synopsis. Should Offerors submit resumes for additional labor categories within the submission page limit they will not be evaluated in the context of the Professional Qualifications criterion, but they will be reviewed as part of the overall submission.
2. Given that questions will be accepted until February 18, will CENAE consider an extension so that we can incorporate all additional information received?
Government Response: The receipt of questions by February 18, 2022, has not been extended; however, the date for Offeror’s submission has been extended to no later than 2 pm EST on March 8, 2022.
Due to the emphasis on Section F as the primary basis for scoring Specialized Experience & Technical Competence, would CENAE consider providing clarification to the following two questions prior to the 18 February deadline indicated on page 12 of the synopsis?
3. The solicitation states that “The firm shall provide the full contract number and task order number (if applicable) for any Federal contract listed in Section F of the SF330.” Superfund projects are often funded by phases and within available FY funding limitations. These projects are also routinely performed by a single contractor and funded across multiple task orders and contracts through the life of the RI/FS, RD and Engineering Services During Construction phases. Please confirm that the USACE considers work at a single site funded by multiple TOs/contracts as a single project?
Government Response: See Amendment 0001 responses to Questions 26 and 27.
4. Under section 3.a for selection criteria, projects in which the firm’s work was “completed” in the last six years will be given more consideration. It will be challenging to show “complete CERCLA investigations from PA through DD” if ongoing projects are unacceptable. Please confirm that ongoing projects can be used as long as the narrative discusses only “completed” work elements, identifies work completed in the last 6 years, and the overall project is more than 55% complete.
Government Response: See Amendment 0001 responses to Questions 10 and 14.
5. We have a general question regarding Section E, Resumes.
The solicitation states: “Resumes demonstrating experience and associated qualifications are required for the following disciplines. Resumes should be provided for those individuals expected to be primarily assigned to perform work under the contract at the working level. The evaluation will consider education, training, licensure, registration, certifications, longevity with the firm, and relevant experience of specified disciplines performing the role for which they are proposed to be used on the contract. Firms shall clearly identify the role of each individual on each resume submitted specific to the roles specified herein. Individuals may fill multiple roles (e.g., PM and LSP) but this must be clearly indicated.”
Question: Can offerors submit additional resumes (for evaluation) outside of the key personnel listed?
Government Response: See Amendment 0002 response to Question 1.
6. Synopsis reads: “d. PAST PERFORMANCE: With their SF330, the firm shall provide the CPARS report or PPQ for each of the first five projects identified in Section F of the SF330, as these projects should be the most relevant project examples provided.”
Question: Due to the confidentially concerns surrounding complex environmental projects, our clients have requested if they can send PPQs directly to the government. Would it be acceptable for our clients to send PPQs directly to the government instead of submitting within our proposal?
Government Response: Offeror clients may submit PPQs to the Contract Specialist, Sara Torres, via email on a limited basis. This shall be only if the client will not provide the response directly to the Offeror. PPQs submitted to the Offeror must be received with SF330 submission as indicated in the synopsis. Any other PPQs must be received by Ms. Torres to her email by the date/time for submission of proposals or they will not be evaluated. Additionally, the Government is not responsible for incomplete or unsubmitted PPQs. It is advisable that PPQs be submitted with the SF330 submission.
7. Synopsis reads: “b. Professional Qualifications: Project Manager shall be registered as a professional engineer or professional geologist.”
Question: Can a LSP or LEP be equivalent to a PE or PG?
Government Response: See Amendment 0001 response to Question 1.
8. Part II – The solicitation states “Part II of the SF 330 must also be submitted for each consultant and if a joint venture, for the joint venture entity.” JVs are structured as either populated or unpopulated. Unpopulated JVs do not typically have Part IIs; under previous procurements the unpopulated JV was represented via Part IIs of the JV member firms. Is it acceptable for unpopulated JVs to respond in similar fashion to this procurement (i.e., by providing Part IIs of the JV members)?
Government Response: The Synopsis text has been revised as follows: Part II of the SF 330 must also be submitted for each consultant and if a joint venture, for the joint venture entity or each firm in the joint venture.”
9. Single Project Clarification | Can work at a single site, but involving both DOD and Non-DOD clients, be considered a single project?
Government Response: Yes. Projects involving both DoD and non-DoD clients at a single site will be considered a single project. Also see Amendment 0001 responses to Questions 26 and 27.
10. Font Clarification | Please clarify response to font question provided in MOD 0001. Does 10 fonts include the section titles in the SF330 forms?
Government Response: Font size shall not be less than 10 fonts. See Amendment 0001 response to Question 39.
11. Extension | Based on responses to questions in MOD 0001 received on 2/15, along with the fact that the Government is still considering responses to questions that may still be submitted (through 2/18), we respectfully request a minimum of a one-week extension for proposal submission to provide sufficient time for industry to address synopsis modifications.
Government Response: See Amendment 0002 response to Question 2.
