About this file
This is an addendum to FAR clause 52.212-2 establishing evaluation criteria for a commercial services procurement. The solicitation seeks a youth recreation camp service provider capable of accommodating 50 campers with all-inclusive lodging, facilities, and meal services. Award will be made to the responsible quoter whose conforming quote is most advantageous to the Government considering price and technical factors.
The Price evaluation requires all line items (base CLINs 0001-0004 and optional CLINs 1001-1003) to be priced in accordance with the solicitation, with total pricing determined to be reasonable and balanced. Optional line item prices will be added to the base requirement price for award evaluation purposes, and quotes with materially unbalanced option pricing may be deemed unacceptable, though exercising options is not obligatory. The Technical evaluation employs an Acceptable/Unacceptable rating based on the quoter's detailed narrative demonstrating compliance with the Performance Work Statement. To achieve an Acceptable rating, quotes must provide evidence of current American Camp Association (ACA) accreditation and valid State of New Hampshire Youth Recreation Camp License; confirm ability to provide all-inclusive services for 50 campers per the PWS; submit a narrative describing camp activities, curriculum, and supervision plans aligned with leadership, resilience, and teambuilding objectives outlined in PWS Section 5.1.1; and acknowledge understanding of all PWS requirements including staffing qualifications (Section 1.4.7) and parent/guardian drop-off/pick-up procedures (Section 5.1.7.2). Quotes failing to meet any Acceptable criteria or lacking sufficient detail will be rated Unacceptable.

Addendum to 52.212-2
Addendum to FAR 52.212-2 Evaluation – Commercial Products and Commercial Services
(a) The Government will award a Purchase Order resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the
Government on price and other factors considered, conducted in accordance with the Federal
Acquisition Regulation (FAR) 12, Acquisition of Commercial Products and Commercial
Services, whose quote conforms to the solicitation evaluation factors listed below:
(b) Price
1. All line items (Base and Optional) are priced IAW the solicitation.
2. The total price is determined to be reasonable and balanced.
3. Evaluation of Options: For award purposes, the Government will establish the total evaluated price by adding the contractor’s proposed prices for all optional line items
(CLINs 1001, 1002, and 1003) to the total price for the basic requirement (CLINs 0001 through 0004). The Government may determine that a quote is unacceptable if the option prices are materially unbalanced. This evaluation of options does not obligate the
Government to exercise any of the options upon award.
(c) Technical
1. Technical Acceptability is evaluated on the quoter’s ability to provide a detailed narrative demonstrating how they will meet the requirements in the Performance Work Statement
(PWS). Quoters will be evaluated on an Acceptable or Unacceptable basis. To be rated
"Acceptable," the quote must meet all of the following standards.
1. Acceptable: The quote must:
1. Provide evidence of current American Camp Association (ACA) accreditation and a valid State of New Hampshire Youth Recreation Camp License.
2. Confirm the ability to provide all-inclusive lodging, facilities, and meal services for 50 campers in accordance with the PWS.
3. Provide a narrative describing the proposed camp activities, curriculum, and supervision plan that meets the leadership, resilience, and teambuilding objectives described in Section 5.1.1 of the PWS.
4. Acknowledge and confirm understanding of all requirements outlined in the
PWS, including staffing qualifications (Section 1.4.7) and parent/guardian drop-off/pick-up procedures (Section 5.1.7.2).
2. ii. Unacceptable: A quote will be rated as Unacceptable if it fails to meet any of the
"Acceptable" criteria listed above or fails to provide sufficient detail for the Government to determine that the proposed services meet the requirements of the PWS and the solicitation.
