SECTION SF 30 BLOCK 14 CONTINUATION PAGE
SUMMARY OF CHANGES
SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The following have been added by full text:
RFI'S
1. There is a boulder removal item in the bid stating that any boulder larger than 2’ x 2’ x 2’ will be covered by a special pay item. Please clarify the maximum size of boulder which has to be removed under the bid item?
GOVERNMENT RESPONSE: Verbiage under subpart 1.3c titled “Item Number 0003, "Boulder Removal and Disposal" in Section 01 22 00 MEASUREMENT AND PAYMENT has been amended.
Refer to “SPECIFICATION CHANGES” attached as part of this amendment.
2. Solicitation Section 52.211-10 states that work must commence within 15 days and be complete within
60 days of a Notice to Proceed being issued. Specification section 01 11 00.1.9.a – c states work must commence within 30 days and be fully complete by April 8th. Note 7 on drawing C-101 and specification section 01 11 00.1.15.1 specify that the Contractor to make certain notifications prior to starting work and do so a minimum of 30 days prior to starting. Please clarify the when work must be complete, whether a date or number of days following the NTP being issued, and how many days following the NTP the contractor will have before work must commence.
GOVERNMENT RESPONSE:
All DREDGING AND DISPOSAL WORK shall be completed on or before 1 April 2022. The Government has allowed additional time up to 8 April 2022 for clean-up, finalizing contract administration requirements, and complete demobilization as specified under subpart 1.9c in specification Section 01 11 00 SUMMARY OF WORK.
The “30 days” specified under subpart 1.9a in specification Section 01 11 00 SUMMARY OF WORK refers to the start of actual dredging work at the site and not the start of contract administrative work that must be completed prior to starting any actual dredging work. FAR Clause 52.211-10 pertains to requirement that the Contractor start contract work for the project which, for example, will require the start of the submittal process, and the approval of several submittals prior to the start of any actual dredging work.
Note 7 on contract drawing sheet C-101 refers to the start of actual dredging work at the site and does not refer to any specific date from which the notification must be provided. Notification can be the day the award is officially granted by the Government or anytime thereafter as long as the courtesy of 30 days is provided to allow the Harbormaster enough time to remove the wooden float.
Clause 52.211-10 COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK (APR 1984) will be revised. Refer to amended solicitation for revision to completion date under clause 52.211-10.
3. Specification section 01 11 00.1.13.4 states that the contractor must provide access for the Government to the island/project site. Is the Contractor required to provide a private vessel to transport Government personnel to and from the island/project site or will providing the Government with ferry tickets for one of the ferry providers that services the island meet this requirement?
GOVERNMENT RESPONSE: Yes, ferry tickets are acceptable as are water taxi and any other means of transporting Government from the mainland to the dredge site.
4. Specification section 01 35 26 1.6.1.5.1.c states that a CDSO must be utilized instead of a SSHO.
Beyond this specific sub-section, all other portions of specification section 01 35 26 point towards a dedicated SSHO, with no other responsibilities, being required. Is a SSHO, with no other responsibilities, or a CDSO, with other responsibilities, required for this project?
GOVERNMENT RESPONSE: A primary full-time Site Safety and Health Officer (SSHO) is still required for this contract and at a minimum must be present on the dredge plant during the first (or day) shift. Collateral Duty Safety Officers (CDSO) may be used in lieu of secondary full-time SSHOs to support and supplement the primary full-time SSHO’s efforts in managing, implementing, and enforcing the Contractor's Safety and Health Program. CDSOs may be used, for example, on other shifts when working more than one shift per day. CDSOs may be used as the safety personnel required to be on the tug for each trip to and from the disposal site. Refer to subpart 1.6.1.5.3 in specification Section 01 35 26 GOVERNMENTAL SAFETY REQUIREMENTS for details pertaining to CDSOs.
5. Can the CQC System Manager perform other duties, except for being the Project Superintendent or Site Safety and Health Officer (SSHO), or can the CQC System Manager have no other duties?
GOVERNMENT RESPONSE: Except for the duties noted under subpart 3.4.2, second paragraph in specification Section 01 45 00 QUALITY CONTROL, the CQC System Manager may perform other secondary duties. However, those secondary duties shall not interfere with CQC System Manager’s primary duties as specified in Section 01 45 00 QUALITY CONTROL.
6. Reference specification section 35 20 23 3.3.3. Is the 2 hours noted 2 hours per interruption or 2 hours cumulative per calendar day?
GOVERNMENT RESPONSE: Up to two (2) hours per interruption at no additional cost to the Government.
SPECIFICATION CHANGES
1. Amend Section 01 22 00 MEASUREMENT AND PAYMENT as follows:
Under subpart 1.3c titled “Item Number 0003, "Boulder Removal and Disposal," remove all three paragraphs in their entirety and replace them with the following paragraphs:
The contract price for Payment Item Number 0003 shall include all costs for labor, equipment, and materials necessary for the removal, loading, transportation, and disposal of each boulder encountered during dredging operations. Boulders paid for under this payment item shall range from 1 cubic yard to 2 cubic yards. Disposal of boulders of this size are allowed at the Portland Disposal Site (PDS) under this contract.
The Contractor may choose an alternate upland disposal site of the Contractor’s choosing for boulder disposal under this bid item if the Contractor finds that upland disposal is more economical or feasible with the Contractor's intended means and methods, and equipment.
The Contractor shall be responsible for paying for all necessary tipping/disposal, transportation, and permit fees, as well as acquiring any necessary permits required for transportation to and disposal at the selected alternate disposal location.
The Contractor may submit a request for equitable adjustment to the contract price, in accordance with relevant contract provisions, for the removal and disposal of boulders encountered in the dredging area that are greater than 2 cubic yards. The removal and disposal work for boulders encountered that are smaller than 1 cubic yard shall be considered debris and shall be incidental to the removal and disposal work paid for under Item Number 0002.
