About this file

This is an Amendment (0001) to a Request for Proposal (RFP) for a design-build roofing project under an Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Task Order Contract (MATOC).

The project involves roof repair and replacement services at Montgomery, Alabama (Facility AL036) for the U.S. Army Reserves National Roofing Program (NRP). The scope includes design and construction to replace modified bitumen roof systems across six sections across three buildings: ARC (two sections totaling 21,866 SF), AMSA (three sections totaling 7,591 SF), and AUX (one section totaling 2,388 SF). The estimated cost range is $1,000,000 to $5,000,000. Amendment 0001 adds the AUX building to the price breakout schedule and revises field office personnel requirements in specification section 01 11 50 00 06, while deleting paragraph 6.1 of that section. The proposal due date has been extended from June 23, 2026 to June 30, 2026 at 2:00 PM ET, with submission via email to seth.j.dukes@usace.army.mil. All proposals must price individual line items for design and construction work for each building section. The Government will evaluate proposals based on price using a trade-off process and reserves the right to award without discussion. The Department of the Army's Louisville District Corps of Engineers is the contracting entity, with Jesse E. Scharlow as the Contracting Officer.
