W912SV-19-R-5000 Optimize Human Weapon System –

Running Request for Information Log

20 September 2019

Q1. If our athletic trainer possesses a CSCS certification, do we also need to provide the CSCS position as well?

A1. Overall manning to meet the requirement as outlined in the PWS is the responsibility of the vendor.

If a person is dually certified at required levels, it could be possible to hold both positions.

Q2. Can the AT or CSCS ‘provide initial and biannual, every six months, comprehensive assessment to support pre-habilitation of musculoskeletal conditions in fighter crew?

A2. Reference paragraph 5.1.1. Preference is for the Exercise Physiologist, however if the AT or CSCS is certified, has the experience necessary to complete such assessment, and create the overall fitness program then it is acceptable

Q3. Please clarify “5.6.4. Available Physical Therapist within 2 business days.” This solicitation does not call for a Physical Therapist and we are unsure what is to be provided.

A3. It is expected that the vendor help facilitates access to local PT and build relationships to help meet the two days. The PT does not have to be hired staff.

Q4. Are vendors allowed to submit separate, multiple offers for Solicitation No. W912SV-19-R-5000

A4. Yes, vendors are allowed to submit multiple offers, please ensure they are clearly marked, and all must be received by the required submission date and time.

Q5: Please specify the total level of hours expected to support the mission. The CLIN pricing structure is inconsistent between the LOE in section 5.6 and the specified intent in the PWS for reporting, data entry, program development and appointment coordination. The 10 hours allocated for weekly S&C sessions would mean that trainers are only able to meet with each pilot twice per month. That is insufficient for prehabilitation and development or rehabilitation of injured pilots.

A5: Paragraph 5.6 provides estimated hours required for each type of specialty. Since this is not a time and materials requirement the CLIN pricing structure is for an entire year, (job) due to regulations. It is the responsibility of the vendor to calculate the required number of hours for each type of specialty for the entire year.

Injured pilots would have access to local insurance-based PT. Focus of this effort is towards pre-habilitation not rehabilitation.

Q6: Please identify the requirements for the supervisors specified in CLIN One for the biannual pilot assessments and CLIN Two for supervisors for the S&C sessions. Supervisors are not specifically mentioned, nor are their requirements identified in the PWS. Given the experience requirements and professional certifications of previously identified personnel, the need for supervision may not be necessary.

A6: It is the vendor’s responsibility to provide the correct mixture of personnel to ensure all aspects are completed within the scope and of the quality as required in the PWS, to include the Point of Contact as identified in paragraph 5.0.

Q7: The PWS addresses GFE in section 3.0 and that items in Annex 1 for training and assessment will be provided 60 to 90 days after mobilization. If this time is going to be utilized to procure the Annex 1 material by the government, should bidders price this equipment (CAGO) to provide the best value to the government? This would also allow bidders to utilize the equipment with which they are most familiar and lead to more optimal outcomes.

A7: Items in Annex 1 are in the acquisition process by the Government. Procurement of the equipment in Annex 1, is not part of this solicitation, and shall not be priced in this soliciation.

Q8: To assist with training and assessment planning, please provide the make, model and specifications of the equipment that will be provided by the USG as listed in Annex 1.

A8: The items listed in Annex 1 are in the acquisition process, final make, model, and specifications are not finalized at this time.

Q9: Given the nature of the deliverables for the biannual assessment and monthly reporting and the potential generation of Protected Health Information (PHI), are bidders required to maintain a HIPAA compliant record keeping and reporting system?

A9: Yes for individual pilot assessments/records that involve PHI. Contractual reports that are generic in data and trends can be produced without PHI.
