SUMMARY OF CHANGES
SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The following have been added by full text:
REQUESTS FOR INFORMATION AND GOVERNMENT RESPONSES
1. “Projects provided must be physically completed or substantially completed (beneficial occupancy obtained) within the past eight (8) years.” [Solicitation page 13 of 121]
If submitting a substantially completed project, can the design be substantially completed or does construction have to be substantially completed?
RESPONSE: See changes to Section 00100 included in Amendment 0001.
2. How do you wish to receive questions or requests for information (RFI) related to Phase 1 proposals?
RESPONSE: Please submit all RFIs to Contract Specialist, Robert C. Garrahan via email, Robert.C.Garrahan@USACE.army.mil.
3. Has a commissioning agent been hired yet, or do you anticipate developing an RFP for commissioning?
RESPONSE: The Commissioning Agent requirements will be provided in the Phase 2 Request for Proposal (RFP) documents.
4. Will the existing facility be repurposed or demolished?
RESPONSE: It is the expectation that the existing building will be demolished under a future contract. It is noted that the existing building will be operational during the period of performance of this contract.
5. How many teams are expected to go to Phase 2?
RESPONSE: Refer to Evaluation Approach, part A. Basis for Award which indicates “Up to five (5) of the most highly-qualified Offerors who submit a proposal in Phase 1 will be invited to submit proposals for Phase 2…”
6. Will you provide a list of attendees?
RESPONSE: Included in Amendment 0001.
7. Does the new fence follow the property line?
RESPONSE: The drawings included in the Phase 2 RFP documents will indicate the approximate limits of the new fence.
8. Will a map be provided to show the property lines?
RESPONSE: An existing site plan, showing the property lines of the project site, will be included in the Phase 2 RFP documents. A Vicinity Plan and General Site Plan are included under Amendment 0001 to provide a general overview of the project site for proposal preparation purposes.
9. How long can the body counter remain out of service for?
RESPONSE: The Whole Body Counter can remain out of service for relocation for 6 months.
10. What is the truck size and access area sizing and shape for the loading dock?
RESPONSE: The requirements for providing continued access to the existing loading dock will be defined in the Phase 2 RFP documents.
11. Where are service connections to the existing building?
RESPONSE: The service connections to the existing building will be indicated on the drawings in the Phase 2 RFP documents.
12. Body counter (Radiation room) to be dismantled completely to moved?
RESPONSE: Available existing information for the Whole Body Counter and the requirements for its relocation will be provided in the Phase 2 RFP documents. The Design-Build Contractor shall determine how much dismantling is necessary in order to relocate the Whole Body Counter and meet the requirements of the RFP.
13. What code/UFC is applicable for the new fence?
RESPONSE: Any appropriate or required code for the new fence will be included in the Phase 2 RFP documents.
14. Are the ATFP requirements for new buildings required?
RESPONSE: Any ATFP requirements for the new building will be provided in the Phase 2 RFP documents.
15. What is the level of interaction with users, if desired, during design after award? (None, Some, Moderate, Programming)
RESPONSE: Offerors should note that the drawings that will be provided as part of the Phase 2 RFP documents were developed in coordination with the users of the facility, in terms of function, adjacencies, and space requirements. Upon award, the Design-Build Contractor shall interact and coordinate closely and extensively with the USACE and the users on the proposed design of the new building throughout the design-build process from design through construction. Should the Offeror submit provide a revised layout for the building different from the Phase 2 RFP drawings or propose changes to the design in the awarded proposal, the level of interaction and coordination with the USACE and the users will be more extensive, commensurate with the extent of the proposed revisions.
16. According to the direction discussed, Phase 2 bridging document show functional relationships that are required. Does this mean that Phase 2 Architects may have design freedom in terms of aesthetics?
RESPONSE: The Phase 2 RFP documents will indicate the requirements and criteria concerning the aesthetics of the new building. As long as those requirements are met, the Design-Build Contractor will have leeway in terms of the aesthetics of the building.
17. The last paragraph of RFP page 13 of 121 defines a project as “a construction project performed under a single task order or contract which included both design and construction of the project.” This suggests that all featured past experience projects must be design-build projects. While we fully support the utilization of design-build methodology for the proposed project, historically, there have been relatively few design-build research laboratory projects. In order for the government to have the opportunity to evaluate the best project examples from the largest pool of highly experienced design-build teams, we strongly recommend that projects utilizing any type of delivery method, including design-only projects by the offeror’s Designer of Record, be allowed as past project experience in Factor 2 of our proposals. We respectfully request that the project definition be reworded as follows: “ A project is defined as a construction project performed under a single task order or contract, using any type of project delivery method.”
RESPONSE: See changes to Section 00100 included in Amendment 0001.
18. Item C (4) on RFP page 14 of 121 states, “For non-Federal government projects and commercial projects a Past Performance Questionnaire (PPQ), as set forth in Attachment 2, must be completed and submitted. The Offeror shall complete Blocks 1-4 of the PPQ and send it to the non-Federal project or commercial project client. The client shall complete Blocks 5-8 along with the two page questionnaire and return to the Offeror in a sealed envelope. The Offeror shall insert the sealed envelope in its proposal (Volume I).” In recent years, the norm for USACE and other federal agencies has been to allow offerors to submit PPQs without sealed envelopes and including them as part of the proposal document. Furthermore, offeror’s have frequently been allowed to submit PPQs that have been previously submitted with other proposals. This approach has proven to be much more convenient to customers because it streamlines the evaluation process, simplifies the logistics of sending PPQs, and reduces the number of times offerors need to impose on their customers to fill out PPQs. We respectfully request that the government adopt this well-established and effective approach to providing customer past performance evaluation. Please confirm that it is acceptable to submit federal PPQs previously submitted in other proposals and without sealed envelopes.
RESPONSE: The Proposal Submission Requirements shall be as stated in Paragraph C (4).
19. Please provide the last date we can submit requests for information for this solicitation.
RESPONSE: The Government requests that all RFI’s be submitted at least 5 business days prior to the date that proposals are due.
18. What is the personnel corridor requirements between the new building and the existing building?
RESPONSE: There is no connecting personnel corridor required between the existing building and the new building.
19. Do we show projects for sub consultants? And if so, do they have to show a minimum of 2, or would their projects be part of the total of their contractor's projects?
RESPONSE: Team Experience are for Offeror’s team members as defined in the solicitation, A. Proposal Submission Requirements, 4. Content Requirement, b. Phase 1, Volume I, Factor 2: Team Experience, pgs. 12-14. All submitted projects are subject to the maximum limit of 6, as well as the other requirements specified in Section 00100 of the solicitation.
20. On page 13 of 121 is states that the maximum number of projects is 6. Does this apply to the combined projects of Construction Manager and Designer?
Or does this apply to each team members projects?
RESPONSE: The experience of each member of the offeror’s team can be shown in combined projects, as long as each team member is included in each project in the same capacity as that proposed. No more than 6 projects total will be evaluated.
21. Can we use PPQs from past solicitations?
RESPONSE: PPQ’s may not be reused from past solicitations. The PPQs must be submitted in accordance with section 00100 of the solicitation.
22. Items 3 (a) and 3 (b) on RFP page 11 of 121 state: “ A Table of Contents shall be created using the Table of Content feature in MS Word.” -and- “All of the proposal electronic files shall be in their native format, i.e., doc, xls, ppt, etc.
and provided on CDs or DVDs.” These statements suggest that the government is expecting proposals to only be created with Microsoft software (MS Work, Excel, Powerpoint). Many offerors use other software to produce proposals (such as Adobe InDesign). Please confirm that it is acceptable to use other non-Microsoft software to produce our proposal, and that only a PDF format digital copy of the proposal is required to be provided on CD or DVD.
RESPONSE: The Offerors shall submit as required in the Solicitation. The requirements indicated in paragraphs 3(a) and 3(b) do not indicate the Government expects proposals to only be created with Microsoft software –but rather, that native formats be provided and that “price breakdown information to aid in price evaluation…” be provided in Microsoft Excel compatible format.
23. Item 2 (b) on RFP page 10 of 121 states: “A standard 12-point minimum font size applies.” Our experience has been that 12 point font is much larger than needed for acceptable readability and consumes much more page space than smaller point sizes. We respectfully request that the font size minimum be reduced to 10 point.
RESPONSE: The proposal shall be submitted as required in the Solicitation.

END OF SECTION 00100 CHANGE SUMMARY
SECTION 00800 - SPECIAL CONTRACT REQUIREMENTS
The following have been modified:
SECTION 008000
CONTRACTOR PERFORMANCE EVALUATIONS
In accordance with the provisions of Subpart 36.201 (Evaluation of Contractor Performance) of the Federal Acquisition Regulation (FAR), construction Contractor's performance shall be evaluated throughout the performance of the contract. The United States Army Corps of Engineers (USACE) follows the procedures outlined in Engineering Regulation 415-1-17 to fulfill this FAR requirement. For construction contracts awarded at or above $700,000.00, the USACE will evaluate contractor's performance and prepare a performance report using the Contractor Performance Assessment Reporting System (CPARS), which is now a web-based system. After an evaluation (interim or final) is written up by the USACE, the Contractor will have the ability to access, review and comment on the evaluation for a period of 60 days. Accessing and using CPARS typically requires specific software, called PKI certification, which is installed on the user's computer. However, although users are encouraged to use PKI certificates whenever possible, a recent temporary waiver has been approved to allow industry users to access the system without a PKI certificate. Contractors wishing to log on without a PKI certificate shall select the "Contractor (pending PKI)" logon option. The certification is a Department of Defense requirement and was implemented to provide security in electronic transactions. The certification software could cost approximately $110 - $125 per certificate per year and is purchased from an External Certificate Authorities (ECA) vendor. Current information about the PKI certification process and for contacting vendors can be found on the web site:
http://www.cpars.navy.mil/. If the Contractor wishes to participate in the performance evaluation process, access to CPARS and PKI certification is the sole responsibility of the Contractor.

Unlisted classifications needed for work not included within the scope of the classifications listed may be added after award only as provided in the labor standards contract clauses (29CFR 5.5 (a) (1) (ii)).
The body of each wage determination lists the classification and wage rates that have been found to be prevailing for the cited type(s) of construction in the area covered by the wage determination. The classifications are listed in alphabetical order of "identifiers" that indicate whether the particular rate is a union rate (current union negotiated rate for local), a survey rate (weighted average rate) or a union average rate (weighted union average rate).
Union Rate Identifiers
A four letter classification abbreviation identifier enclosed in dotted lines beginning with characters other than "SU" or "UAVG" denotes that the union classification and rate were prevailing for that classification in the survey. Example:
PLUM0198-005 07/01/2014. PLUM is an abbreviation identifier of the union which prevailed in the survey for this classification, which in this example would be Plumbers. 0198 indicates the local union number or district council number where applicable, i.e., Plumbers Local 0198. The next number, 005 in the example, is an internal number used in processing the wage determination. 07/01/2014 is the effective date of the most current negotiated rate, which in this example is July 1, 2014.
Union prevailing wage rates are updated to reflect all rate changes in the collective bargaining agreement (CBA)…
