About this file
This is a Questions and Answers document for the Massachusetts National Guard Youth Summer Camp contract opportunity.
The government seeks an ACA-accredited overnight camp to serve 20 youth participants. The camp provider (rather than the prime contractor) must hold ACA accreditation, and the 20 youth may join existing camp programming as a reserved group rather than requiring a separate, private experience. Submission of proof of ACA accreditation and camp liability insurance with quotes is not required, as the government will assume compliance based on accreditation status. Background check documentation is not required at quote submission; the government assumes ACA-accredited camps follow best practices. The government will pay for all 20 reserved slots regardless of actual attendance, though the government typically experiences no difficulty filling all 20 camper positions.
Regarding staffing and logistics, families will handle transportation to and from camp, and shared indoor facilities with other camp groups are acceptable. The camp must provide at least one camp nurse available 24 hours daily, certified in child and adult CPR and first aid, who will administer medications at designated times (morning and night). Lodging and meals for government staff attending the camp are required but should not be included in the quote, as separate government funds cover those costs. Contractors should follow the Performance Work Statement (PWS) to ensure technical acceptability, with no additional common proposal mistakes identified.

Questions and Answers for MA National Guard Youth Summer Camp
1. Q: Is it acceptable for the 20 youth to join the camp’s existing ACA-accredited overnight camp programming as a reserved group/block, or does the government require a separate/private camp experience only for this group?
A: Yes. We do not need to be separate.
2. Does the prime contractor itself need to be ACA accredited, or is it acceptable if the camp provider/subcontractor is ACA accredited?
A: The camp that is providing the service needs to be ACA accredited.
3. Do you want proof of ACA accreditation submitted with the quote?
A: Not necessary as long as they are accredited.
4. Do you want proof of camp liability insurance submitted with the quote?
A: Not necessary as long as they have insurance.
5. Are background check documents required to be submitted with the quote, or only after award?
A: If a camp is ACA accredited, we assume that they will be following best practices and background check policies.
6. Will the government pay for all 20 reserved slots, even if fewer than 20 campers attend?
A: Yes, but we usually do not have an issue getting 20 campers.
7. Are transportation services required, or will families/government handle camper transportation to and from the camp?
A: No transportation services required. Families will transport.
8. Can the indoor facility be shared with other camp groups, or must it be reserved only for this group?
A: Yes, shared facilities are okay.
9. Are volunteers or government staff staying overnight, and if so, should lodging and meals for those individuals be included in the quote?
A: Lodging and meals are required for staff but should not be included in the quote. We have separate funds to pay for those.
10. Are there any common proposal mistakes or missing items that typically make quotes technically unacceptable for this type of requirement or significantly underpriced?
A: No – as long as the PWS is followed.
11. "At minimum, 1 medical staff member available 24 hours a day, trained and certified in child and adult CPR and first aid for treating children and monitoring medication and medical conditions."
Can you please elaborate on the statement above? When you say medical staff member, are you referring to a nurse, doctor, etc.. Please advise. Will the medical staff be administering the medicine to the children or do they just keep the children's medicine in the "nurses station", but the children can take it themselves?
A: A camp nurse at minimum.
Children will go to the nurse’s station for morning meds and night meds. The nurse(s) need to administer the proper dosing requirements.
