Running question list for solicitation pertaining to W912SV-16-P-0025

Q001 – Will contractor be required to have on hand a machine capable of lifting the breaching slabs for placement in the training prop?

A001 – Yes, contractor will need this capability

Q002 – Can you please confirm that the quality requirement “the structure must pass an inspection by a Massachusetts certified Structural Engineer,” is required? Requirement is found on page 3 of PWS.

A002 - Inspection by a Massachusetts certified Structural Engineer is no longer a requirement. The requirement will be removed from the PWS.

Q003 - On PWS page 4 there is a line item requiring 3 SME's for perform as USAR liaisons and there is another line item on PWS page 5 requesting 3 SME's to assist in the safety, training, and evaluation of the Search and Extraction. My question is are these the same 3 SME's or do you require a total of 6 SME's for this solicitation?

A003 - They can be the same SME’s, however SME's are expected to be Rescue Tech level 2 certified (or equivalent National Standards such as those outlined in NFPA 1006, chapters 4-7 and 9).

Q004 - Can I confirm that the event is 12-15 May and the Travel Days are 11 May and 16 May?

A004 - Yes, 12-15 May is the event. Contractor can chose their travel days providing the lanes are set up after each day of training. There will be no use of the SCVS on 15 May.

Q005 - In reference to Attachment 2, Is it correct that I will not include travel, hotel, and per diem in the price for this solicitation and that the contractor will request these expenses after award of solicitation?

A005 – Vendor’s bid amount should include all travel, hotel and per diem. All expenses should be included in bid.

Q006 - In reference to Attachment 3, are the 24 concrete slabs and lumber package included in the contractors cost on the solicitation or is this a separate request after Contractor award?

A006 - Vendor’s bid amount should include all associated costs.

Q007 - Will part of this solicitation require Role Players or Mannequins for setting of SCVS?

A007 – Mannequins: yes. Role Players: no.
