About this file

This document contains responses to questions from potential offerors on a solicitation for an Indefinite Delivery/Indefinite Quantity Multiple Award Task Order Contract for Architect-Engineering Hazardous Toxic and Radioactive Waste services. The solicitation seeks proposals from large businesses by March 4th, 2022 to support the U.S. Army Corps of Engineers North Atlantic Division with investigation and remediation of contaminated sites. Eligible firms must have experience completing HTRW projects within the last six years, developing cost estimates using standardized methods, and including licensed professionals as proposed key personnel, though some roles may be filled by those with other certifications. The responses clarify requirements around personnel qualifications, past project descriptions, and small business participation.

1. Evaluation Criteria B (Professional Qualifications) states the following: Professional registration in one of the eight (8) states (ME, NH, VT, MA, CT, RI, NY, or NJ) is required. Project Manager shall be registered as a professional engineer or professional geologist. We respectfully request Project Manager requirements be expanded to include LSP, LSRP, LEP and/or PMP.

Government Response: The Synopsis text has been revised as follows: “The Project Manager is not required to be a licensed professional engineer or professional geologist; however, they will be more highly rated if they are licensed (e.g., Professional Engineer, Professional Geologist, LSP, LEP, LSRP and/or PMP). The “*” requiring the Project Manager registration has been deleted for both the large business and small business key personnel.

2. Can the Government please clarify whether the following statement from Evaluation Criteria B (Professional Qualifications) allows for a licensed PE or PG from any state in the US to be deemed acceptable as a project manager, particularly with the ability via reciprocity to obtain licensure in one of the 8 identified states? Professional registration in one of the eight (8) states (ME, NH, VT, MA, CT, RI, NY, or NJ) is required. Project Manager shall be registered as a professional engineer or professional geologist.

Government Response: Professional registration is required in one of the eight (8) states as the primary work to be completed is within these states and knowledge of the locality is associated with the professional licensure within these states. The second sentence regarding Project Manager licensure has been revised. See response to Question 1.

3. Can the Government please confirm if Evaluation Criteria H (Extent of Participation of Small Businesses) is required to be addressed in responses from Small Businesses?

Government Response: Not required for Small Business SF 330 submittals as stated at the end of Section h.

4. Evaluation Criterion D (Past Performance) states the following- the firm shall provide the CPARS report or PPQ for each of the first five projects identified in Section F of the SF330. Will the Government consider expanding this requirement to all project descriptions submitted in Section F?

Government Response: The Government only requires CPARs or PPQ for the first five projects identified in Section F of the SF 330.

5. Would the Government allow for small business responses to have the same page limit as large businesses (55 pages)?

Government Response: No as Small Businesses are required to submit fewer resumes in their SF 330 submittal.

6. Certified Value Specialist | The synopsis requires a certified value specialist (CVS) to facilitate value engineering study workshops. Can this role be filled by a cost engineer with professional certification from other comparable recognized sources, such as AACE International?

Government Response: No. A certified value specialist (CVS) is required.

7. State Registrations | Some of the Key Personnel (Project Manager, HTRW Design Engineer, Geologist) require Professional registration in one of eight (8) states (ME, NH, VT, MA, CT, RI, NY, or NJ). Because task orders may involve work throughout the North Atlantic Division (NAD) states, we respectfully request the government accept for equal evaluation offerors proposed key personnel having registration in one or more of the states comprising the NAD.

Government Response: See response to Question 2.

8. Would the Government please confirm whether subcontractor experience can be utilized and counted as key past performance experience?

Government Response: Yes.

9. Would the Government please confirm whether subcontractor personnel can be utilized and counted as key personnel?

Government Response: Yes. The SF 330 is being provided for the whole proposed team and will be evaluated as such. Resumes should be provided for the person the AE proposes to fill said role whether by prime or subcontractor.

10. Any there any percent complete requirements for the projects?

Government Response: There are no percent complete requirements. Completed projects are more relevant than partially completed projects.

11. For the Project Manager resumes, will a Project Management Professional (PMP) certification be acceptable as an applicable registration (instead of only PG or PE)?

Government Response: See response to Question 1.

12. Under Item 4, Submission Requirements, Information required to be placed in Section F, Box 24 includes: (1) the customer point-of-contact who can be reached for references, and (2) If the sample project is a federal procurement, the contract number. Please confirm the customer point-of-contact (and requested information regarding same) should be placed in Section F, Box 23(c) as opposed to Box

24. Also, can the contract number for a federal project be placed in Section F Box 21 along with the Title and Location of the project as opposed to Box 24?

Government Response: Include the customer point of contact with the customer’s name (e.g., government agency, installation, institution, or corporation) in box 23. You may include the contract number in the title (box 21).

13. Paragraph 3.b.2 – this paragraph “Project Manager shall be registered as a professional engineer or professional geologist.” We request that the credentials be expanded to include “PMP” or “Certified Project Management Professional”.

Government Response: See response to Question 1.

14. Paragraph 3.a – this paragraph states “Projects in which the firm’s work was completed in the last six years will be given more consideration.” Does that mean that the projects in Section F have to be 100% complete? If so, please provide a definition for project completion.

Government Response: No, the project does not need to be 100% complete. See response to Question 10.

15. Paragraph 4 – this paragraph identifies a page limit of 55 pages. Are there any limits on the length of Section E resumes and Section F specialized experience projects? That is, are they limited to 1 page, or can they extend to 2 pp? Also, to accommodate the page limit, can resumes and project description roll over from previous pages (i.e., can we start a second resume or project description on a page where the first one finished)?

Government Response: There are no specific page limits on the length of resumes or specialized experience projects; just an overall submission limit. Resumes and project descriptions can roll over from previous pages.

16. Synopsis 4 Submission Requirements - "If you have an approved Mentor Protégé Program agreement by the U.S. Small Business Administration, please include that in your submission…". Please clarify that this requirement is only if we are proposing as Prime as a Mentor Protégé and it is not meant to refer to any/all such relationship we may have.

Government Response: Yes, only submit your formal agreement if you are proposing as a Mentor- Protégé and Joint Venture agreements.

17 Synopsis 4 Submission Requirements - "In the SF 330, Part I, Section F, Box 24, provide the following information for each project: month/year the firm’s work started and completed; type of product developed (e.g., RI, FS, remedial design), total contract value of the work performed by a) the firm and b) the team of subcontractors used on this project; and customer point-of-contact who can be reached for references (phone number and email address). For design projects, provide completion date and cost for construction phase. If a sample project is a federal procurement, include the contract number for which the AE firm performed." Since the POC appears in Block 23, can we add the email address to 23.c instead of putting POC info in Box 24? Can we add the contract number to the title (Box

21) instead of Box 24?

Government Response: See response to Question 12.

18. Synopsis 4 Submission Requirements - "Submissions must be made electronically to Sara Torres, Contract Specialist (see email address below), not later than 2 pm EDT on March 4, 2022." Should EDT be EST, as EDT doesn’t start until March 13?

Government Response: The submission reference has been revised from EDT to “EST on March 4, 2022.”

19. Section 3, b. (2) page 6 – Would the Army Corps consider allowing past project experience of the proposed Project Manager to substitute for the requirement for the Project Manger to be registered as a professional engineer or professional geologist recognizing that the Project Manager will be supported by a professional engineer as the Project Engineer and professional geologist as the Project Geologist?

Government Response: See response to Question 1. The Synopsis Section 3 (b)(2) states “The evaluation will consider education, training, licensure, registration, certifications, longevity with the firm, and relevant experience of specified disciplines performing the role for which they are proposed to be used on the contract.”

20. CONTRACT INFORMATION: The three (3) selected large businesses must comply with FAR 52.219-9, Small Business Subcontracting Plan (Nov 2021) and submit a Small Business Subcontracting Plan. Could the government please confirm the Small Business Subcontracting Plan should be submitted upon successful award of the Architect-Engineering (AE) Hazardous Toxic and Radioactive Waste

(HTRW) Indefinite Delivery/Indefinite Quantity (IDIQ) Multiple Award Task Order Contract (MATOC) and not with the proposal submission?

Government Response: Small Business Plan to be provided after selection, not with the SF 330 submission.

21. Synopsis reads: “SUBMISSION REQUIREMENTS: In the SF 330, Part I, Section F, Box 24, provide the following information for each project...and customer point-of-contact who can be reached for references (phone number and email address.”

Question: The SF330, Part I, Section F, Box 23a-c asks for the project owner information. To ensure we provide the government with the correct information, could the government please clarify the difference between Box 23 and the point-of-contact information required for Box 24?

Government Response: See response to Question 12.

22. Synopsis reads: “3.a SELECTION CRITERTIA: ...Projects in which the firm’s work was completed in the last six years will be given more consideration; AND 4. SUBMISSION REQUIREMENTS: In the SF 330, Part I, Section F, Box 24, provide the following information for each project: month/year the firm’s work started and completed.”

Question: The SF330, Part I, Section F, Box 23a-c asks for the project owner information. To ensure we provide the government with the correct information, could the government please clarify the difference between Box 23 and the point-of-contact information required for Box 24?

Government Response: See response to Question 12.

23. Synopsis reads: “3.a 4) SELECTION CRITERTIA: ... 3.a.4) Develop cost estimates for all HTRW phases and construction cost estimates using MII.”

Question: Would the government consider modifying this requirement to: "Develop cost estimates for all HTRW phases and construction cost estimates using MII or an equivalent software?

Government Response: The Synopsis text has been revised as follows: “Develop cost estimates for all HTRW phases and construction cost estimates; use MII for remedial design and construction cost estimates.”

24. Please confirm for Small Business responses that bidders can include both prime and subconsultant project qualifications in the SF 330 Section F?

Government Response: See responses to Questions 8 and 9.

25. Please confirm for Small Business responses that bidders can include both prime and subconsultant personnel qualifications in the SF 330 Section E?

Government Response: See responses to Questions 8 and 9.

26. Please confirm if bidders are permitted to present projects for non-DoD clients under multiple contracts at the same site.

Government Response: Submissions may present projects for non-DoD clients. Work at a single site funded by multiple Task Orders/Contracts is considered a single project. See also response to Question 27.

27. The solicitation states that “The firm shall provide the full contract number and task order number (if applicable) for any Federal contract listed in Section F of the SF330.” Superfund projects are often funded by phases and within available FY funding limitations. These projects are also routinely performed by a single contractor and funded across multiple task orders and contracts through the life of the RI/FS, RD and Engineering Services During Construction phases. Please confirm that the USACE considers work at a single site funded by multiple TOs/contracts as a single project?

Government Response: Yes. Work at a single site funded by multiple Task Orders/Contracts is a single project. See also response to Question 26.

28. On page 10 of the synopsis, it is stated that bidders are to provide “customer point-of-contact who can be reached for references (phones number and email address).” Please confirm if bidders are permitted to include this information instead in SF330 form Box 23b (name and email address) and 23c (phone number). Putting it in Box 23 and 24 is redundant.

Government Response: See response to Question 12.

29. For Evaluation Factor (g) Geographic Proximity, which sections of the SF 330 will be used to evaluate for this?

Government Response: SF 330 Sections C and H will be used to assess Geographic Proximity.

30. For Evaluation Factor (h) Extent of Participation of Small Business Concerns, which sections of the SF 330 will be used to evaluate for this?

Government Response: Provide information in SF 330 Section H.

31. Under Section 4 Submission Requirements, pg. 9, the last paragraph states that you should include Mentor Protégé Program agreements with the SB if you have them. Would that requirement apply if protégé experience is not being relied on for this submittal?

Government Response: See response to Question 16.

32. The last paragraph of page 11 of the synopsis states that margins are required to not exceed 1” with the exception that ½” margins are allowed when using the SF330. Technically, the entire response is an SF330 form. Please clarify.

Government Response: The Synopsis Section 4 Submission Requirements text has been revised as follows:

“Font size shall not be less than 10 font and the margins for pages that supplement the SF 330 forms shall not be less than one inch.”

33. Under section 3.a for selection criteria, projects in which the firm’s work was “completed” in the last six years will be given more consideration. It will be challenging to show “complete CERCLA investigations from PA through DD” if ongoing projects are unacceptable. Please confirm that ongoing projects can be used as long as the narrative discusses only “completed” work elements, identifies work completed in the last 6 years, and the overall project is more than 55% complete.

Government Response: See responses to Questions 10 and 14.

34. Do projects in Section F have to be completed or to what percentage complete is preferred?

Government Response: See responses to Questions 10 and 14.

35. Will projects that are not 100% complete be acceptable?

Government Response: See responses to Questions 10 and 14.

36. Is a cover letter allowed? Will it count against the page limit?

Government Response: A cover letter is allowed. See existing Synopsis text: “Cover letter, front and back cover and section dividers and past performance questionnaires, joint venture agreements or CPARS reports do not count toward the page limit.”

37. What qualifications are expected of the Cost Engineer role?

Government Response: As identified in the Synopsis, Cost Engineer does not require professional registration and will be evaluated as stated in Synopsis Section 3 Selection Criteria (b)(1) and (2).

38. Could Project Manager be a PMP, instead of PE or PG?

Government Response: See response to Question 1.

39. Font Size | In Section 4. Submission Requirements state that Font size shall not be less than 10 fonts. Can a smaller (and still legible) font be used on graphics and tables such as TNR or Arial 8?

Government Response: Font size shall not be less than 10 fonts.
