About this file

This document provides an amendment to a solicitation for a shoreline protection revetment project at the Pleasant Point Passamaquoddy Tribal Reservation in Perry, Maine. The U.S. Army Corps of Engineers, New England District is seeking bids for construction of approximately 1,500 linear feet of revetment to prevent ongoing shoreline erosion threatening tribal housing, a church, and senior center. The amendment answers questions from prospective offerors to clarify project requirements. Key details include confirmation that hard copy bid bonds are required in addition to electronic submissions, allowance for extended daily work hours and Saturday work to accommodate tide cycles, clarification that the trench excavated to delineate ledge limits need only define horizontal extents, and confirmation that vehicles may only access the project site via routes shown on the drawings.

SECTION SF 30 BLOCK 14 CONTINUATION PAGE

SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

AMENDMENT 0003

1. Solicitation form 1442 block 13, Paragraph A, calls for an original and 1 copy of the sealed offer to be submitted. Clause 52.003-4021 Calls for electronic bid Submission but does not eliminate the requirements of Block 13. (It does say we can’t hand carry or mail a bid) Are hard copies of the Bid required in addition to the electronic submission (similar to the Bid Bond where hard copy is required in advance as well as electronic copy)?

Answer: As outlined in 52.003-4021 in the section entitled “Bid Guarantee,” hard copy bid bonds ARE required in addition to the requirements for an electronic copy in the electronic submission.

2. Section 01-22 00 Measurement and Payment, 1.4 Bidding Schedule Payment Items, e. Item Number 005, New Gravel Stone for Revetment Construction. This material quantity could vary based on job conditions out of the Contractors control. Can you please change the unit of measure from “Job” to “Ton”?

Answer: No. We’ve provided cross sections for Contractors to approximate the quantity; however, the final quantity will be dependent on the Contractor’s chosen excavation methods. Therefore, “Job” is the appropriate unit.

3. Clause 01-11-00, 1.6.1 Hours of Operation. “Normal work hours are from 7:00 AM through 3:30 PM, Monday through Friday.” We recognize that the final paragraph in that section allows a request to work outside normal hours. Will you consider a blanket authorization to work any hours to coincide with the tide cycle?

Answer: Extended daily hours to 6:30pm (M-F) and work is permitted on Saturdays.

4. Clause 01-11-00, 1.6.4 Ledge Exploration requires a minimum 3’ wide trench be excavated before any construction for the entire length of revetment to determine the horizontal and vertical limits of ledge.

Is the Contractor to uncover all the ledge to the horizontal and vertical limits of excavation/removal at this time?

Answer: No. At this time the Contractor’s effort is to delineate the horizontal extents of the existing ledge in order to submit the required extents of ledge excavation for approval by the USACE Contracting Officer.

Note that the location of this trench per section 1.6.4 is “at the center of the toe section along the entire proposed revetment.”

How is the Contractor to stabilizing the slope after the ledge is uncovered and measured? This could be several months before revetment construction is placed.

Answer: The trench may be backfilled immediately after the horizontal and vertical limits of existing ledge are determined.

Am I correct that NO BLASTING is allowed on this project?

Answer: Correct. The intent is not to remove ledge, but to create a notch to allow the armor stone to key-in as shown on the Contract drawings. Use of explosives is not permitted in this contract.

5. It is my understanding that the Corps maintains a list of material sources and product quality. Does the

Corps know of and can you provide a list of quarries local to this project (or nearest) that have rock of the quality and quantity required for this project?

Answer: No. It is the contractor’s responsibility to source materials.

6. Section 35 31 19 2.3 Gravel Stone. Is this material expected to be round stone from screening gravel or can it be crushed quarry stone?

Answer: It can be crushed quarry stone as long as it meets the gradation requirements in Section 35 31

19. Care should be taken during placing this stone so the geotextile will not be damaged.

7. Plan Sheet G-101 General Note 9 reads “All Excess Material excavated and brought onsite and not used shall become the property of the Contractor, and shall be hauled offsite in accordance with local, state and federal regulations.” Does this include all material excavated from the beach during subgrade preparation? Our experience has always been to distribute the material on the beach and allow the tidal action to level soil creating additional shoreline protection.

Answer: No, the beach excavated material may be used to cover the toe of the proposed revetment or it can be placed back on the beach.

8. Is construction vehicle access allowed at the Treatment Plant end of the site? Detail A6 Haul Route to

Staging Area on page G-101 does not indicate we can use the roads but Key Notes #3 on sheets C-101 & C- 103 imply we can use both ends for access. Please confirm if trucks can use the roads to both ends of the revetment.

Answer: No, the haul route for vehicles is as shown on the contract drawings. Beach access by the Treatment Plant is not a vehicle access point for the Contractor.

9. Section 01 11 00, 1.8.5 Work by other Contractors. Is any additional information available as to specific timing and location of this work? Depending on the specifics, the utility work could prohibit trucking past a utility crew for safety reasons. If this occurs will additional time be allowed on this contract?

Answer: USACE currently does not have any additional information.

10. Section 01 71 23, 3.3 Construction Progress Cross-Sections, b. identifies the points along the finished revetment at which the Government wants shots taken. The same paragraph goes on to identify the same point for the demonstration section but adds that point along Subgrade and points on each layer of different material be shot. Is the subgrade and multi-layer shots ONLY required on the 2 different 25 foot long Demonstration section and NOT the entire revetment?

Answer: Yes, the subgrade shots are only required on the two 25-foot demonstration sections.
