About this file

This is a solicitation document for design and construction services under the FY26 National Roofing Program (NRP) Project #11 for location AL036. The solicitation is exclusively for the NRP Multiple Award Task Order Contract (MATOC) pool and references the existing Indefinite Delivery Indefinite Quantity (IDIQ) contracts W912QR24D0054 through W912QR24D0063. These Design-Build MATOC vehicles are established for building envelope, roof repair, and replacement construction services in support of the U.S. Army Reserves and Air Force Reserve sections. The contracting activity is the Department of the Army Corps of Engineers Engineering District Louisville.

The solicitation is restricted to contractors already awarded positions on the referenced IDIQ MATOC contracts, limiting competition to pre-qualified design-build firms. Eligible contractors are tasked with providing comprehensive design and construction services for roofing projects at the specified Alabama location. This task order opportunity falls under the broader National Roofing Program framework, which consolidates roofing maintenance and replacement requirements across Army and Air Force Reserve installations. Interested MATOC pool contractors should review the detailed scope of work and submit their proposals in accordance with the specific submission requirements and evaluation criteria outlined in the solicitation documents.

Your proposal should include a price breakdown and/or labor category table demonstrating the use of the binding rates included in your MATOC contract. The submitted price breakdown should include sufficient detail to allow the Government to verify that your proposed price incorporates the binding rates from your base contract. Any level of effort shown in the submitted information will not be used for evaluation purposes and will be used only to ensure that the proposal is in compliance with the binding rates from the base contract. Proposals that fail to submit a price breakdown or fail to use the binding rates from your MATOC will not be considered.
