AMENDMENT 0003

Questions & Answers

1. Please provide the location of the electrical meter for the proposed ground mounted system location. Is the meter located on the building (garage) immediately adjacent to the site?

Answer: Existing meter is located on Stamford Hurricane Barrier main building, not the garage building.

2. Assuming trenching is required, are there any restrictions on disturbing the ground, digging, etc. because of close proximity of the dam or water?

Answer: Assume that a new conduit will need to be installed near/along existing conduit.

Digging would occur along the roadway on the harbor side, but shall not go into the rip rap embankment area (the shoulder area is ok). Any disturbed rip rap/road materials must be replaced to existing conditions.

3. Assuming the meter located in/on garage building is where the solar pv system connects, does this location use enough power to use all of the generated power from the 38kW system? Are there any other tie ins or interconnections? Or is this the only meter?

Answer: The existing meter is located on the Stamford Hurricane Main building. The power comes from the main road through a conduit and into the main building transformer. The garage is not suitable for a tie in location with the existing equipment. The main building will use the majority of the power generated from the 38kW system.

SECTION A - SOLICITATION/CONTRACT FORM

The contractor is responsible for the quality control of the contract work. The government has the right to inspect and test all items called for by the contract, to the extent practicable at all times and at all places during the term of the contract.

OMISSIONS

This contract may not cover all specified activities, steps, and procedures required to supply the contract product. In case of omission, the normal industry, state, or federal standards, practices, specifications and/or guides shall prevail. In no instance shall an omission be reason to produce less than an acceptable product.

RECEIVING AND STORING MATERIALS

The contractor is responsible for protecting any stored material until it is placed in service. The contractor is responsible for receiving and unloading of delivered goods.

Government employees will not receive material or supplies for the contractor and will not be responsible for damage to contractor equipment or material

SITE SERVICE CONDITIONS

Materials shall be designed to withstand the year-round temperatures and conditions to which they are exposed (sunlight, heat, rain, cold, wind, seismic, salt air, fog, marine corrosiveness, etc.).

SAME MANUFACTURER AND PRODUCT LINE

All modules, inverters, and electrical switchgear are to be of same manufacturer and product line for each array.

IDENTIFYING EQUIPMENT AND APPEARANCE

Major electrical components, including the inverter, isolation transformer, and metering, shall be installed in code-compliant enclosures. Components shall be located indoors whenever feasible. Space is available in the metal building, office building and garage building where the solar systems will be placed. When inverters and major electrical components are located outdoors, they shall be protected from direct exposure to weather (sun, rain, snow, and sleet).

The Contractor shall coordinate with the Technical Point of Contact regarding locations and appearance of all equipment, including PV modules, conduit, and inverters, disconnect switches, wire ways, control and monitoring equipment, prior to installation.

SYSTEM MARKING AND LABELING

Strict conformance to system marking (labeling) requirements of PV systems and their components are crucial for the safety of operators, service personnel and emergency responders. General PV system labeling requirements, as per NEC 2014 690 Ch. VI, and specific requirements from Articles 690 and 705, shall be followed.

Electrical equipment and components used in PV systems shall have markings that identify the manufacturer, size, type, ratings, hazard warnings, and other specifications. Equipment markings should not be removed and all equipment markings must be durable for the environment in which the equipment is installed. Markings must be visible or easily accessible during and after installation.

All markings, whether applied in the factory or the field, shall be designed to withstand the environment in which they are installed (e.g., “UV rated” for outdoor labels) and permanently affixed to the respective equipment in a manner appropriate for the environment and compatible with the substrate materials. Field-applied markings are required on many types of equipment and components, including (but not limited to) conductors, connectors, conduits, disconnecting means, and point-of-utility connections, as are special markings for bi-polar arrays, ungrounded arrays, battery storage systems, stand-alone inverters providing a single 120-volt supply, and other marking as required by local codes.

OTHER CONTRACTS

The Government may undertake or award other contracts for additional work not related to this contract, and the Contractor shall fully cooperate with other Contractors and Government employees. The contractor shall not commit or permit any act, which will interfere with the performance of work by another contractor, or by Government employees.

CLEAN UP

The contractor shall practice good housekeeping to maintain a safe job site. The contractor shall keep the work area, including any storage areas, free from the accumulation of waste materials. Upon completing work in an area the contractor shall remove any tools, equipment, and materials that are not the property of the government. Upon completion of work, the Contractor shall clean up the job site to the satisfaction of the Government.
