The following rates shall be used to price individual Firm Fixed Price Task Orders with the exception that samples and testing will be negotiated on a per task order basis. No adjustment shall be made to these rates unless authorized by the Contracting Officer
Profit will be negotiated for each individual task order based upon the type of work and complexity in accordance with FAR Part 15.404-4
The analyses listed below are representative but not inclusive of those that may be required under this contract. The proposed rates and methods (to be supplied by the contractor) are to be used as a basis for negotiations. Specific analytes, recommend methods and reporting limits (RLs) may be found in the "RIM" (Regional Implementation Manual, EPA/USACE 2004); additional information may be found in the "Green Book" (Evaluation of Dredged Material Proposed for Ocean Disposal - Testing Manual, EPA/USACE 1991), the "Inland Testing Manual" (Evaluation of Dredged Material Proposed for Discharge in Waters of the U.S. - Testing Manual, EPA/USACE 1998) and the "QA/QC manual" (Guidance for Sampling and Analysis of Sediments, Water and Tissue for Dredged Material Evaluations: Chemical Evaluations, EPA/USACE 1995). Other methodologies capable of meeting the RLs may be acceptable. Sample preparation methodology (i.e., extraction and cleanup)(EPA 1993l NOAA 1993) and sample size may need to be modified to achieve the required reporting limits.
The Offeror shall provide a complete list of physical and chemical analyses with proposed methods and prices by year in the format below. RLs shall be those presented in the RIM, Green Book, Inland Testing Manual, and the QA/QC manual. If no RL is specified, then the method detection limit shall be used.
