Simplified Acquisition Procedures (SAP)
DETERMINATION MEMORANDUM FOR SOLE SOURCE ACQUISITIONS
OVER THE MICRO-PURCHASE THRESHOLD BUT NOT
EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD ($250,000)
FAR 13.106-3(B)(3)(i)
SOLICITATIONS MAY BE LIMITED TO BRAND NAME ONLY IF THE CONTRACTING
OFFICER DETERMINES THAT ONLY ONE SOURCE IS REASONABLY AVAILABLE. WHEN
THE CUSTOMER DESCRIBES AN ITEM OR SERVICE, WHICH LIMITS THE AVAILABILITY TO
ONE SOURCE, THE DETERMINATION MUST EXPLAIN WHY THE ITEM OR SERVICE
PROVIDER IS THE ONLY ONE THAT WILL MEET THE GOVERNMENT'S REQUIREMENT.
STATEMENTS SUCH AS "ONLY KNOWN SOURCE" OR "ONLY SOURCE WHICH CAN MEET
THE REQUIRED DELIVERY DATE" ARE INADEQUATE TO SUPPORT A SOLE SOURCE
PURCHASE. THIS FORM MAY BE USED TO DOCUMENT A JUSTIFICATION FOR EXCEPTION
TO FAIR OPPORTUNITY DESCRIBED IN FAR 13.106. THE CUSTOMER SHALL PROVIDE THE
FOLLOWING INFORMATION:
1. PURCHASE REQUEST NUMBER: F8N3SF8110AW01
2. ESTIMATED AMOUNT: $198,495.67
3. BRAND NAME BUY
☒YES
☐NO
4. NAME /CAGE CODE OF PROPOSED CONTRACTOR
FLIR Inc / 3UVR3
5. FUNDING TYPE: O&M
6. BRIEF DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED AND THE INTENDED
USE:
Two thermal cameras that have the ability to provide both color and thermal vision, and have these cameras and associated parts installable and programmed onto the existing Advantor Video Management System (VMS), by an Advantor Systems certified company or subcontract Advantor Systems to conduct the install and programming. The existing equipment will be removed and placed at building 257.
7. UNIQUE CHARACTERISTICS THAT LIMIT AVAILABILITY TO BRAND NAME, WITH
THE REASON NO OTHER SUPPLIES OR SERVICES CAN BE USED:
Security Forces has requested 2EA LRTI (Long Range Thermal Imaging) Cameras to be installed to existing infrastructure. FLIR Inc is the manufacturer of the DefenderIR cameras requested. It was determined by Pease ANGB that the purchase and replacement of the existing cameras with the FLIR DefendIR would save the 157th ARW roughly $400,000.00 every 5 years, due to current cameras high maintenance cost cooling unit replacements. Of all the cameras on the Non-Nuclear IDS Approval Letter, dated 17 May 2017, the WSTI, FLIR T-2000, SRTI, and DiOP Thermal Imager are no longer procurable and/or supported by OEM. The General Dynamics VZ-250 LRTI is the current system being utilized, this is a cooled system which fails every 7-8 months, incurring a $20k cost per camera, per visit. The FLIR T- 3000 is also a cooled unit, which means that every time the cooling unit fails, the camera is not operational and would incur more maintenance costs. The remaining option is the FLIR DefendIR MS- UC 640 30/90mm CZ, this is an uncooled thermal imager; because there is not cooling unit, and the lifespan on the thermal camera is much higher. This unit also allows the user to mix both visible and thermal images to allow seeing through glass, water and dense weather; this cannot be done by normal thermal imagers.
8. MARKET RESEARCH:
Advantor is the current main security system installed and Pease ANGB. All security equipment must tie into this infrastructure. FLIR Inc., the manufacture of the camera, is available through multiple vendors. This requirement will be competed as brand name only with the requirement that the vendor either has Advantor certified personnel do the installation, or, have Advantor themselves do the installation.
9. PROVIDE A STATEMENT OF ACTIONS, IF ANY, THE GOVERNMENT MAY TAKE
TOREMOVE OR OVERCOME ANY BARRIERS TO COMPETITION BEFORE FUTURE
ACQUISITIONS ARE REQUIRED:
At this time, Pease ANGB is trying to allow competition by enabling multiple vendors to quote on this item. Advantor owns the operating systems but does not own the cameras.
I CERTIFY THAT THIS JUSTIFICATION IS ACCURATE AND COMPLETE TO THE BEST OF
MY KNOWLEDGE AND BELIEF, AND THAT COMPLETING THIS PURCHASE AS A
LIMITED/SOLE SOURCE IS IN THE BEST INTEREST OF THE GOVERNMENT.
ADDITIONALLY, I APPROVE THIS JUSTIFICATION TO LIMIT COMPETITION SUBJECT
TO THE AVAILABILITY OF FUNDS AND PROVIDED THAT THE SERVICES OR SUPPLIES
HEREIN DESCRIBED HAVE OTHERWISE BEEN AUTHORIZED FOR ACQUISITION.
