About this file
This is an Industry Day presentation for an Aviation Support Facility (ASF) construction project at Fort Knox, Kentucky, hosted by the US Army Corps of Engineers Louisville District on December 11, 2024. The project involves constructing a 132,000 SF facility using a Design-Bid-Build approach, with an estimated contract award in September 2025.
The project consists of two phases: Phase 1 includes Military Equipment Parking (MEP) of approximately 21,400 square yards with site work and utilities, while Phase 2 encompasses the main ASF facility, covered storage area, aircraft wash area, and associated site work. The facility will include aircraft maintenance hangar bays, back shops for repairs, tool and parts storage, and administrative areas. The project requires LEED Silver certification and must meet DoD Minimum Antiterrorism standards. The procurement will be conducted as a full and open competition using a Single-Phase "Best Value Trade-off" approach. Proposals will be evaluated on past performance, technical factors (including management plan, schedule narrative, commissioning narrative, and steel erection plan), and price. The solicitation (W912QR25R0012) is expected to be issued in April 2025, with proposals due in June 2025. Small business participation plans are required from all offerors, with large businesses also required to submit subcontracting plans.
