About this file

The file is a set of ProjNet Instructions detailing the process for submitting technical inquiries and questions for a U.S. Army Corps of Engineers (USACE) Louisville District solicitation (Solicitation Number: LRL-DB2B). The instructions provide step-by-step guidance for registering and accessing the ProjNet Bidder Inquiry system, including creating a user account using a specific Bidder Inquiry Key (ITPRTH-6H9E23), selecting USACE as the agency, and using a predetermined secret question and answer for future system access.

Key operational details include that the bidder inquiry system operates weekdays from 8AM to 5PM U.S. Central Time, with a call center available at 800-428-HELP. The document emphasizes that no answers provided are binding and are for informational purposes only. Offerors are instructed to submit proposal-related technical inquiries via ProjNet.org, not to submit actual proposals through the system, and are encouraged to review existing inquiries and specifications before submitting new questions. The system is specifically set up for the new procurement process for USACE Louisville District's upcoming projects.
