SUMMARY OF CHANGES

The following have been added by full text:

REQUESTS FOR INFORMATION AND GOVERNMENT RESPONSES

1. The CT DEEP Permit allows for removal and beach placement of a maximum of 300,000 cubic yards of material. The total quantity of material in the bid schedule is 340,000 CY. Please confirm that the CT DEEP Permit will allow for removal and beach placement of more than 300,000 CY without being considered a violation.

RESPONSE: The total awarded quantity will depend on Government funding available at time of bid opening. Should the government be able to award more than 300,000 CY, then the Government will amend the CT DEEP permit as needed.

2. Period of Performance For Stations 60+00 to 184+00:

a. Is the cutoff date for dredging 10 January 2018 (per Section 00 80 00) or 31 January 2018 (per Section 01 11 00)?

RESPONSE: 10 January 2018 (per Section 00 80 00)

b. The CT DEEP Federal Coastal Consistency Letter allows for dredging 01 October through 31 March. Are there additional environmental documents not provided to the contractor that prohibit dredging this section from 11 January through 31 March?

RESPONSE: There are additional restrictions due to Essential Fish Habitat (EFH). This criteria is not included in the CT DEEP Federal Coastal Consistency Letter because EFH is regulated by National Marine Fisheries.

3. Period of Performance For Stations -12+00 to 60+00:

a. Is the cutoff date for dredging 07 February 2018 (per Section 00 80 00) or 28 February 2018 (per Section 01 11 00)?

RESPONSE: 07 February 2018 (per Section 00 80 00)

b. The CT DEEP Federal Coastal Consistency Letter allows for dredging 01 October through 31 March. Are there additional environmental documents not provided to the contractor that prohibit dredging this section from 08 February through 31 March?

RESPONSE: There are additional restrictions due to EFH. This criteria is not included in the CT DEEP Federal Coastal Consistency Letter because EFH is regulated by National Marine Fisheries.

4. Regarding the beach fill area, will the contractor’s beach equipment and surveyors be allowed to access the beach fill area prior to 01 October 2017 in order to conduct pre-fill surveys and assemble/install the discharge pipeline, thus being able to commence dredging on 01 October?

RESPONSE: Only surveying is allowed on the beach prior to 01 October 2017. As indicated on "Sketch 1" following Section 01 50 01 of the specifications, "The contractor may not operate heavy equipment on the beach until 01 Oct 2017 due to public use of the beach. This means that beach equipment including assembling and installing the discharge pipeline will not be allowed on the beach until 01 Oct 2017. The contractor has from 05 September 2017 to stage equipment in the designated area on "Sketch 1".

5. Section 00010 – Bidding Schedule, there is no line item totaling the base plus additive items. Please clarify.

RESPONSE: Please see DFARS 252.236-7007. The bid schedule will use the procedures as dictated in DFARS 252.236-7007.

6. How will this project be awarded? To the low bidder on the base bid? Low bidder on base + additives? Please clarify.

RESPONSE: Please see DFARS 252.236-7007. The low bidder will be able to remove the most quantity given the funding available. Available funding will be shared at bid opening.

7. Volume calculations from the survey provided show well more than the advertised quantity between Stations -12+00 to 184+00. Please advise as to where the actual dredging limits for the base bid of 185,000cy is located? Please advise as to where the actual dredging limits are for each of the additive bid items is located.

RESPONSE: The quantity to be removed is not tied to specific Dredge areas. The total awarded quantity (to include base and additives) may be removed anywhere from -12+00 to 184+00. Wherever, the Contractor chooses to dredge, the contractor must dredge to the required depth. The Government will pay for 2ft of allowable over depth, but will not pay for quantity dredged below overdepth.

SECTION 00010 - SOLICITATION CONTRACT FORM

The required response date/time has changed from 07-Feb-2017 02:00 PM to 15-Feb-2017 02:00 PM.

SECTION 00800 - SPECIAL CONTRACT REQUIREMENTS

The following have been modified:

SECTION 008000

1.1 CONTRACTOR PERFORMANCE EVALUATIONS

In accordance with the provisions of Subpart 36.201 (Evaluation of Contractor Performance) of the Federal Acquisition Regulation (FAR), construction Contractor's performance shall be evaluated throughout the performance of the contract. The United States Army Corps of Engineers (USACE) follows the procedures outlined in Engineering Regulation 415-1- 17 to fulfill this FAR requirement. For construction contracts awarded at or above $700,000.00, the USACE will evaluate contractor's performance annually and at completion and prepare a performance report using the Contractor Performance Assessment Reporting System (CPARS), which is now a web-based system. After an evaluation (interim or final) is written up by the USACE, the Contractor will have the ability to access, review and comment on the evaluation for a period of 60 days. Accessing and using CPARS typically requires specific software, called PKI certification, which is installed on the user's computer. However, although users are encouraged to use PKI certificates whenever possible, a waiver has been approved to allow industry users to access the system without a PKI certificate. Contractors wishing to log on without a PKI certificate should select the "Contractor (pending PKI)" logon option. The certification is a Department of Defense item and was implemented to provide security in electronic transactions. The certification software could cost approximately $110 - $125 per certificate per year and is purchased from an External Certificate Authorities (ECA) vendor. Current information about the PKI certification process and for contacting vendors can be found on the web site: http://www.cpars.navy.mil/. If the Contractor wishes to participate in the performance evaluation process, access to CPARS and PKI certification is the sole responsibility of the Contractor.
