Questions and answers from pre-bid site visit to Surry Mountain Emergency Gate Painting, 30 January 2018.

1. Can the Contractors remove the handrails that currently surround the gate? Answer: Yes.

2. Is there lead in the paint? Answer: Yes, it should be assumed that the paint contains both lead and PCBs.

The concentration is not known.

3. Can the floor grate be put into place into the existing slots in the floor once the gate has been raised all the way up? Answer: Yes.|

4. What is the distance between the bottom of the gate and the top of the floor grate when the gate is in the full up position? Answer: 6 inches.

5. Is painting the angle iron that is embedded in the floor concrete, that the floor grate rests on part of this contract? Answer: No.

6. Are the roller chains that are on both sides of the gate to be blasted and painted as part of this contract?

Answer: No, do not include any costs involved in removing these items. Simply plan on leaving them in place in the gate, and blocking and protecting them from the abrasive blasting and painting of the rest of the gate.

7. Is this area a confined space? Answer: Due to the limited egress of the stairway and door leading up to the operating level, yes.

8. How can Contractors get their equipment into this space? Answer: Contractors can request that Government personnel use the chain hoist to remove the floor plates that cover the openings in the floor of the Operating level, which is the ceiling to the space where the gate is. Then Contractors must use their own rigging or their own gate hoist to set up over the resultant opening to bring their equipment down to the gate level. As per EM 385-1-1, this will require Contractors to submit lift plans for approval.

9. Are Contractors allowed to use the Government’s chain hoist? Answer: No.

10. Are Contractors allowed to use the overhead beam, located above the Operating level over the openings in the floor? Answer: Yes, but the max load that this beam can withstand is 500 pounds.

11. Does the window that is located high in the wall on the gate level open for ventilation? Answer: Yes.

12. Is there water available in the gatehouse? Answer: No.

13. Is there electricity available in the gatehouse? Answer: There is one outlet present on the gate level, and three outlets present on the Operating level that Contractors may use. These outlets are all 20 amps. If Contractors need more capacity than 20 amps, they must provide it themselves.

14. Where is the storage and staging area? Answer: Contractors can use the entire parking area directly in front of (ie on the south side of) the gatehouse. If needed, the public can be blocked from driving across the spillway bridge, but government personnel must be able to drive across the spillway bridge leading to the gatehouse.

15. Can you clarify what class of Containment will be needed? Answer: The Contractor is responsible for selecting the most appropriate class of containment that will meet the requirements as specified in Spec Section 09 97 02 PAINTING: HYDRAULIC STRUCTURES, Paragraph 1.3.3.2 Containment.

16. Can you clarify the requirement for the SSHO versus the CIH to be present on the site? Answer: In accordance with Paragraph C. Safety, subparagraph 4 and the EM 385-1-1, the SSHO must be present on-site at all times. In accordance with Spec Section 09 97 02, Paragraph 1.3 SAFETY, HEALTH AND ENVIRONMENTAL REQUIREMENTS” and all of the subparagraphs of Paragraph 1.3, the CIH must be present for all environmental, worker exposure and final clearance testing as stated.

17. Can Contractors schedule additional time visiting the site? Answer: Yes. Please schedule additional site visits by contacting Mr. John Asseng, the Project Manager, at (978) 318-8481.

**The following RFI has been added as 2/12/18** RFI – Questions and Answers (Amendment 0002):

1 - The construction design and structural configuration of the Gate causes surfaces to become inaccessible for the performance of cleaning and painting as specified. Please confirm that inaccessible surfaces are not intended to be treated. Additionally, please confirm that disassembly of the structural gate components is not required for the performance of cleaning and painting.

ANSWER: The Contractor shall make his best effort to clean, prepare and paint all surfaces, except as noted. If a portion of a surface is inaccessible, the Contractor shall communicate this to the Contracting Officer’s Representative for documentation. Yes, disassembly of the structural gate components is not required for the performance of cleaning and painting.

2 – Chain Rollers along the lateral edges of the emergency service gate are not scheduled to be cleaned and painted, as clarified in Amendment No. 01, please also confirm the intent for painting Chain Roller Cover Plates, are these cover plates required to be removed for the performance of cleaning and painting? Or, should cleaning painting only address the exposed accessible surfaces.

ANSWER: Assuming that the term “Chain Roller Cover Plates” is referring to the rust-colored plates held in a vertical position immediately on either side of the rollers themselves, no, Contractors will not be expected to remove, clean or paint these elements. Yes, cleaning, preparing and painting should only address the exposed accessible surfaces.

3 – Reference Drawings provided in the project solicitation include information regarding the emergency service gate well, but do not include reference details on the Emergency Service Gate itself. Please provide reference drawings for the Emergency Service Gate.

ANSWER: New England District Corps of Engineers personnel have been unsuccessful in locating reference drawings showing the gate itself.

4 – Please Clarify the limits of cleaning and painting at the pully assembly. Specification section 09 97 02 indicates that the interior spool area of the pully where the cables ride is not included. Is this exclusion for actual riding surfaces ONLY? Or are other surfaces of the pully also expected to be protected from Abrasive blasting and Coating Application? Also please note that inaccessible surfaces exist at and adjacent to the pully assembly.

ANSWER: The pully assembly actually consists of two separate components. The outer casing, currently colored silver, and the inner pully itself, which is roughly circular and has four slots that the cables rest in and is colored a rust color. The silver outer casing should be cleaned, prepared, and repainted. The entire inner pully, consisting of the four cable slots, and the two outer circular discs that form the outer rims of the pully, all colored rust, should not be cleaned, prepared, blasted or painted. The pully assembly that is not to be painted must be protected from the blasting and painting.

**The following RFI has been added as 2/16/18** RFI – Questions and Answers (Amendment 0003):

1 – Can you please provide more information on what the Contractor is to do with the Chain Roller Cover Plates?

ANSWER: In Amendment 0002, the term “Chain Roller Cover Plates” was used to refer incorrectly to the chain itself. The plates are actually the large outer pieces of the gate. In Amendment 0002, Contractors were incorrectly told that they would not be expected to remove, clean or paint these elements. However, this is not correct. The plates and chains will be disassembled by others prior to the mobilization of the Contractor, and the plates will be placed in the gatehouse area. Contractor WILL be expected to clean, prepare and paint both sides of each plate, as well as construct appropriate containment for these elements. Contractor will NOT be expected to reassemble the chains or plates once the plates are painted. Contractor will NOT be expected to clean, prepare or paint the roller chains.

2 – Can you please provide the dimensions of the roller chain plates?

ANSWER: The plates are the outer-most elements of the gate on each side of the gate, and are approximately 20 inches wide by 144 inches tall by 1/2 inch thick. The plates will already be disassembled by others for the Contractor and will be placed inside the gatehouse space on blocks long enough for the plates to be flipped over on edge and remain on the blocks. There are two plates – one on each side of the gate. Each plate has two sides (each side is 20 inches x 144 inches) that the Contractor will be expected to clean, blast and paint. Each plate is estimated to weigh no more than 400 pounds. No governmental personnel or equipment will be available to move or turn plates.

3 – Once the Cover Plates and the Chain Rollers are disassembled and removed from the gate by others, what will the Contractor be expected to paint?

ANSWER: The Contractor will now be able to access the chain guide assemblies (one on each side), which were painted originally and now should be cleaned, prepared, blasted and repainted along with the rest of the gate structure.
