About this file

This document is an amendment to a federal solicitation for the construction of a pedestrian bridge. The U.S. Army Corps of Engineers Engineering District New England is seeking bids to replace the Blain Road Pedestrian Bridge over West Thompson Lake in North Grosvenor Dale, Connecticut. The amendment provides responses to requests for information from bidders. It clarifies that the project site will have road access repaired by the time construction begins, removing the need for a temporary access road. It also addresses a seasonal stream on the access path that will be drained during road repairs. Finally, it confirms that bids must follow the contract plans and specifications requiring a steel through truss bridge design rather than a pre-manufactured aluminum option.

SUMMARY OF CHANGES

SECTION 00100 - BIDDING SCHEDULE/INSTRUCTIONS TO BIDDERS

AMENDMENT 0005

Question #1: The existing access to the south abutment will require some kind of temporary road to be installed. Please confirm that the contractor can leave the temporary access road in place upon completion of the project.

Government Response 1: The Project Office has a contract in place to repair the road to its original width, which will include regrading and adding gravel as necessary. This work is scheduled to begin the week of 24 May and the intent is to have it finished mid-June. Therefore, a temporary access road will be unnecessary.

Question #2: There appears to be an existing flow of water in the middle of the access of the south abutment over 300’ and eventually conflicting with the south abutment itself. It is unclear if this is only due to rain events or an actual permanent creek (see attached picture for reference).

Confirm what precautions must be taken, if any.

Government Response 2: The flow of water down the middle of the access path is due to a fallen tree. During the road repair work, the tree will be removed, and the swale will be restored to flow adjacent to the road.

Question #3: Would a pre-manufactured Aluminum bridge system be considered for the required pedestrian bridge structure?

Government Response 3: The project should be bid according to the Contract Plans and Specifications. Specification Section 05 50 14, PART 2 PRODUCTS paragraph 2.1 BRIDGE SYSTEM TYPE, states “Bridge shall be a steel through truss with underhung floor.”
