REQUEST FOR INFORMATION
Request For Information & Government Responses
QUESTION: Would UHP be considered, over sandblasting and chipping, for all concrete surface preparation?
RESPONSE: Contractors shall use hand tools to sound the concrete to determine sound from unsound concrete. Unsound concrete shall be removed via chipping only. Contractors can then be allowed to use Ultra‐High Pressure (UHP) water jetting methods to prepare concrete surfaces, but sandblasting must still be used to prepare rebar surfaces.
QUESTION: For Vertical Concrete repair on abutments: Will the shotcrete process be an acceptable means of repair while providing the specified class of finish?
RESPONSE: While shotcrete will be an acceptable means of repair to vertical concrete repair on abutments, there still must be a troweled finish. As per Spec Section 03 37 13 SHOTCRETE, Paragraph
3.5.1 Ceiling repair can have a Natural Gun Finish.
QUESTION: Sheet S‐301: Can the concrete repair and new curb be completed simultaneously?
RESPONSE: Yes, the concrete repair and new curb can be completed simultaneously.
QUESTION: What is the anticipated traffic flow? (Avery Brook Bridge)
RESPONSE: Anticipated traffic flow will be light. An exact number has not been generated.
As per Amendment #2, Spec Section 01 55 26 TRAFFIC REGULATION, Subpart 1.1 SUMMARY states “"The work of this project for the Avery Brook culvert shall be split into phases such that not more than one lane (or 1/2 width of roadway) shall be closed to traffic at any one time. The Contractor shall employ traffic warning and control devices to control the passage of two‐way traffic for each lane restriction. Lane restrictions for this project are limited to the hours of 7:00 AM to 5:30 PM, Monday through Friday. At the end of these hours, or at the close of work activity for each work day, the Contractor shall remove lane restrictions and restore two‐way traffic.
The work of this project for the Old Route 132 Bridge shall be conducted with the road fully closed for the duration of the work. The Contractor shall employ traffic warning and control devices to prevent traffic access to the bridge. The Contractor shall post signs far in advance so that motorists have adequate warning that a closure is forthcoming."
QUESTION: What is the anticipated traffic flow? (Old Rt. 132 Bridge)
RESPONSE: Anticipated flow will be light to non‐existent. An exact number is unknown. See the answer to the question above.
QUESTION: What is the highest anticipated traffic flow?
RESPONSE: This information is unknown.
QUESTION: When was the last time the Avery Brook Bridge was repaired?
RESPONSE: This information is unknown. We have no records of it being repaired between its construction in 1952 and now.
QUESTION: Is the project to repair or replace the bridge? (Avery Brook Bridge)
RESPONSE: As per Spec Section 01 11 00 SUMMARY OF WORK, Paragraph 1.1 WORK COVERED BY CONTRACT DOCUMENTS, The repair work at the Avery Brook culvert involves extensive shotcrete repair to the ceiling of the culvert, spall repair to the walls, and the construction of a concrete curb at the base of the walls. Also included is the placement of flowable fill to fill voids behind the walls. Diversion of the flows of Avery Brook is required to accomplish the work.
QUESTION: Is a permit for water diversion required?
RESPONSE: As per Amendment #2 for this Solicitation, in Spec Section 01 57 20 ENVIRONMENTAL PROTECTION, Subpart 3.1 ENVIRONMENTAL PERMITS AND COMMITMENTS, This Article supplements the Contractor's responsibility under the contract clause PERMITS AND RESPONSIBILITIES to the extent that the U.S. Army Corps of Engineers, New England District (USACE‐NAE), has coordinated with the Vermont Department of Environmental Conservation (VT DEC) pertinent to the environmental impacts of this project, and the VT DEC has determined that Contractor compliance with the VT Stream Alternation Act would satisfy the Federal Clean Water Act (Section 404 and 401 (Water Quality Certification)) for this project. This project meets Vermont General Stream Alteration Act Permit standards for projects not requiring a specific permit. Although no permit application is required, the Contractor shall meet the requirements of Section B3 (especially Section B.3.3) of the Vermont Stream Alterations Act General Permit. The General Permit can be found at the following location:
http://dec.vermont.gov/sites/dec/files/wsm/rivers/docs/2014_04_10 _Stream_Alteration_GP.pdf
QUESTION: Is there a requirement for redoing the bottom of the bridge culvert? (Avery Brook Bridge).
RESPONSE: As per Sheet S‐301, there are requirements to place an additional curb along the edge of the bottom of the culvert.
QUESTION: Where are the acceptable lay down areas for each site.
RESPONSE: As per Spec Section 01 50 00 TEMPORARY CONSTRUCTION FACILITIES AND CONTROLS, paragraph 3.8.3, the storage area for use by the Contractor, for work and storage of equipment, materials, and trailers during the life of this contract will be determined at the Preconstruction Conference. The storage area will be located on USACE property at the Union Village Dam Facility.
QUESTION: Is weekend work acceptable?
RESPONSE: As per Spec Section 01 11 00 SUMMARY OF WORK, paragraph 1.6.1 HOUR of OPERATIONS, normal work hours are from 7:00 am through 3:30 pm, Monday through Friday…..Work outside the normal hours of operation requires Contracting Officer approval.
QUESTION: What are the guardrail requirements? (Old Rt. 132 Bridge)
RESPONSE: As per Spec Section 01 11 00 SUMMARY OF WORK, paragraph 1.1 WORK COVERED BY CONTRACT DOCUMENTS, the repair work at the Old Route 132 Bridge involves concrete repairs at the north and south abutments and the north abutment backwall, and the installation of new steel handrails on both sides of the bridge deck. The existing paint system on this bridge contains lead.
Also, see Plan Sheets S‐502 and S‐503 for details regarding the hand rail requirements.
QUESTION: Are pedestrian safe gaps required in the railings? (Old Rt. 132 Bridge)
RESPONSE: See Plan Sheets S‐5‐2 and S‐503 for railing requirements.
QUESTION: What is the color or finish required for the railings? (Old Rt. 132 Bridge)
RESPONSE: As per Plan Sheet S‐502, Note 1, the new hand railings are to be comprised of ASTM A500, Grade B, hollow steel shapes (HSS) hot dipped galvanized in accordance with ASTM A123. Galvanizing produces a silver color. They are not to be painted.
QUESTION: Will a safety boat be required during construction? (Old Rt. 132 Bridge)
RESPONSE: No. The United States Army Corps of Engineers Safety Manual EM 385‐1‐1 requires a safety skiff when there is a risk of drowning. In addition to requiring fall protection while working on the Old Route 132 Bridge, and since the water depth under the bridge is estimated to be well under 4 feet deep, a safety skiff is not required.
QUESTION: What are traffic control requirements?
RESPONSE: See previously answered question.
QUESTION: Where do the railings begin and end? (Old Rt. 132 Bridge)
RESPONSE: See Plan Sheets S‐502 and S‐503.
