About this file

This solicitation requests proposals for multiple Blanket Purchase Agreements to provide prepared food and delivery services for the Massachusetts Army National Guard during drill weekends, training periods, and other events as needed. The government intends to award approximately ten BPAs for a base period of three years with a maximum total value of $995,000 across all awards. Offerors must be registered in SAM and provide prepared menus, price lists, quality control plans, and past performance references with their proposals, which are due by the specified deadline. Proposals will be evaluated based on technical/quality, past performance, and price factors to select the best value awardees. The BPAs will be ordered on an as-needed basis for locations across Massachusetts, with individual orders under the simplified acquisition threshold of $250,000. Set-aside types, additional terms, clauses, and solicitation provisions are also defined.
