SUMMARY OF CHANGES

(End of Summary of Changes)

The following items are applicable to this modification:

a. The purpose of this amendment is to answer vendor’s questions as shown below:

1. Question 1: Volume 1, Factor A, Technical Proposal (Page 51 of RFP); Sub-Factor 1 – Licenses (6.1.1.1.). Is it acceptable if multiple WSP entities (e.g. WSP USA, WSP Korea) are used to fulfill this requirement?

Response: It is acceptable as long as the entities have the business licenses to do business in Republic of Korea (ROK) and meet the terms and conditions of the solitication. As specified in the solicitation, the prime contractor shall currently possess Korean professional licenses or business permits that relate to the specialized environmental work described in the Performance Work Statement (PWS).

2. Question 2: Volume 1, Factor A, Technical Proposal (Page 51 of RFP); Sub-Factor 1 –

Licenses (6.1.1.1.). Can this requirement be fulfilled through the use of a “consortium” or “joint venture” with a non-WSP entity?

Response: Consortium or joint venture is not allowed to fulfilled this requirement. As stated in the sub-paragraph 6.1.1.1 of the Addendum to FAR 52.212-1, the offeror shall provide Korean professional licenses or business permits which the prime contractor currently possess.

3. Question 3: Volume 1, Factor A, Technical Proposal (Page 51 of RFP); Sub-Factor 1 – Licenses (6.1.1.4.). Do these requirements also need to be filled by the prime?

Response: Yes, only prime’s licenses or business permits are acceptable. As stated in the sub-paragraph 6.1.1.1 of the Addendum to FAR 52.212-1, the offeror shall provide Korean professional licenses or business permits which the prime contractor currently possess.

4. Question 4: Volume 1, Factor A, Technical Proposal (Page 52 of RFP); Sub-Factor 2 –

Key Personnel Qualification (6.1.2.4.). Is it acceptable if multiple WSP entities (e.g. WSP USA, WSP Korea) are used to fulfill this requirement?

Response: As stated in the sub-paragraph 7.1 of the PWS and sub-paragraph 6.1.2.4. of the Addendum to FAR 52.212-1 of the solicitation, the key personnel shall be staffed by the prime contractor. In addition, SOFA visa (invited contractor status) will not be provided to entities’ non-local employees.

5. Question 5: Volume 1, Factor A, Technical Proposal (Page 52 of RFP); Sub-Factor 2 – Key Personnel Qualification (6.1.2.4.). Can this requirement be fulfilled through the use of a “consortium” or “joint venture” with a non-WSP entity?

Response: Consortium or joint venture is not allowed to fulfilled this requirement. As stated in the sub-paragraph 7.1 of the PWS and sub-paragraph 6.1.2.4. of the Addendum to FAR 52.212-1 of the solicitation, the key personnel shall be staffed by the prime contractor.

6. Question 6: Volume 1, Factor A, Technical Proposal (Page 53 of RFP); Sub-Factor 3 – Prior Experience (6.1.3.3.). Is it acceptable if multiple WSP entities (e.g. WSP USA, WSP Korea) are used to fulfill this requirement?

Response: The offeror (the prime contractor) shall provide a proposal with its experience as specified in the Sub-factor 3 – Prior Experience of the solicitation (Addendum to FAR 52.212-1 and Basis of Award).

7. Question 7: Volume 1, Factor A, Technical Proposal (Page 53 of RFP); Sub-Factor 3 – Prior Experience (6.1.3.3.). Can this requirement be fulfilled through the use of a “consortium” or “joint venture” with a non-WSP entity?

Response: Consortium or joint venture is not allowed to fulfilled this requirement. The offeror (the prime contractor) shall provide a proposal with its experience as specified in the Sub-factor 3 – Prior Experience of the solicitation (Addendum to FAR 52.212-1 and Basis of Award).

b. All other terms and conditions remain the same.
