About this file
This document is a Request for Information (RFI) for contract W912TF-25-Q-A-0016, focused on Controlled Humidity Preservation Shelters for the New Hampshire Army National Guard (NH ARNG). The shelters are designed to house and preserve a single M777 artillery piece, with specific requirements including a portable, off-grid system capable of remote monitoring and management. Key specifications include solar-powered operation, no external power requirements, ability to charge the stored equipment's battery, and a minimum of 1.5 feet of buffer space around the stored equipment.
The RFI covers numerous technical details such as door configurations (two doors for drive-through capability and a personnel entry door), deployment on improved or unimproved surfaces, and remote monitoring capabilities for dehumidification, power distribution, temperature, and interior/exterior atmospherics. Contractors are expected to provide delivery timelines, warranty information, and operational life expectancy with their quotes. The shelters do not require specific color, material, gutters, locks, lights, or electrical receptacles. The NAICS code for this procurement is 332311 (prefabricated metal building), and the official RFQ will be posted on SAM.gov.

A01. Yes.
Q02. Code Compliance: Are the structures to be compliant with the International Building Code (IBC) and ASCE-7 requirements for structures?
A02. No
Q03. Structure height: Is height listed in the CLIN's sidewall height or peak height?
A03. Peak Height
Q04. Power Requirements: Are structures to be powered by generator and/or solar, or will power be run to the structures by the NH ARNG for the contractor to tie into?
A04. Once the system is completely set up, the solar panels and internal power management system should take over making the required systems of being fully capable of operating ‘off-grid’ and in austere environments.
Q05. Door Systems: What door(s) are required for each structure? What are the locations of the door system(s)? Are personnel doors required?
A05. CLIN0001 and CLIN0002 will have two doors for ingress/egress for drive though capabilities. Additionally, the required system should provide a personnel entry door which provides personnel access to the interior of the system without having to fully open the system’s main equipment entrance/exit door. Provide an equipment ingress / egress door on one end of the structure with some systems having two ingress / egress doors providing equipment drive through capability.
Q06. Site: What is the current site condition? Are the structures to be installed on asphalt, concrete, or unimproved land?
A06.IAW CLIN0001 and CLIN0002 description, the Controlled Humidity Preservation Shelters shall be portable. The required capability should provide that the system can be deployed on improved and unimproved surfaces.
Q07. Operational Date: What is the operational date for these structures?
A07. Contractors will provide their delivery and installation lead times with the quote.
Delivery timeline is not an evaluation factor.
Q08.Controlled Humidity Preservation: Is the controlled humidity system to be in accordance with NGPAM 750-59?
A08. Yes
Q09. Code Compliance: Are the structures to be compliant with the International Building Code (IBC) and ASCE-7 requirements for structures?
A09. N/A

A11. Coordination for site escort with acceptor after award
Q12. What is the existing power? Volts and Amps?
A12. Once the system is completely set up, the solar panels and internal power management system should take over making the required systems of being fully capable of operating ‘off-grid’ and in austere environments.
Q13. Since this is a “portable” building are there time or space constraints for erecting and teardown?
A13. The requirement is for the shelters themselves not installation nor teardown
Q14. What are the expected delivery dates when an award is issued?
A14. Contractors will provide their delivery and installation lead times with the quote.
Delivery timeline is not an evaluation factor.
Q15. Is NAICS code 332311 (prefabricated metal building) the correct code for the desired end product?
A15. Yes
Q16. Is there an official RFQ document available?
A16. SAM.gov is the official RFQ
Q17. Are installation services required? If not, is site training required for end user for DIY?
A17. Refer to solicitation paragraph under CLIN 0002
Q18. What are the access requirements for the site?
A18. Coordination for site escort with acceptor after award
Q19. What is the period of performance associated with this contract?
A19. Contractors will provide their delivery and installation lead times with the quote.
Delivery timeline is not an evaluation factor.
Q20. What are the warranty requirements?
A20. Contractors will provide their warranty with the quote
