Request for Information
Amendment 0001
1. Can a detour be made through the grass area when doing road work?
Response: Detours are not to be planned in order to maintain traffic flow. Contractor shall follow guidance in Section 01 11 00, paragraph 1.6, Coordination with CRREL Traffic.
2. Will the contractor be required to address a water drainage/infiltration through the conduit into the building?
Response: Due to the elevation differences between the electrical manholes and where electrical ducts or conduits enter buildings, there is potential for water to infiltrate the buildings through them. As such, based upon the conditions found, the contractor shall furnish and install an in-ground solution that will permit drainage of any water in the ducts or conduits before it reaches the buildings. Contractor shall provide shop drawings to the Government for approval prior to beginning work on this feature. Ducts or conduits entering an exterior wall shall slope away from the wall. Contractor shall provide waterproof seals around all ducts or conduits penetrating an exterior wall.
Contractor shall also seal all ducts or conduits themselves at the inside face of the exterior wall.
3. What are the depths of the storm water drains and feeders?
Response:
Specification 33 71 02 UNDERGROUND ELECTRICAL DISTRIBUTION Paragraph
3.1.1 UTILITY LOCATE, and Specification 01 35 26 GOVERNMENT SAFETY REQUIREMENTS Paragraph 3.7.1 UTILITY LOCATIONS, and Paragraph 3.7.2 UTILITY LOCATION VERIFICATION, addresses this question. The contractor is responsible for determining the exact locations of utilities within the general area of excavation.
4. What utilities are in the additional man hole marked electrical?
Response: The exact feeders and routing of the distribution within the manhole in vicinity of the proposed main lab addition penetration is unknown at this time. Please also reference Specification 33 71 02 UNDERGROUND ELECTRICAL DISTRIBUTION Paragraph 3.1.1 UTILITY LOCATE, and Specification 01 35 26 GOVERNMENT SAFETY REQUIREMENTS Paragraph 3.7.1 UTILITY LOCATIONS, and Paragraph 3.7.2 UTILITY LOCATION VERIFICATION
5. Can an additional man hole be created for utilities?
Response: See Changes to specification 33 71 02 UNDERGROUND ELECTRICAL DISTRIBUTION in Amendment 001. Contractor shall bid based upon plans and specifications in the most updated contract documents. However, if a contractor wants to install an extra manhole as part of its means and methods, at no additional cost to the Government, this issue can be addressed with a RFI during construction.
6. During basement demolition, does all demolished equipment needs to be able to fit through the existing door way.
Response: Yes, all materials need to fit through the existing doorway and out of the facility to be disposed of.
7. What is the age of existing equipment to be demolished and is there asbestos present in that equipment?
Response: The equipment was installed in the 1960s. Though not confirmed, contractors should expect the equipment to include asbestos or asbestos-containing material.
8. Will basement wall drawings be provided to the contractor?
Response: Drawings will not be provided. Basement exterior walls in the main lab addition in vicinity of the conduit entrance as depicted on Sheets ES101 and EP102 are constructed of approximately 1’ thick reinforced concrete.
9. What is the structural integrity of basement walls?
Response: See wall specifications provided per the response to RFI 8.
