Questions & Answers
As of:
14 February 2022
Q1: I am a Licensed Mental health Counselor in the state of NY, however, in reviewing this notice, I see that the requirement is to be licensed in the state of New Hampshire. I wanted to clarify if I bid on this contract, are there any barriers as a result of being licensed in NYS?
A1: The New Hampshire Army National Guard requires the contractor provide a practitioner who is fully licensed to in NH. There are no exceptions to this.
Q2: If it is not possible to utilize my NYS licensure, is there a specific time frame that the clinicians in the agency need to be licensed in New Hampshire? For instance, if I bid on this contract and obtain it, is there a potential for the agency to have time to register licensed clinicians in NH?
A2: Practitioners and Interested Parties are solely responsible for obtaining appropriate licensure and credentialing. Practitioners and/or interested parties must accomplish no later than the time a contract is awarded.
Q3: Finally, is there a potential to do both Telehealth and in person? For instance, on Drill weekends, be in person, whereas in during the week M-F from 08:00- 16:00 complete Telehealth methodology as a means of providing services?
A3: Para 1.4.1.1 does permit that contractor to telework; however, note it is the Government’s intent that telework only be exercised in extreme circumstances. NHARNG’s position is that this role requires relationship building which can be difficult if the practitioner is not present. Therefore telework should not be the norm. Consequently, the contractor should only expect to telework when doing so in in the
Government’s best interest and, in all cases, when it has been authorized in advance.
