Brockton VHA BHS (229720) 1-1 November 2017 Legionella Directive Implementation Woodard & Curran

1. INTRODUCTION

The System Integrator shall integrate the control system and complete the necessary BMS and control node programming. The following descriptions are provided to assist the System Integrator during the integration process and are a supplement to the Drawings and Equipment and Instrumentation List which are provided in the Contract Documents. The System Integrator shall become familiar with the documents and incorporate the controls related information contained in the Contract Documents into the programming.

1.1 ABBREVIATIONS & DEFINITIONS

• Control System: The Control System shall consist of all hardware, software, programming and equipment/instrumentation setup required to implement the controls described in the

Specifications.

• HMI: Human-Machine Interface.

• BMS: Building Management System.

• “BMS HMI”: Computer workstation that provides access to the BMS (control) system for the purposes of control and data acquisition.

1.2 CONTROL SYSTEM GENERAL REQUIREMENTS

The following sections outline general requirements for the control system as well as all local control nodes.

1.2.1 Equipment Status Indication

The control system shall display the status of all equipment, valves, and analog instrumentation described herein. Status indication shall include whether the motor is energized/running, whether the valve position is open/closed, and the value of analog inputs in the units indicated herein. All analog inputs shall include a graphical depiction of the measured quantity in proportion to the scale of the range (e.g. water level in a tank). Liquid level in all tanks shall be displayed in depth (feet or inches) as appropriate and in volume

(gallons) as determined by tank geometry per the Contract Drawings or as provided by the Engineer.

1.2.2 Control Node Screens & Trending

The following summarizes the screens to be provided, including but not limited to the screens listed in the

Contract Documents:

1. Water Quality and Treatment Overall System Screens: Develop screens that show the overall system, status of each piece of equipment, key flow rates, water surface elevations, and related information.

2. System Status Screens: Provide screens which show every piece of equipment or instrument in a process system along with its associated status as indicated in subsequent sections of this Control

Narrative.

3. Process Screens: For each unit process, provide and indicate if a piece of equipment has an alarm or fault associated with it and what the alarm/fault is. Provide an individual screen for each process system in accordance with the Process and Instrumentation Drawings and the Equipment and Instrumentation List.

4. Run Time Totalizers: For every piece of equipment, provide a display of total run time (##,###.# hours). Provide the equipment tag number and description next to each display.

Section 22 11 05A - Process Control

Brockton VHA BHS (229720) 1-2 November 2017

5. Alarm log and management.

6. Equipment Maintenance Screens: Provide screens for each process system and piece of equipment

7. Communications system and BMS status.

8. Trend Screens: Provide trend screens for all analytical instruments and analog level, flow, pressure and temperature inputs. Trend screens shall include but are not limited to: level for all process tanks, in-line flow meters, in-line suction and discharge pressure, flush valve open/close operation, and analytical transmitters. Provide additional trend screens as noted in the Contract

Documents.

1.2.3 Operator Adjustable Set Points & Allowable Ranges

Operator adjustable set points are indicated throughout the narrative with {brackets}, and shall be required as indicated in the Contract Documents. For each adjustable set point, provide a range of allowable values that can be entered. The values at the high end and the low end of the range shall be as determined by the Engineer. The Engineer shall provide a list of the allowable ranges for all set points within one week of request of such information by the System Integrator. If an input is attempted that does not fall within the allowable range, the system shall generate a popup warning screen showing the allowable range and then require re-entry of the value. Typical values for inputs are provided herein for reference purposes in addition to indication of units and number of significant figures.

1.2.4 Password Protected Access

Provide at a minimum, the following levels of security access:

1. Viewing but no adjustment of set points.

2. Access to adjustment of set points excluding alarms.

3. Access to all adjustable set points.

4. Administrative access to all functionality.

1.2.5 General Failure or Fault Alarms

Most instrumentation, valve actuators, and analytical devices are provided with general failure or fault alarm outputs. The control system shall provide a general failure (fault) alarm, labeled with the corresponding equipment tag, description and process area as indicated in the Contract Documents, for all such inputs provided to the control system. For devices, which only provide analog outputs, the control system shall monitor the 4-20 mA signals and provide a general failure (fault) alarm if the device’s output signal falls outside the 4-20 mA range.

1.2.6 Alarm Management

Transmit all alarms to the control system; include alarm display, logging, notification, etc.

Control nodes shall include a screen that allows the operators to activate or inactivate each alarm in the system for each piece of equipment. Unless otherwise noted, all alarms shall have an operator adjustable delay prior to alarm activation. The length of the delay period shall be determined based on signal response times and shall be designed to provide system protection while avoiding nuisance alarms. The initial delay period shall be determined by the System Integrator and approved by the Engineer.

All alarms shall be labeled with functional descriptions and the device’s equipment tag number. The alarm descriptions shall be submitted for review and approval by the Engineer.

Brockton VHA BHS (229720) 1-3 November 2017

All alarms at the control node shall be popup type.

1.2.7 Flow Totalizations

All flow totalization requirements shall be accomplished by counting DC pulses from the associated flow meter. Flow totalization through integration of the instantaneous flow signal shall not be acceptable, unless specifically accepted by the Engineer in writing.

1.2.8 Flow Totalization Units

All flow totalization and flow trending requirements shall be logged in both gpm and gal/day. Operations personnel shall select the units for display of the trends and totalized values.

Brockton VHA BHS (229720) 2-1 November 2017

2. WATER QUALITY SYSTEMS MONITORING OVERVIEW

This project has of two types of monitoring systems, as required by VHA Directive 1061: point of entry water monitoring systems and representative outlet cold and hot water monitoring systems. For this project, the VA BHS has prioritized installation of the representative outlet monitoring systems at hydraulically remote, or “distal”, points within each building based on the requirements of the Directive.
