About this file
This is an Amendment 0002 to a task order solicitation issued by the U.S. Army Corps of Engineers, Louisville District, for the Soo Lock Fire Alarm Modernization project in Sault Sainte Marie, Michigan. The amendment modifies Solicitation Number W912QR-62373550, which is issued under existing Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Task Order Contracts (MATOC) Numbers W912P523D0001 through W912P523D0007 for Design/Build Construction Services within the Great Lakes and Ohio River Division Mission Boundaries.
The proposal submission deadline is 11:00 AM ET on September 18, 2026, with offers requiring a minimum 90-calendar-day acceptance period from the due date. Award basis remains lowest evaluated price. Contractors must submit price breakout schedules with detailed labor category tables demonstrating compliance with binding rates from their base MATOC contracts; level of effort will not be evaluated but will verify rate compliance. Proposals must be submitted electronically through the Procurement Integrated Enterprise Environment (PIEE) solicitation module. Payment and Performance Bonds are required, with the Notice to Proceed issued following bond receipt and approval. All questions must be submitted via ProjNet using bidder inquiry key CYF3NK-7ZP2UW. Contractors must maintain active System for Award Management (SAM) registration at proposal submission. Amendment 0002 revises four specification sections: Project Description and Design Requirements, Design Data (Design After Award), Governmental Safety Requirements, and Temporary Construction Facilities and Controls. The Contract Specialist contact is Megan Murphy at Megan.R.Murphy@usace.army.mil.
