QUESTIONS AND ANSWERS

Scour Repair Townshend Lake Dam, Townshend, VT

W912WJ18Q0052, AM 0001

Pre-Bid Site Visit, 20 April 2018, 11:00 am

Questions and Answers

1. Question: What is the preferred time of year to perform the work?

Answer: August or September when flows tend to be lower

2. Question: Can the Contractor control the flow of water past the project site?

Answer: No. But the Corps can regulate the water by using the flood control gates in the gate tower.

However, the Corp is required to maintain a minimum flow, called the Aquatic Base Flow (ABF) downstream to protect aquatic species. ABF is 160 cubic feet per second (cfs). A rough comparison of depth of water produced by various flows is shown on Plan Sheet G-101. Water depth can typically be restricted such that the depth of the water at the project site will be 3 feet or less. Flows through the outlet works at the time of the pre-bid site visit were estimated at 1200 cfs. When flows are restricted through the use of the gates, water builds up in the upstream lake (pool). This is called impoundment. Approximately 4 feet of impoundment over normal pool level will be acceptable; however, with recreation areas open until Labor Day, an additional 4 feet of impoundment over normal pool level will not be feasible. With coordination with the State of VT, the Corps may get permission to completely shut off flow for one hour at a time. Flows would be shut off for one hour, then ABF would be released for an hour, and cycled as such as needed.

3. Question: What would the required height of the cofferdam be?

Answer: As shown by the table on Plan Sheet G-101, the water height will be restricted to 3 feet or less, depending upon weather conditions. All efforts will be made to keep flows under this height.

4. Question: Where is the scour located?

Answer: The scour is located at the bottom of the concrete wall, as shown on the contract drawings.

There is a concrete apron at the base of the wall. Details of the concrete apron are shown on the Information Drawings, which are now attached to the end of the design Drawings. A tremie pour was previously performed on the apron near the scour location and dive results indicate that some of this tremie pour material is still present. See Dive Report attached, and MP4 file “Dive”, which is the 10-minute long video of the dive inspection.

5. Can the Corps provide the bathymetric survey results?

Answer: Yes. See the attached aerial photo with data point elevations shown. XYZ files can be provided upon request.

6. Can a copy of the dive report from September 2016 be provided?

Answer: Yes. See the attached report.

7. What were conditions like during the dive?

Answer: The Dive was conducted in September 2016. The flow was low, and the water depth was about 3 feet.

8. What is the access to the site for the Contractor?

Answer: As shown on Plan Sheet G-101, Contractors can access the east side of the work site from the dirt road labeled as “Approximate Ingress/Egress Location”. There is a large graveled parking area to the east of the

W912WJ18Q0052

outlet works discharge channel adjacent to the work site. Contractors should not utilize the recreation area parking lot on the west side of the outlet works, as this area is heavily used by the public. However, if the Contractor deems the west side of the discharge channel as the best location to site a crane, the Contractor should be aware that conduits are present underneath the access road on this side, so the road would need to be plated to protect the conduits whenever the crane or other heavy equipment was to drive on this road.

9. Would there be access for a barge?

Answer: Yes, there is a ramp into the channel further downstream. However, barge access would be dependent on the water levels (depth) and the draft of the barge. There would also be additional safety requirements in accordance with EM 385-1-1.

10. Question: How much water is over the scour?

Answer: As shown on the Contract Plan Sheet G-101, there is an estimated two to three feet of water over the top of the scour void area at normal pool level.

11. Question: Will shotcreting be allowed?

Answer: Contractors should follow the Plans and Specs as included in the Solicitation.

12. Question: Is reinforcement of the concrete specified?

Answer: Yes. As described on Plan Sheet S-301, reinforcing steel is to be placed in the front 18 inches of the void repair, and within the protective collar.
