Request for Information (RFI)
W912WJ18R0016
Amendment 0004
1. We respectfully request a 2 week extension to the due date of the W912WJ-18-R- 0016, HTRW A-E Services solicitation.
Answer: Submissions are due by Close of Business April 18, 2018.
2. Is this a new effort or was there previous contractors that performed similar requirements in the past? If the latter, would you be able to inform me of the Contractor Names, Contract numbers, Value and Expiration Date?
Answer: This synopsis/solicitation adequately describes the U.S. Army Corps of Engineers New England District’s current requirements for future HTRW work and may not be identical to the last scope of previous or existing contracts. The most recent District AE IDIQ (Architect-Engineer Indefinite Delivery/Indefinite Quantity) contracts awarded under an unrestricted solicitation were awarded to Amec Foster Wheeler Contract No. W912WJ-15-D-0003 in September 2015 and to AECOM Contract No. W912WJ-16-D-0005 in March 2016. Both IDIQ’s each have up to $10M capacity and up to a five year ordering period.
3. Will the same clarifications for Section F provided for the SB HTRW apply to the UR HTRW including that projects completed within the last five years will be considered more favorably than older projects, and that projects should be at least 50% complete?
Answer: Firms should select the most relevant projects to present for this synopsis/solicitation. Projects completed within the last five years will be considered more favorably than older projects. Projects should be at least 50% complete. An IDIQ should not be used as a project description. An IDIQ contract is not considered a stand-alone project. If an IDIQ is presented as a project description, only the first task order will be evaluated.
4. For this solicitation will an IDIQ contract be considered a stand-alone contract and may it be presented as one project in Section F?
Answer: Each task order under an IDIQ contract shall be submitted as a separate project. An IDIQ contract is not considered a stand-alone project.
5. May multiple related TOs under the same contract and for the same installation and site(s) be presented as one project in Section F?
Answer: Each task order shall be submitted as a separate project.
6. Please specify the DDESB TP 18 equivalent education and experience requirements for the OESS position (i.e., SUXOS, UXOSO, UXOQCS, UXO Technician III, UXO Technician II, or UXO Technician I).
Answer: The Ordnance and Explosive Safety Specialist (OESS) must meet the education and experience requirements for a Senior UXO Supervisor (SUXOS) as defined in DDESB Technical Paper 18, "Minimum Qualifications for Personnel Conducting Munitions and Explosives of Concern-Related Activities", 1 September 2016.
7. Does the District intend the information to be duplicated in block 24 that is already provided in block 23?
“Section F, Box 24, provide the following information for each project: month/year the firm's work started and completed; total contract value of the work performed by the firm and any team subcontractors to be used on this project; and customer point-of-contact who can be reached for references (phone number and email address).”
Answer: The Firm should use block 23 b Section F of SF330 to document the customer point-of-contact and block 23c Section F of the SF330 to document the point-of-contact’s phone number. It is not necessary to duplicate information contained in block 23 into block 24, if the information is the same. The firm may also include the customer point-of-contact email address in block 23c, or in block 24.
All other information should be provided in block 24.
