Request for Information:
1. Do the specifications for sealant specify rodent‐resistant?
Answer: The sealant properties have to indicate that it is rodent‐proof and waterproof, as indicated on Plan Sheet E‐101, keyed note 1.
2. Do conduits go through the walls?
Answer: Yes, conduits go through the wall to a junction box.
3. Is demolition of the furnace included in this Statement of Work (SOW)?
Answer: No, the US Army Corps of Engineers will be responsible for demolition of the existing furnace. The awarded Contractor will be responsible for installation of the new furnace electric unit heater (see specification 26 20 00 and sheet E‐101 keyed note 9).
4. Is the Contractor responsible for painting the floor? Is that included in the SOW?
Answer: Any new penetrations or sealed penetrations will need to be painted. The entire floor does not need to be painted.
5. When pipes are cut off will they need to be cut flush? Will hydraulic cement be required around the cut pipes?
Answer: As per Keyed Note 3 on Plan Sheet E‐101, Contractors are to “Seal abandoned penetrations with sealant flush with finished floor“.
6. Will the drop lights need to be relocated on the lower level since the service disconnects will be mounted under the power supply conduits?
Answer: Yes. As per Keyed Note 10 on Revised Plan Sheet E‐101, the drop light mounting assembly will need to be relocated. It can be moved lower on the wall, but must remain on the same wall that they are currently mounted on.
7. Where should the new conduits be installed on the lower level?
Answer: Conduits should be ceiling mounted as high as possible.
8. Will another switched feeder need to be run to supply power to the emergency light on the lower level since the power is currently turned on and off with the circuit breaker?
Answer: Yes. See Revised Plan Sheet E‐103 for details regarding the switched feeder that will need to be run.
9. What is the size of the disconnect?
Answer: As per Paragraph 2.8 SERVICE ENTRANCE DISCONNECT in Spec Section 26 20 00, ELECTRICAL DISTRIBUTION SYSTEM, the service disconnect will be 200 amp.
10. What is the middle conduit on the lower level of the Gatehouse above the drop lights?
Answer: That conduit is the feed to the project office.
11. Core drilling specification indicates that the floor should be x‐rayed. X‐rays may not show all obstacles, are we still required to use X‐ray?
Answer: Yes. As per Paragraph 3.1.4.5 Core Drilling for Conduit Penetration, in Spec Section 26 20 00 ELECTRICAL DISTRIBUTION SYSTEM, Contractors are to submit a Core Drilling Plan for government approval. The Core Drilling Plan is to include the non‐ destructive testing (NDT) method that the Contractor wants to use. The Core Drilling Plan will be reviewed by the Government as to the acceptability of the proposed NDT method.
12. Is fall protection required?
Answer: Yes, fall protection will be required when accessing the lower level of the Gatehouse and the roof of the Gatehouse. Fall protection will need to comply with the standards set forth in the U.S. Army Corps of Engineers Safety Manual, EM385‐1‐1. Fall protection must be addressed on the Accident Prevention Plan. Contractors are urged to review EM385‐1‐1 for fall protection requirements prior to submitting a quote.
13. Are there any issues with having the power off for an extended length of time?
Answer: Yes, outages must be coordinated with the Project Office. Time without power should be minimized to the maximum extend practical.
14. Will supply of backup generators be required?
Answer: As per Paragraph 8. Hours of Operation, in the Statement of Work, “Interruptions to power must be coordinated with the USACE Hodges Village Project Manager. If power outages are anticipated to last longer than 8 hours, arrangements must be made to supply emergency power to the gate operators. An emergency generator is onsite and a temporary connection from the generator to the gate operators would be acceptable.”
15. Will the existing conduits remain on the lower level?
Answer: As per Keyed Notes 5 and 6 on Sheet ED101, existing conduits will be demolished, but there will still be a conduit on this level, as shown on Revised Sheet E‐101.
16. Will new feeders need to be run? Are feeders expected to be continuous or will splicing be permitted?
Answer: No, new feeders will not be needed to be run. Yes, splicing will be permitted.
Contractor should provide conductors, wires and splicing as required. See keyed note 5 on amended sheet E‐101.
17. What is to be done with the data lines that run by the conduits on the lower level?
Answer: Data lines should remain. They can be moved out of the way for work and then returned to their original location.
18. Will the Contractor need to add a switch for the lights on the lower level and where should switches be located?
Answer: Yes, please see revised Plan Sheet E‐103.
19. Are there surge protectors on the signal lines?
Answer: Yes, see Keyed Note 5 on Revised Plan Sheet E‐102 which says “Provide Surge Protective Devices on Antenna and Instrumentation cables on the roof entering the structure.”
20. To be inspected and certified, the grounding and down leads would need to be fastened every three (3) feet. Is the Contractor to provide this fastening?
Answer: Yes, see amended sheet E‐102.
21. Is the Contractor to install a new ground rod to ensure that the lightning protection system is adequately grounded?
Answer: Yes, see amended sheet E‐102.
22. Are there bonds between the utilities and lightning protection?
Answer: Yes, see amended sheet E‐102.
23. Are there any restrictions or exemptions to using an eleven (11) foot lightning rod on the Gatehouse roof?
Answer: See amended sheet E‐102, mounting detail is updated to provide better support.
24. Are there any restrictions on the support brackets and where they can be attached for an eleven (11) foot lightning rod, as the supports shown in the drawings may be inadequate?
Answer: Yes, see amended sheet E‐102.
25. Are the feeders coming in to the Gatehouse to remain?
Answer: Yes
26. Will the feed for the furnace be replaced when the furnace is demolished or will the Contractor be responsible for providing a new feed?
Answer: The feed will be brought back to the white junction box when the furnace is demolished. The white junction box is located on the southwest wall, to the right (west) of the entrance door, on the Operator’s level.
27. Is the Contractor to provide motion sensors?
Answer: Yes, description and specifications will be provided in Amendment 0002. See sheet E‐103.
28. Is the lower level considered a permit required confined space?
Answer: No.
29. Will the grab bars be considered sufficient anchor points for fall protection for the lower level and the roof?
Answer:
*You would need a competent person in Fall Protection/Structural Engineer to review these as anchor points or require the Contractor to provide their own anchor point. Ladder rungs (bolted side rails of ladders) are generally considered sufficient anchor points. Self Retracting Life Lines would not be recommended until they were reviewed and approved to arrest a fall prior to impact with the level below.
30. Do the fuel lines need to be moved?
Answer: No
31. Is magnetic testing acceptable instead of x‐ray for locating rebar?
Answer: As per Paragraph 3.1.4.5 Core Drilling for Conduit Penetration, in Spec Section 26 20 00 ELECTRICAL DISTRIBUTION SYSTEM, Contractors are to submit a Core Drilling Plan for government approval. The Core Drilling Plan is to include the non‐destructive testing (NDT) method that the Contractor wants to use. The Core Drilling Plan will be reviewed by the Government as to the acceptability of the proposed NDT method.
32. Question: It looks like on the one line they are calling for EPD breakers, but the schedule does not show EPD breakers. Are they required?
Answer: See revised specification 26 20 00 Paragraph 2.10 Panelboard MDP Item j. EPD breakers are not required, but meet the salient characteristics of the specification.
Alternative submittals must provide as much equal protection and coordination as the EDP breakers.
33. If EPD breakers are required we would have to series rate the panel to use 10k rated breakers?
Answer: The panel buss must be rated as specified in revised Spec Section 26 20 00 Amendment 1 Paragraph 2.10 Panelboard MDP Item b. Series rated breakers will not be accepted, see revised Spec Section 26 20 00 Amendment 1 Paragraph 2.10 Panelboard MDP Item j. Ignore series ratings on overcurrent protective devices, and instead use the non‐ series ratings.
34. The one line shows a 150 Amp main breaker, the schedule has a 175 Amp main breaker.
Which is the correct main breaker rating?
Answer: The correct size is 150A. Plan sheet E‐502, MDP Schedule, has been revised.
