SECTION SF 30 BLOCK 14 CONTINUATION PAGE
The following items are applicable to this modification:
a. The purpose of this amendment is to answer questions from vendors and to change as shown below.
1. The closing date and time are changed to 10:00 a.m. on 30 September 2022 Korea Standard Time (KST).
2. The page limit for Factor B – Past Performance specified in sub-paragraph 4.2 under the Addendum to FAR 52.212-1 has been changed to “No Page Limit.”
3. To provide answers to below questions.
i. Question 1: What is the degree of QC related to QCM have? (in PWS, 7.1.5.1)
Response: Engineering License (기사) or Educational degree in Science or
Engineering.
ii. Question 2: What QC programs should QCM have? (in PWS, 7.1.5.2)
Response: QCM shall have experiences in establishment and implementation of a Quality Control Program and QC performance monitoring and evaluation to ensure quality performance on similar projects.
iii. Question 3: What is the difference among SSHO, QP, and CP?
Response: SSHO is the superintendent or other QP/CP who is responsible for on-site safety and health.
The Contractor shall employ a minimum of one CP at each project site to function as the SSHO (primary), depending on job complexity, size, and any other pertinent factors.
So there should be one or several SSHOs working as a CP or/and QP depending on degree of hazard and probability of risk.
• Competent Person: one who can identify existing and predictable hazards in the working environment or working conditions that are dangerous to personnel and who has authorization to take prompt corrective measures to eliminate them
• Qualified person: one who, by possession of a recognized degree, certificate, or professional standing, or extensive knowledge, training, and experience, has successfully demonstrated his/her ability to solve or resolve problems related to the subject matter, the work, or the project.
➢ Examples of Competent/Qualified Personnel
• Excavation
• Scaffolding
• First Aid/CPR

iv. Question 4: Can Key Personnel be replaced by QP/CP instead of SSHO?
Response: See above response to Question 3. We need one designated SSHO as a purpose of proposal evaluation.
v. Question 5: Should QP/CP receive 30 hours of OSHA training as well as SSHO?
Response: SSHO=QP and/or CP. SSHO shall have 30 hours of OSHA training.
vi. Question 6: In accordance with 4.2-page limitation on page 49 of 61, Factor-B-Past Performance is limited to 20 pages, and Attachment C – Past Performance Questionnaire (PPQ) consists of 4 pages. Does it mean that the offeror can submit a maximum of 5 projects for Factor-B-Past Performance?
Response: The page limit for Factor B – Past Performance specified in sub-paragraph 4.2 under the Addendum to FAR 52.212-1 has been changed to “No Page Limit.”
b. All other terms and conditions remain the same.
SUMMARY OF CHANGES
SECTION L - INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS
The following have been modified:
Addendum to FAR 52.212-1, Instructions to Offerors – Commercial Products and Commercial Services (Nov 2021)
1. General.
1.1. The Offeror shall submit its technical, past performance, and price proposals in accordance with the instructions set forth in this section.
1.2. The Government will evaluate technical, past performance, and price proposals in accordance with the factors and sub-factors set forth in the Basis of Award.
1.3. Offerors are cautioned to follow the detailed instructions fully and carefully, as the Government reserves the right to make award based on initial offers received, without discussion with Offerors.
1.4. No information concerning this solicitation or requests for clarification will be provided in response to Offeror initiated telephone calls. All such requests must be made in writing and submitted to the following email addresses: Ms. Han, Un-Kyong (Contract Specialist) at unkyong.han@usace.army.mil, and Ms. Jenny Suh (Contracting Officer) at jenny.y.suh@usace.army.mil. Written inquiries will be answered in writing through issuance of an amendment. The deadline for submission of written questions regarding this solicitation is two (2) weeks after the release of the solicitation.
1.5. System for Award Management (SAM): The offeror must be registered in the SAM database to be eligible to receive award of a contract under this solicitation. Instructions for registering with SAM are located at the SAM Web site: https://www.sam.gov/. Offerors located outside of the United States must obtain a NATO Commercial and Government Entity (NCAGE) code prior to registering at the SAM site. On 4 April 2022, the unique entity identified used across the U.S. Federal Government changed from the Data Universal Numbering System (DUNS) number to the Unique Entity ID, which is generated by SAM.gov.
FOR NON-U.S. COMPANIES
Non-U.S. companies are issued NATO Cage Codes (NCAGE) by contacting the designated Point of Contact (POC) at the National Codification Bureau (NCB) of the country where the company is located. For a list of addresses and POCs, go to for NCAGE:

Please note: Organizations with an address containing APO, FPO or AE do not need an NCAGE assigned by an Allied Nation or NATO-sponsored NCB. Instead, these companies must register in the Central Contractor Registration (CCR) to receive a U.S. Cage Code.
2. Proposal Format.
2.1. All proposals shall be submitted in PDF format, or as required in this section, Excel spreadsheets, bookmarked according to the Evaluation Factors described in paragraph 7 of this section. All electronic pages must be equivalent to “Letter,” 8 x 11.5 inches pages, if printed on paper, except for charts and schedules, which may be 11 x 17 inches pages when printed. Use Times New Roman or Arial font type sized not smaller than 11 pitch. Excel spreadsheets do not need to follow this format.
2.2. The offeror shall submit the Technical, Past Performance, and Price Proposals as
“separate” single PDF Files. Offerors may use compression utility software such as WinZip or PKZIP to reduce file size and facilitate transmission. Title the file(s) in the following format:

2.3. Description of File(s). Include in the description of the file, the solicitation number, title of the solicitation, and company name.
3. Closing Deadline for the Submissions.
Proposals must be received by the Contracting Office (see below), Far East District, U.S. Army Corps of Engineers not later than (NLT) the date and time specified in Block 8 of Standard Form (SF) 1449. The date and time is Korea Standard Time (KST).
4. Transmission of Proposals.
4.1. Offeror(s) shall submit complete proposal package electronically through Procurement Integrated Enterprise Environment (PIEE) – Solicitation module. Proposals submitted by any other means will not be accepted. It’s offeror’s responsibility to make sure its proposal is submitted through PIEE - Solicitation module within the response date and time of the solicitation.
4.1.1. For vendors, step-by-step instructions on how to use the PIEE - Solicitation module, to include video demonstrations on the functionality of the module, are found at the following site:

4.1.2. The following link provides information on how a vendor gets set up in PIEE.

a. Go to the following website: https://piee.eb.mil.
b. Click on register.
c. In the Roles screen, under Step 1, in the drop-down menu select SOL – Solicitation.
d. In Step 2, select both Proposal Manager and Proposal View Only Roles.
e. Location Code: Vendor’s CAGE Code.
f. Click Next.
g. The PIEE PFL CAM, whom is not a FED employee, will be responsible for activation.
4.2. Offeror(s) shall submit complete proposal in separate files with page limitations as shown below.

4.3. Late Proposal. Notwithstanding any other provisions of this solicitation, proposals received by a contracting office outside the United States after the exact date and time specified herein for receipt of proposals are late and shall not be considered for award.
4.4. Recipient Information. The recipients of the online submission is Ms. Han, Un-Kyong (unkyong.han@usace.army.mil), Contract Specialist, and Ms. Jenny Suh (jenny.y.suh@usace.army.mil), Contracting Officer.
4.5. When completing the information for transmittal, provide the following information in each of the relevant fields:
- Name of person submitting proposal – Use the name of individual signing proposal.
- Email address of person submitting proposal – Use the email address of the individual signed the proposal.
5. Proposal Content.
5.1. Each Offeror shall submit a complete offer package including: (a) signed first page of the solicitation and any subsequent solicitation amendments, (b) price for each Exhibit Line Item (ELIN) in the solicitation (Attachment B) and supporting information regarding the composition of the ELIN, (c) supporting documentation for the non-price factor(s) specified in FAR 52.212-1 and Basis of Award of this solicitation, and (d) completed FAR 52.212-3, Offeror Representations and Certifications – Commercial Products and Commercial Services.
5.2. Submit information for Government evaluation in the Technical, Past Performance, and Price Proposals in the same order in which they are required in this solicitation.
5.3. Any information, presented in a proposal that the Offeror wants safeguarded from disclosure to other parties must be identified and labeled in accordance with the requirements of Provision FAR 52.212-1, Instructions to Offerors – Commercials Products and Commercial Services (Nov 2021).
5.4. The Offeror shall submit only an unclassified proposal. No classified material is requested or required in the Offeror’s proposal.
5.5. Offerors are cautioned to submit adequate information to enable the Government team to fully ascertain each Offeror’s capability to perform all of the requirements identified in the solicitation. All commitments made in the proposal shall become a part of the resultant contract.
6. Proposal Submittal: The Offeror’s Technical, Past Performance, and Price Proposals shall consist of the following:
6.1. Volume I. – Factor A, Technical Proposal.
6.1.1. Sub-Factor 1 – Licenses.
6.1.1.1. Offeror shall provide a list of Korean professional licenses or business permits which the prime contractor currently possess that relate to the specialized environmental work described in the PWS (Solicitation Section C). Examples of such licenses or business permits might include:
hazardous waste disposal permits, laboratory certifications, and similar permits or licenses.
6.1.1.2. With each license or permit listed, give the Korean Government office or authority that has issued the license and provide contact information (address; telephone; website; POC e-mail, if available).
6.1.1.3. Offeror shall provide copies of listed licenses and/or permits. The licenses and/or permits do not need to be translated into English.
6.1.1.4. Evidence of professional business reports (신고), permits (허가), designation (지정) or registration (등록) required by ROK Government laws or regulations relating to the following areas of environmental services:
a. Air Emission
b. Drinking Water
c. Wastewater
d. Hazardous Material and Waste
e. Solid Waste
f. Medical Waste
g. Petroleum Contamination
h. Pesticides
i. Natural and Cultural Resources
j. Polychlorinated Biphenyls
k. Asbestos
l. Lead Based Paint
m. Spill Prevention and Response

6.1.2. Sub-Factor 2 – Key Personnel Qualification.
6.1.2.1. The Offeror shall provide resumes demonstrating the Offeror’s key personnel’s qualifications to perform or supervise relevant tasks required in the PWS. Key personnel qualification requirements are described in paragraph 7.0, “Professional Qualifications”, of the PWS, (Solicitation Section C).
6.1.2.2. The Offeror’s Key Personnel resumes shall describe and explain proposed Key Personnel education, technical expertise, and relevant experience on work similar to that described in the PWS and commensurate with the proposed position.
6.1.2.3. The Offeror shall submit resumes using the “Key Personnel Resume Form” included in this Solicitation (Attachment A). The Offeror shall submit only one resume per key personnel position. Only one (1) person may be proposed for each key personnel position. Dual function is not allowed for the listed six (6) key personnel positions in the PWS (Solicitation Section C).
6.1.2.4. Key personnel information must substantiate that the six (6) Key Personnel positions stated in paragraphs 7.1.1 thru 7.1.6 of the PWS (Solicitation Section C) will be staffed by the prime contractor only and shall include a:
a. Senior Contract Manager
b. Quality Control Manager
c. Senior Project Manager
d. Senior Environmental Engineer
e. Senior Environmental Scientist
f. Site Safety & Health Officer
6.1.2.5. The Offeror shall provide certificates of employment and/or mutually binding (i.e., binding both the Offeror and its Key Personnel employee) letters of commitment that demonstrate that the Key Personnel are currently full-time employees of the Offeror at the date of this solicitation issuance.
6.1.2.6. The Offeror shall submit supporting documentation such as copies of diplomas, certificates, and licenses to substantiate Key Personnel qualifications specified in paragraph 7 of the PWS.
6.1.3. Sub-Factor 3 – Prior Experience.
6.1.3.1. Offeror’s information submitted in response to this sub-factor shall demonstrate the Offeror’s experience performing work that is the same or similar to work described in the PWS (Solicitation Section C)
6.1.3.2. The Offeror shall provide a narrative that describes the relevant corporate experience (within the past three (3) years prior to the date of release of this Solicitation) the Offeror possess with regard to implementation of requirements that are the same or similar to those described in the PWS (Solicitation Section C).
6.1.3.3. Using the format described in this paragraph, provide information about environmental services contracts or task orders that the proposed prime contractor has performed (or have been started and are continuing) during the three (3) year period prior to the date of release of this Solicitation
6.1.3.4. The Offeror shall not provide information about contracts or task orders with an amount (as modified) of less than $50,000. Also, the Offeror shall state whether the work was performed as the prime or a subcontractor.
6.1.3.5. The Offeror shall only provide information about contracts or task orders in which services provided were the same or similar to the required services described in the PWS (Solicitation Section C).
6.1.3.6. The Offeror shall provide prior experience in the format below.

6.2. Volume II – Factor B, Past Performance.
6.2.1. Information submitted in response to Sub-factor 3 – Prior Experience of the Technical Factor shall describe the quality of the Offeror’s work in response to requirements that are the same or similar to the requirements described in the PWS (Solicitation Section C).
6.2.2. The Offeror shall submit past performance information for each project submitted in response to the contract/task order submission requirement for Sub-factor 3, Prior Experience, under Factor A - Technical.
6.2.3. For each project submitted in response to the requirement found in Sub-factor 3, Prior Experience, of Factor A, the Offeror shall submit a completed Form PPQ-0, NAVFAC/USACE Past Performance Questionnaire (Attachment C).
6.2.4. The Offeror shall complete Blocks 1 through 4 on page 1 of the Past Performance Questionnaire (Attachment C) and furnish the Questionnaire to the owner’s point of contact (POC) for the project.
6.2.5. The owner’s POC shall complete Blocks 5 and 6 and the Adjectival Rating section of Form PPQ-0; date and sign the Form in Blocks 7 and 8; and return the entire form via e-mail to the offeror.
6.2.6. To be evaluated, the Offeror shall submit the completed Form PPQ-0 within Volume II of the complete proposal package.
6.2.7. If the Offeror anticipates that the owner’s POC will not be able to furnish a completed Form PPQ-0, please make sure that list of contracts of Sub-factor 3 under Factor A - Technical shall be matched with completed past performance of Factor B.
6.2.8. Owner POCs should be responsible officials who have knowledge of the Offeror’s past performance for the relevant project and have authority to speak on behalf of the owner. When the Government is the “owner,” an appropriate POC may include the Contracting Officer for the contract or task order involved, or the Administrative Contracting Officer (ACO) or Contracting Officer’s Representative (COR), as applicable.
6.2.9. The Contracting Officer will not evaluate any Past Performance Questionnaires that have been “incorporated by reference” into the Offeror’s proposal. However, see sub-paragraph 6.2.10.
6.2.10. The Contracting Officer may review any source of information for evaluating past performance including past performance information retrieved through the Past Performance Information Retrieval System (PPIRS), Contractor Performance Assessment Reporting System (CPARS) reports, inquiries of owner representative(s), Past Performance Questionnaires previously submitted under other solicitations, Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), and any other known sources of past performance information
6.3. Volume III – Factor C, Price Proposal.
6.3.1. The Offeror shall submit a completed Price List outlined in Attachment B – Exhibit Line Item (ELIN) for Price List of the Key Personnel. The Offeror shall propose prices for base year and four option years to account for price escalation during the life of the contract. The labor categories listed in the Attachment B is a comprehensive list that will be used to order through the life of the contract. The hourly rate (unit price) of each key personnel listed in Attachment B shall be full burden rate.
6.3.2. Compliance. Failure to comply with the RFP requirements for Price information may result in an adverse assessment of an offeror’s proposal and reduce or eliminate its chance of being selected for award. Offerors shall ensure that the information presented in this volume is consistent and correlates with the information contained in the other proposal volumes.
6.3.3. Offeror may be required, after it has submitted its price proposal, to provide to the Contracting Officer a breakdown of the Price List (Attachment B) for the Government to more completely evaluate the price proposal.
