Synopsis:
1. CONTRACT INFORMATION: NAE plans to award an Indefinite Delivery/ Indefinite Quantity Contract (IDIQ) for professional engineering and design services, procured in accordance with the Brooks A-E Act as implemented in FAR Subpart 36.6. Firms will be selected for negotiation based on demonstrated competence and qualifications for the required work. North American Industrial Classification System (NAICS) Code is 541330. Work will primarily be performed within the boundaries of the New England District, but work may also be required at other locations within the CONUS boundaries of the North Atlantic Division. The contract will be negotiated and awarded with a five-year ordering period. The amount of the contract will not exceed $5,000,000. Work will be issued by negotiated firm-fixed-price task orders. Award of this contract to the subsequently selected firm is anticipated in April 2018. The contract minimum guarantee is $50,000 over the life of the contract.
This announcement is open to all businesses regardless of size. If the selected firm is a large business concern, the firm must comply with FAR 52.219-9, Small Business Subcontracting Plan, and submit a small business subcontracting plan after being notified of their selection with the final price proposal. The Small Business Subcontracting Plan shall contain small business goals for all of the Small Business Programs and shall be realistic, achievable, and challenging. Specific Small Business Goals are not provided but the Small Business Subcontracting Plan shall include maximum practicable opportunities for Small Business, Small Disadvantaged Business, Women-Owned Small Business, Historically Underutilized Zone Small Business, Veteran-Owned Small Business and Service-Disabled Veteran-Owned Small Business.
2. PROJECT INFORMATION: Engineering and Design services are required to perform inspections of selected bridges and other related engineering services primarily at various locations in the Corps New England District (ME, MA, NH, CT, VT, and RI), but could also include other states and districts covered by the U.S. Army Corps of Engineers North Atlantic Division's CONUS mission areas (NY, PA, NJ, DE, MD, VA, WV), and the District of Columbia.
The primary bridges to be inspected are the Bourne and Sagamore Highway Bridges spanning the Cape Cod Canal at Bourne, MA, and the Vertical Lift Railroad Bridge spanning the Cape Cod Canal at Buzzards Bay, MA, but other bridges may also be part of this contract. The Bourne and Sagamore Bridges are seven-span and three-span, respectively, continuous truss bridges; both with a considerable portion of the 616-foot center span over 100 feet above deck level and with a 135-foot vertical clearance over the canal. Use of aerial lifts, technical rope access techniques, rigging, or combination thereof, will be required to access most areas of the structures involved. Inspection of the above-deck arch portions of both the Bourne and Sagamore Bridges will require a method of access that does not require any traffic control, specifically technical rope access techniques. The Vertical Lift Railroad Bridge has a 544-foot lift span flanked by tower spans at each end. With the lift span in the raised position, there is a 135-foot vertical clearance over the canal. Use of aerial lifts, technical rope access, rigging, or a combination thereof, will be required to inspect the structure. Inspection of the mechanical and electrical components of the Vertical Lift Railroad Bridge’s operating system will also be required. Other bridges in the inventory are located at various Corps projects, and range from larger (> 100 feet) built-up steel girder bridges over spillways and connecting dam crests to control towers, to smaller concrete or steel bridges within project reservoir areas.
Underwater inspections and use of remote control or automated inspection techniques such as the use of UAV’s (Unmanned Aerial Vehicles) may be required for this contract.
Other data gathering activities may include but not be limited to such tasks as developing site-specific wind and/or seismic data, scour analyses, material testing, and the installation of bridge diagnostic instrumentation, and monitoring associated with those bridge diagnostics.
In most instances, a "Routine Inspection," as described in the American Association of State Highway and Transportation Official's (AASHTO) Manual for Condition Evaluation of Bridges, will be the level of inspection required for vehicular bridges. In general, a “Periodic Inspection” as described in the American Railway Engineering and Maintenance-of-Way (AREMA) Manual for Railway Engineering will be the level of inspection required for railroad bridges.
Draft inspection reports generally will be required within 60 days after completion of physical inspection; final inspection reports generally will be required within 21 days from receipt of draft report comments.
Remedial design may include but not be limited to the preparation of plans, specifications, construction cost estimates, and associated data collection, design analysis and studies for the repair, rehabilitation, or repair by replacement of bridges of any size and type but most relevant to this solicitation would be those described above in Section 2. Services may also include all architectural and engineering tasks necessary to develop the documents listed to also include: developing models, economic analyses, topographic surveying, aerial and other types of surveying, and construction phase services to include shop drawing review, as-built drawing preparation, preparation of O&M manuals, and engineering consultation services.
Products shall be produced to Corps of Engineers guidelines and specific formats set forth under the base contract and/or by individual task order. The firm must demonstrate the ability to: provide design drawings in Microstation and Autodesk CADD software (latest version); use Corps computer-based specification software for the development of Specifications (SPECSINTACT); use the latest version of M II (cost engineering software as provided by the Government and licensed to the firm) for the development of construction cost estimates; use MS Project for more basic design and constructions schedules; and utilize ProjNet (DrChecks) (https://wwwprojnet.org) for comment resolution of design review submittals.
