The RFP is issued to seven MATOC (Multiple Award Task Order Contract) holders under contracts W912P523D0001 through W912P523D0007, which provide design/build construction services within the Great Lakes and Ohio River Division Mission Boundaries. The project scope requires all work, materials, and labor to replace and design the fire alarm system at Soo Locks. Proposals must be submitted electronically through the Procurement Integrated Enterprise Environment (PIEE) by 11:00 AM ET on September 10, 2026, and must remain valid for no less than 90 calendar days. Award will be based on lowest evaluated price, with past performance evaluated through the Contractor Performance Assessment System (CPARS) considered secondary to price. All proposals must include detailed price breakdowns demonstrating use of binding MATOC contract rates; proposals lacking this information will not be considered. Performance and Payment Bonds are required within 10 days of award, with the Notice to Proceed issued following bond approval. A mandatory site visit is scheduled for September 3, 2026, at 9:00 AM local time at the Soo Locks Main Guard Gate.

Liquidated damages are assessed at $5,175.00 per day for delays beyond the completion date. The contract includes extensive federal clauses addressing design-build construction requirements, contractor design responsibility with professional standards of care, warranty of construction for one year from final acceptance, and compliance with cybersecurity maturity model certification (CMMC) Level 2 (Self) requirements. Additional requirements include prevailing wage compliance per Michigan Davis-Bacon wage determination (General Decision MI20260113), safeguarding of covered defense information with cyber incident reporting obligations, and compliance with ByteDance covered application prohibitions. The Contractor is prohibited from having or using a covered application on any information technology owned or managed by the
Government, or on any information technology used or provided by the Contractor under this contract, including equipment provided by the Contractor's employees;
