QUESTIONS & ANSWERS
1. Can one individual serve as the QCM and the Site Superintendent?
Answer: Yes
2. After reviewing the contract drawings and visiting the site on Thursday, March 2 is an abbreviated Accident Prevention Plan acceptable for this limited scope project?
Answer: The Accident Prevention Plan (APP) must conform to the requirements of Section 01 35 26. An abbreviated APP as outlined in EM385-1- 1 is not acceptable for this type of project.
3. After reviewing the site on March 2, it has been determined that to minimize clearing there would be two trees which would need to be cut down(one fir and one we believe maple) near Station 0 + 00, North side to allow trucks and equipment to access the site.
Will we be required to stump these trees and remove from site or leave stumps in place to decay? The remaining area of access road into the site will require branch clearing which we will remove from site. Please advise.
Answer: Stumps that do not interfere with the proposed work may be left in place
W912WJ-17-Q-0004
4. Specifications are little conflicting especially with the EM385 requirements. How many persons are we to figure for this project? One section requires the SSHO, QCM, Site Superintendent to attend the Pre-construction meeting (which is the EM385 requirement) but spec. section 01 35 26 states the CQC can be the SSHO but not the site superintendent. Are we to figure three persons or two?
Answer: Yes, one person can serve as SSHO, QCM, and Site Superintendent. See enclosed amendment to the Specifications. Based on this we need to amend the Spec as follows: Section 01 35 26, Paragraph 1.5.1.1; Change the last sentence to read: The Contractor Quality Control Person can also be the SSHO and the Project Superintendent on this project.
5. The following items are listed as Government Required Submittals but are not applicable to this project:
Crane Critical Lift Plan Crane Operators Temporary Electrical System Please confirm. In addition spec. section 01 35 26 paragraph 1.3 refers to Crane Critical Lift Plan and Crane Operators, there again these will not be applicable to this project.
Answer: Whether these submittals are required is dependent upon how the Contractor conducts the work of this project. Assuming no cranes are used on this project then submittals of a Crane Critical Lift Plan and Crane Operators will not be necessary.
Similarly, whether a submittal for Temporary Electrical System is required is dependent on whether the Contractor proposes to bring temporary electrical service to the site.
6. The project site is located in the middle of the abandoned portion of Old Wales Road.
Each end of the road is active but dead ended by secured Government gates/barriers.
Specification requires temporary fencing to be installed as project Safety Fencing and "around the existing septic system prior to the start of other work at the site". We visited the site on Mar.2 and did not see any signs of an existing septic system. Please advise as to exactly what we should provide for Site Safety Fencing.
Answer: There is no septic system near this work site (see enclosed amendment).
Temporary safety fencing is therefore only required to protect the work site and any laydown or storage areas from access by unauthorized people.
