Amendment 2 to W912WJ-17-R-0010 Requests for Information

1. [Question] Do the required discipline resumes have to be registered in Massachusetts or will any U.S. state registration be sufficient (Other than the MA Registered Land Surveyor)?

[Answer] See Section 3 (b)(1) and Section 3 (b)(2) for registration requirements. The only specific state registration required is as indicated in Section 3 (b)(2) for the MA Registered Land Surveyor.

2. [Question] For Section 3 Part (a) does only the Prime/JV Experience count or will a Sub's experience count equally when compared to a Prime/JV?

[Answer] The entire team is evaluated.

3. [Question] Section 2 of the Solicitation notes 35,000 sf ISO4/Class 10 cleanroom under filter.

Previous versions suggest considerably larger clean rooms as part of the 161,000 sf program, such as "compound semiconductor clean rooms =90,000gsf; microsystem integration facility clean rooms = 52,638 gsf." Please clarify?

[Answer] The 35,000 square feet is NET space under filter. The larger SF numbers previously given include sub-fab, fan deck and support facilities which directly support the cleanrooms.

4. [Question]What are the roles for USACE, USAF, and MIT Capital Projects office in the selection of the A-E and management of the design?

[Answer] USACE is responsible for the selection of the A-E and for the management of the design.

5. [Question] It is not clearly mentioned in the solicitation but is experience in designing systems dealing ultrapure water a requirement for prospective bidders? Ultrapure water is used extensively in the semiconductor industry and is used to ensure that water is treated to the highest levels of purity for all contaminant types, including: organic and inorganic compounds;

dissolved and particulate matter; volatile and non-volatile, reactive and inert; hydrophilic and hydrophobic; and dissolved gases.

[Answer] See Section 3(a) for the synopsis solicitation for selection criteria.

6. [Question]What planning and design work has been done to date on this project? Has a design concept been approved and finalized?

[Answer] As noted in Section 4, there is an existing Basis of Design for the project. The intent of the Basis of Design was to develop a building plan and design concepts to meet the project’s programmatic requirements and establish a programmatic budget estimate.

Prior to the Basis of Design, planning work was performed to establish design criteria, programmatic requirements, and design parameters for the building and to evaluate adequacy of the site.

7. [Question] Criteria (h) under Selection Criteria refers to the participation of Small Businesses (SB) and Small Disabled Business (SDB) concerns, can you clarify if your requirements for the small business subcontracting plan: Have specific percentages of involvement been identified for this project?

[Answer] The selected firm is responsible for proposing subcontracting goals and incorporating them into a Small Business Subcontracting Plan, as applicable.

8. [Question] SF330 Section F: Is there a limit to the number of project examples (10 total examples allowed) which can be given from a Consultant firm team member?

[Answer] Section F is limited to a total number of 10 example projects.

9. [Question] Can you confirm whether or not the following site projects are also part of this Solicitation for the CSL-MIF?

a. Demolition of 4 buildings [Answer] Yes, see Section 2, 2nd paragraph.

b. Expansion of the main chiller plant [Answer] Yes, see Section 2, 2nd paragraph.

c. Provision of a new feed from the main electrical distribution plant [Answer] Yes, Section 2, 2nd paragraph.

d. Access roads [Answer] Yes, see Section 2, 2nd paragraph.

e. Replacement parking [Answer] Yes, see Section 2, 2nd paragraph.

f. Relocation of existing utilities and new utility connections [Answer] Yes, see Section 2, 2nd paragraph.

g. Landscaping [Answer] Yes, see Section 2, 2nd paragraph.

10. [Question] On Page 3, Section (b), the Solicitation states: “Resumes for the following disciplines are also requested for evaluation….” The disciplines of commissioning as well as construction scheduler are not listed in Section 2, Project Information, paragraph three (design services). Are the commissioning and construction scheduling scope also to be included in the design services?

[Answer] Section 2 identifies the more significant design services required for this project. However, commissioning and construction scheduling will also be required design services. As stated in Section 3(b), Offerors are requested to submit resumes for their proposed commissioning specialist and construction scheduler.

11. [Question] Please clarify the intent of the construction scheduler role. It is your intent at this time that a CM should be identified and included in the team organization? Or does this role description signify someone on the A/E team whose responsibility covers management and oversight of the project schedule, in partnership with the CM (such as a project manager)?

[Answer] The intent is to have a person(s) on the A-E’s team who will develop a comprehensive construction schedule during the design phase that will be used to determine any phasing requirements and an appropriate construction duration to be included in the contract documents and could possibly be used to evaluate the Contractor’s proposed construction schedule. This construction scheduler will not have any direct or indirect relationship with the Contractor or Construction Manager.

12. [Question] In Section Three, page 4, (h): Please clarify the vision and intent for “Use of Historically black college and university and minority institutions.”

[Answer] Use of HBCU/MI's is encouraged.

13. [Question] Registration and licensing: Please clarify for which key proposed team members it is preferred that the individual be

a. licensed.

[Answer] See Section 3 (b)(1). Last sentence states: “The lead architect or engineer assigned to the project in each of the previously listed disciplines must be registered to practice in the appropriated professional field unless otherwise noted.”

b. licensed in Massachusetts.

[Answer] See Section 3 (b) (1) and Section 3 (b) (2) for registration requirements. The only specific state registration required is as indicated in Section 3 (b)(2) for the MA Registered Land Surveyor.

14. [Question] The solicitation notes demolition of 4 buildings on the site. Will independent Hazardous Materials Abatement expertise be procured outside of this A/E team, or is the A/E proposer to include this expertise on the team?

[Answer] Characterization of building demolition material may be required by the A-E.

Selection Criteria for Specialized Experience and Technical Competence and Professional Qualifications are as presently indicated in Section 3.

15. [Question] Solicitation Number W912WJ-17-R-0010 notes the proposed CSL-MIF facility will have approximately 35,000 net square feet under filter (page 2 of 6). When referencing form DD1391 for the project, provided on the same government website, the table “Functional Breakdown or Proposed Project Scope” suggests that the area under filter could be substantially larger. Please confirm that the 35,000 nsf includes all under filter areas for both the Compound Semiconductor Cleanroom and the Microsystem Integration Facility Cleanroom.

[Answer] See Answer to Question #3 in this Amendment 0002.

Note: A third amendment will be issued to answer more RFIs submitted. Amendment 0002 does not change the proposal due date.
