SECTION C. DESCRIPTIONS AND SPECIFICATIONS

SCOPE OF WORK

TECHNICAL PROVISIONS

GEOTECHNICAL DRILLING AND SAMPLING, IN-SITU TESTING, AND GEOPHYSICAL

INVESTIGATION AT VARIOUS LOCATIONS, KOREA

C-1. SCOPE AND LOCATION OF WORK

The work to be performed under this contract includes the furnishing of all materials, labor, tools, equipment, supplies including fuel, vehicular transportation, power and water, and all else necessary to complete geotechnical exploratory program as described herein, on or adjacent to US military installations throughout Korea (Army, Air Force, Navy, and Marines). The work consists of encased exploratory borings, preparation of boring logs, collection of representative soil samples, rock core drilling, direct push drilling and sampling, measurements of static groundwater level within boreholes, In-situ testing, geophysical exploration, and delivery of soil samples and test results to the Far East District (FED) Materials Testing Laboratory (MTL) in Seoul.

C-1.1 Project-specific firm fixed-price task orders will be issued by the Contracting Officer (KO) under the terms of the basic contract. Each task order will provide tentative borehole locations, drilling and sampling depths, In-situ testing location and depth, or geophysical down hole logging location and depth. However, the Government may revise location and depth of boring, in-situ testing, and geophysical exploration during the work. All work will be performed as required in the statement of work, in strict accordance with these specifications and schedule provided by the KO or Contracting Officer’s Representative (COR). The Contractor shall warrant that work performed under this contract conforms to the contract requirements and is free of any defect in equipment, material, or design furnished, or workmanship performed by the Contractor or any subcontractor or supplier at any tier. The Contractor shall remedy at the Contractor's expense any failure to conform, or any defect. If the Contractor fails to remedy any failure, defect, or damage within a reasonable time after receipt of notice, the Government shall have the right to replace, repair, or otherwise remedy the failure, defect, or damage at the Contractor's expense. Inspection of services including all field logs, correspondence, discussions and other forms of communications with the KO or COR will be in English.

C-2. PURPOSE OF WORK

The purpose of the work is to determine the type, character, thickness, stratification of subsurface soil and rock materials, static groundwater conditions, and geotechnical engineering properties of subsurface materials at the various drilling, testing, and investigation sites. This information will subsequently be used by the Government to determine geotechnical and environmental design requirements for US military projects.

C-3. SITE ACCESS

The project sites are located on or adjacent to developed U.S. military installations with vehicular accessibility. At some locations, however, the Contractor may need to perform hand excavation to construct level pads for the drill operations. The COR will be responsible for securing digging permits for the borings and for obtaining access permits for Contractor personnel and equipment.

Within three (3) calendar days after award of each task order, and prior to site mobilization, the Contractor shall submit to the COR this information: name, address, phone number and ID number for project personnel; and hardcopies of registration, insurance documents, and driver’s license for project vehicles.

C-4. MOBILIZATION AND DEMOBILIZATION

C-4.1. Prior to mobilization, a pre-trip conference with the Contractor equipment operators and Technical Manager will be held to discuss the drilling, testing, and exploration plans, health and safety plans, and all other required services at the Far East District Compound, Building #S-56 (Geotechnical and Environmental Engineering Branch Headquarter Building).

C-4.2. Mobilization. The Contractor shall be required to mobilize to project sites as identified by the KO or COR within five (5) calendar days after task order award. Mobilization shall consist of the following: delivery to the project site of all plant, equipment, materials, supplies, and personnel required for the Work; complete assembly in satisfactory working order of all such plant and equipment; and satisfactory secure storage at the site of all such materials and supplies. The Contractor shall be prepared to mobilize up to four (4) drill rigs maximum per task order. The cone penetration test data collected from a site is presented in graphical form to the KO or COR. The data includes CPT logs of measured soil parameters, computer calculations of interpreted soil behavior types (SBT), additional geotechnical parameters, and pore pressure dissipation data. The Contractor shall perform pore pressure dissipation test at the directed depths by the KO’s field representative. The expected CPT sounding depth in a hole is down to penetration refusal depth with a range of maximum 40 meters. The thrust machine should be capable of adjusting push direction through the use of a leveling system such that push initiates in a vertical orientation. The machine must advance the penetrometer tip and push rods at a smooth, constant rate while the magnitude of thrust can fluctuate.

The thrust machine must be anchored or ballasted, or both, so that it provides the necessary reaction for the penetrometer and does not move relative to the soil surface during thrust. Cone penetration soundings usually require thrust capabilities ranging from 98 to 196 kN (10 to 20 metric tons).

C-14.2 Field Vane Shear Test (VST). Field vane shear test shall be performed in saturated clay and silt soils for determination of undrained shear strength. This vane shear testing can be combined with sampling such as with thin wall tubes. The Contractor shall perform test in accordance with ASTM D2573 “Field Vane Shear Test in Cohesive Soil” (most recent version). The Government inspector will decide testing depth which each vane test is to be made from borehole during the progress of drilling. The Contractor will provide the KO or COR test data and results.

C-14.3 Pressuremeter Test (PMT). Pressuremeter test shall be performed to estimate the undrained strength and the Over Consolidation Ratio (OCR) of soil. A pressuremeter test is an in situ stress-strain test performed on the wall of a borehole using a cylindrical probe that is expanded radially. To obtain viable test results, disturbance to the borehole wall must be minimized. The Contractor shall perform test in accordance with ASTM D4719 “Prebored Pressuremeter Testing in Soils” (most recent version). The Contractor will provide the KO or COR test data, results including the modulus of deformation (E) with the procedure for drilling the borehole, inserting the probe, and conducting pressuremeter tests in both granular and cohesive soils, but does not include high pressure testing in rock.

The Government inspector will decide testing depth which each pressuremeter test is to be made from borehole during the progress of drilling.

C-15. CAPABILITY OF DRILLING EQUIPMENT

Drilling equipment employed by the Contractor shall be capable of advancing at least 60 meters through alluvial and residual soils of varied type and consistency, to include loose fine sand and dense gravel strata. Once borings are advanced through the overburden, the drilling equipment shall be capable of rock coring at least 90 meters into igneous, sedimentary and metamorphic bedrock. Rock conditions may vary from soft to very hard, shattered to massive, and decomposed to unweathered. The Contractor should anticipate groundwater near the ground surface.
