Request for Information Amendment 0002 to W912WJ19R0018
SB General AE IDIQ
Question 1: Solicitation Item 3(b)(1) states, “The firm shall have on staff (or provide through a consultant) personnel licensed as professional engineers/architects in all six New England district states (ME, NH, VT, CT, and RI).” Furthermore, Item 3(b)(2) lists eight positions as requiring professional registration: Project Manager, Architect, Mechanical Engineer (HVAC), Mechanical Engineer (Plumbing), Fire Protection Engineer, Electrical Engineer, Civil/Site Engineer and Structural Engineer.
Do each of the positions from Item 3(b)(2) have to satisfy the requirement of Item 3(b)(1)? What if, for example, our HVAC Mechanical Engineer is a licensed professional engineer, but he is not licensed in any of the six New England states? If other positions (e.g., Architect, Fire Protection Engineer) cumulatively cover all six states, is the requirement of Item 3(b)(1) still satisfied?
GOVERNMENT RESPONSE: A firm will satisfy our requirements under Item 3(b)(1) as long as registration in all six New England states are demonstrated by the firm’s project team.
