EVALUATION APPROACH

A. BASIS FOR AWARD

The award of the Design-Build contract will be made using a two-phase best value trade-off process in accordance with FAR Part 36.3 and Part 15.101, based on the best overall (i.e., best value) proposal that is determined to be the most beneficial to the Government, with appropriate consideration given to the evaluation factors in Phase 1 and Phase 2.

Phase 1 will consist of three (3) factors: Technical Approach Narrative, Team Experience, and Past Performance. The factors are listed in descending order of importance. The Government may evaluate Phase 1 proposals as submitted, without conducting exchanges. Offerors should not assume that they will have an opportunity to clarify or correct anything in their proposal after submitting it in response to Phase 1.

Up to five (5) of the most highly-qualified Offerors who submit a proposal in Phase 1 will be invited to submit proposals for Phase 2, where they will submit a technical and price proposal.

Phase 2 will consist of four (4) factors: Technical Design Information, Management Approach, Small Business Participation Plan, and Price. The three (3) technical factors are listed in descending order of importance. The technical factors other than price, when combined, are significantly more important than price.

Final selection will be based on the best overall proposal in Phase 2 that is determined to be the best value to the Government, with appropriate consideration given to the technical and price proposals. To receive consideration for award, a rating of no less than “Acceptable” on the technical factors and “Neutral Confidence” on Past Performance must be achieved. Offerors are cautioned that the award may not necessarily be made to the lowest price offeror.

NOTE: ALL EVALUATION FACTORS, OTHER THAN PRICE, WHEN

COMBINED, ARE SIGNIFICANTLY MORE IMPORTANT THAN PRICE.

B. FACTORS TO BE EVALUATED

1. Overview

Award will be made to the Offeror whose proposal is most advantageous to the Government based upon an integrated assessment of the evaluation factors.

Evaluation of the Offeror’s proposal shall address each factor as it applies to this Solicitation.

A detailed explanation of the criteria for the evaluation is set forth in the “Evaluation Approach”, Paragraph C of this section. During evaluations of each proposal, the Government will assign an adjectival rating for each factor with a written narrative evaluation reflecting the identified findings. The following evaluation factors will be used to evaluate each proposal:

2. Phase 1

Volume I, Factor 1: Technical Approach Narrative Volume I, Factor 2: Team Experience Volume I, Factor 3: Past Performance

The factors are listed in descending order of importance.

3. Phase 2

Volume I, Factor 1: Technical Design Information Volume I, Factor 2: Management Approach Volume II, Factor 3: Small Business Participation Plan Volume II, Factor 4: Price

The non-price factors are listed in descending order of importance. The Phase 2 evaluation factors other than price, when combined, are significantly more important than price. The resulting award will be a firm-fixed price Design-Build contract. Price reasonableness will be utilized in the evaluation of the firm-fixed price effort.

C. EVALUATION APPROACH

1. Overall Approach

All proposals shall be subject to evaluation by the Source Selection Team (SST).

The overarching evaluation approach for all factors is as follows:

a. Adequacy of Response. The proposal will be evaluated to determine whether the Offeror’s methods and approach have adequately and completely considered, defined, and satisfied the requirements specified in the solicitation.
