About this file

The file is an Industry Day presentation for two Design-Build to Budget projects at Fort Campbell, Kentucky, hosted by the U.S. Army Corps of Engineers Louisville District. The projects include a 9,766 SF Sabre Airfield Fire and Rescue Station and an 8,000 SF Staging/Marshalling Area, with estimated costs between $5-10 million. Both projects will follow a two-phase "Best Value Trade-off" procurement strategy, with Phase 1 being standard and Phase 2 involving more flexible discussions about scope and technical aspects.

Key procurement details include solicitation on SAM.gov, with Phase 1 proposals due in the Second Quarter FY26 for the Fire Station and Third Quarter FY26 for the Marshalling Area. Award is anticipated in Third/Fourth Quarter FY26 for the Fire Station and Fourth Quarter FY26 for the Marshalling Area, with project completions in Second and Third Quarter FY28, respectively. The government will emphasize technical capabilities and achievable scope over price, and will implement a Small Business Participation Plan with a minimum small business participation goal to be specified in the solicitation.
