1.1. This Statement of Objective (SOO) is prepared in accordance with (IAW) Federal Acquisition Regulation (FAR) 37.602(c). The interested offeror (Contractor) shall prepare and propose a Performance Work Statement (PWS) using the information contained in this SOO.
1.2. Interested offerors (Contractors) shall propose performance standards in their PWS. The Government shall evaluate the proposed standards to determine if they meet agency needs.
2. Scope
2.1. This is a non-personal services requirement. The Government shall not exercise any supervision or control over the Contractor performing services for this requirement.

3.4. Procurement of M915 series tractor truck engine compartment hoods through MILSTRIP will not meet mission timeline requirements due to long lead times from DLA vendors. Upon inquiry, the DLA item manager recommended local purchase or contracting options to procure the hoods.
4. Background
4.1 The 1060th Transportation Company is preparing their equipment for an upcoming mobilization and has several M915 tractor truck with damaged hoods requiring replacement. Procurement through standard military requisitioning processes (MILSTRIP) have been unsuccessful because of manufacturing issues with the Defense Logistics Agency’s (DLA) vendors. Projected lead time for procurement through DLA is undetermined and the hoods are required no later than end of February to support mobilization preparation. The DLA item manager for the hoods recommended leveraging local purchase options to procure the hoods considering the unknown lead time through DLA’s vendors.
5. Performance Objectives
5.1 The Contractor shall provide eight (8) engine compartment hoods for the M915 series tractor trucks that meet specifications of national stock number (NSN) 2510-01-327-7717 as follows:

5.3. The Contractor shall include timelines in their plan, so the Government can properly coordinate access to facilities and update senior leaders. The project timeline shall identify, at minimum, the date range of ability to supply eight (8) engine compartment hoods for the M915 series tractor trucks, to be delivered to FMS Framingham, 522 Concord Street in Framingham, MA 01701 no later than 1 March, 2024.
5.4. The Contractor shall identify any/all subcontractor(s) to the Government, so proper vetting can be accomplished.

This will ensure performance objectives are being completed according to the established standards. Product will be accepted upon physical inspection of hoods and determination is made that the hoods meet the specifications listed in Part D.
