PERFORMANCE WORK STATEMENT

National Guard Bureau J7 Directorate

Structural Collapse Venue Site (SCVS) – RESET

HRF Region 1 Collective Training Event (CTE) Support

12 May 2016 – 15 May 2016

1. Background:

The Massachusetts National Guard (MANG) J3 provides the Chief of Staff, MANG with subject matter expertise on joint doctrine, training, education, and exercises to ensure a trained and balanced Massachusetts National Guard force ready to support any mission of the State and Region. The J3 ensures these functions are integrated and paired where appropriate. The Chief of Staff has tasked J3 to develop and support regional training and exercise activities aimed at enhancing domestic contingency readiness.

The Chief has further tasked the J3 to develop and support regional training and exercise activities aimed at enhancing domestic contingency readiness.

2. Objective:

This Performance Work Statement establishes performance requirements for contractor support to allow training organizations the maximum opportunity to exercise their personnel under simulated “real world” conditions. The training environment shall provide support for the regional training and exercise activities focused on enhancing domestic contingency readiness embedded within these support efforts - venues designed to assist in the training and readiness of CERFP/HRF teams. Training venues and props will be built so individuals will gain valuable experience and expertise working on a simulated “real world” collapsed structure.

3. Required Tasks:

The contractor shall perform the PERFORMANCE OBJECTIVES below in accordance with the Performance Standard and Acceptable Quality Level. Personnel assigned to this task shall possess the skills and expertise necessary to perform assigned tasks

Task 1, Program Management: The contractor shall provide materials and services to manage the accomplishment of the tasks in this Performance Work Statement throughout the period of performance of the contract. The contractor must provide a monthly Progress, Status, and Management Report with each invoice submitted for payment. The contractor shall prepare for, conduct, and participate in meetings and reviews. The meeting and reviews require the contractor to prepare minutes for each meeting and submit them electronically for review. The contractor shall resolve action items assigned to the Contractor at these meetings.

Task 2, Contractor’s Progress, Status, and Management Report: The

Contractor’s Progress, Status, and Management Report indicate the progress of the work, status of the program of the assigned tasks. This report shall include cost updates and information relating to existing or potential problem areas and proposed action to resolve the problems. Where applicable, the contractor shall include project completion status percentages for better understanding. Reports shall be included with monthly invoice. Contractor’s Progress, Status, and Management Report shall be in accordance with Attachment 1 (MSR Format).

Task 3, Reset Structure Collapse Venues Simulators. The contractor will ensure the SCVS is reset after the conclusion of each day’s Collective Training Event (CTE).

This requires the contractor to perform a site recon/visit to identify and plan for the necessary materials and expected labor required to reset the SCVS. The contractor shall provide heavy equipment; reset labor and construction material for the reset of the

SCVS.

Task 3.1, Provide support for MA HRF CTE, Annex A

Acceptable Quality Level:

The Structure Collapse Venues Simulator (SCVS) must be an adequate size and complexity to allow multiple training venues to occur simultaneously and meets industry, state and local safety standards for building construction design and

Reference the 8th edition of the Massachusetts State Building Code – which is comprised of the International Building Code 2009 (IBC), several companion I-codes and a separate package with Massachusetts amendments to the I-codes. The structure must pass an inspection by a Massachusetts certified

Structural Engineer.

Props must create the appearance of a “real world” collapsed structure, allowing

National Guard Units to develop experience and expertise in real disasters.

Provide up to ten (10) Search and Extraction (S&E) training lanes.

Training for the S&E will include the following skill areas:

- Lifting and Hauling prop with a minimum footprint of 40ft by 75ft with tactical rock or firm, packed gravel.

- Shoring prop with a minimum footprint of wall surface 12ft tall by 45ft long. A building one or two stories high with smooth surfaces, windows and doors.

- Confined Space prop with a minimum footprint of 3.5 ft tall (inside) by 40ft long. Site must have firm footing for maneuvering and spot shoring.

- Rope prop with a minimum footprint of 25ft tall by 30ft long. Site must have tactical rock or firm gravel to land on and belay from.

- Breaching and Breaking prop with heavy debris to break precisely as directed with a minimum footprint of 60ft by 60ft. Site must have tactical rock or firm gravel and must have good drainage.

- All soil bearing locations required to support or provide stability for the structure, components, or landing areas will be require to conform to CSI's

Provide personnel to supply input and direction to ensure that the maximum training and exercise value is achieved during the use of the SCVS.

Provide three (3) personnel Subject Matter Experts (SME) to perform as urban search and rescue liaisons within the framework of the Incident Command

System during the CTE.

Provide a covered area with power to stage equipment and people.

Reset venues to maximize exercise goals and maintain a safe work environment.

Adhere to MANG’s establish environmental standards for Joint Base Cape Code

(JBCC) and EPA for Camp Edwards Training Area / Upper Cape Water Supply

Reserve, for the wildlife habitat protection and for rare and endangered species habitat.

Pile reset shall include 24 concrete breaching slabs no less than 5ft X 5ft X 6in, with no less than ¼” (no. 2,) steel rebar size.

All lumber & shoring material used for structural or load bearing purpose will meet specifications established for and in accordance with ASTM & IBC standards for dimensional lumber used in commercial construction.

Task 4, Provide Training Support Personnel for Collective Training Event. The contractor will provide staff and subject matter experts to support training venues.

Provide three (3) subject matter expert (SME) to assist with the safety, training, and evaluation of the Search & Extraction. The SMEs must be Rescue Tech level 2 certified.

The SMEs shall work approximately twelve (12) hour shifts for three (3) operational training periods depending on exercise dynamics and conditions. In addition, the contractor will:

Assist in preparing the Risk Analysis

Provide one S&E and Safety personnel (SME)

o Rope evolutions o Lifting and hauling evolutions o Confined space evolutions o Breaching and burning evolutions o Shoring evolutions o Technical search evolutions

Ensure training meets industry, state and local safety standards

All personnel involved in the training are certified in accordance with U.S.

certifying agencies for this purpose.

9. Ownership: The Massachusetts Nation Guard will retain ownership of all products developed under this Task Order.

10. Security Requirements:

a. Clearance Requirements: None

b. The contractor is responsible for safeguarding information of a confidential or sensitive nature. Failure to safeguard any classified/privileged information which may involve the contractor or the contractor’s personnel or to which they may have access may subject the contractor and/or the contractor’s employees to criminal liability under

Title 18, section 793 and 7908 of the United States Code. Provisions of the Privacy Act apply to all records and reports maintained by the contractor. All programs and materials developed at government expense during the course of this contract are the property of the government. Contractor personnel shall be required to obtain and maintain security badges and adhere to the installation security requirements.

11. Deliverable Guidelines:

a. Inspections and Acceptance: All deliverables must be submitted to and approved by the MANG Contracting Officer’s Representative.

b. An engineered site drawing stamped by a registered civil engineer, showing the site boundaries and location of all the assembled structures and how they holistically fit into the overall concept of the exercise will be submitted before the event. Priority will be given – but not limited to - Bearing surfaces, overturning, collapse, settling, shear connecting, circulation, safety and overall structural integrity with assurance of compliance with IBC & ASTM standards.

c. Notice Regarding Late Delivery: The contractor shall notify the COR as soon as it becomes apparent to the contractor that a scheduled delivery will be late. The contractor shall include in the Problem Notification Report (PNR) the rationale for late delivery, the expected date for the delivery and the project impact of the late delivery.

12. Quality Assurance Surveillance Plan:

The Contracting Officer’s Representative (COR) will monitor contractor performance and complete the Quality Assurance Surveillance Plan Worksheet at the end of the contract period of performance or annually. However, the COR may submit a Quality

Assurance Surveillance Plan Worksheet at anytime and as often as necessary to document quality levels. If Contractor response to an identified quality deficiency is unsatisfactory, the Contracting Officer or COR will contact the appropriate Contractor representative to implement a plan of action to remedy the identified deficiency.

A quality rating may change from “Green” to “Red” without notice. We anticipate the

COR utilizing the “Yellow” quality rating to alert the contracting office of quality issues that have the potential for a “Red” quality rating if corrective action is not taken. If the performance rating for any task in this order is “Red” during any time in the performance period, the COR will notify the Contracting Officer.

RATING DESCRIPTION

Green Yes. Performance and technical specifications are being met at an Acceptable Quality Level (AQL. i.e., 98% - 100% positions filled or metrics achieved.

Yellow Yes. Performance and technical specifications are being met at the minimum AQL, but the following service/deliverable needs contractor attention: i.e., 96%-98% positions filled or metrics achieved. “Yellow” ratings are approved for full FFP payment. Corrective action is required if staffing falls between 96% - 98% for an average of 15 calendar days of any given month. If a position or metric that caused a “Yellow” rating was not filled by the following month, then unless pre-approved by the COR, then the Government intends to execute a show cause notice and the rating shifts from

“Yellow” to Red.

Red No. Performance and technical specifications are not being met at AQL and the following service/deliverable needs immediate contractor resolution: i.e., 95% and below positions filled or metrics achieved. If staffing falls to 95% and below for an average of 15 calendar days of any given month, then the assigned rating is “Red”. A

“Red” rating month cannot be billed at the full FFP.

This requires the contractor to perform a site visit to identify and plan for the necessary materiels required for a complete SCVS reset.

The contractor shall provide heavy equipment; reset labor and construction material for the reset of the SCVS.

Attachment 2 Travel Authorization Request (TAR)

Instructions:

Prior to incurring any travel expenses, contractor personnel must obtain written authorization from the Contracting Officer’s Representative (COR).

Government will provide necessary travel funds to cover travel related expenses

(Airfare, hotels, per-diem, etc) Travel will be in accordance with the Joint Travel

Regulation and limited to GSA published per-diem rates.

Annex – A

Massachusetts HRF EXEVAL & CTE

Task 3.1, Provide training support for MA HRF CTE

Event: MA HRF CTE

Location: JBCC, Bourne, MA (military installation)

Event Dates: 12-15 May 2016

SCVS Reset Completion NLT: 15 May 2016

IPC/JFHQ/site Recon Date: 20 April

Background: The SCVS located at Joint Base Cape Cod, Massachusetts National

Guard is an existing SCVS which has been used multiple times for various CBRN training events. The installation is located in Cape Cod, near the towns of Bourne, Mashpee, and Sandwich just over the bridges on Rt. 6 or Rt. 28 and is accessible by paved roads.

General Descriptions:

a. The site is accessible by roads to support construction vehicles and equipment.

b. Wind – the site may experience hurricanes, heavy rainfall, and heavy sustained winds.

c. There is no permafrost in this area.

d. The surface is relatively flat with drainage grading.

Environmental Considerations:

a. No petroleum products can be used for fill/construction.

b. No subterranean excavating is allowed.

c. No alteration is permitted of the surrounding trees or vegetation.

d. Contactor must abide by all local, state and Federal environmental regulations and laws.
