STATEMENT OF WORK
1. GENERAL
The contractor must remove the miter gates to install anchor arms. The contractor must provide access for government inspectors to inspect the miter gates. The contractor must provide the means to adjust miter gates, adjust mitering device, and tension diagonals if needed. The work will begin after contract award.
The contractor must field verify all dimensions, geometry, and fit ups prior to fabrication and installation.
Existing construction shown is based on existing construction documents and general construction practice and is not guaranteed to be true or exact.
The contractor must field verify all existing conditions relevant to his work prior to construction. Details not specifically indicated must be similar to details shown for similar conditions. The contractor is also responsible for the timely and proper disposal of all waste and removed materials related to their repairs from the facility.
The contractor may install upper closure stored at Green River Lock 1 using the government furnished lifting device to gain access to removing all 4 gates at once. Both sets of gates may also be lifted once at a time without use of the closure. The contractor must follow attached SOP if they choose to set the upper closure.
The contractor must lift the miter gates to replace the anchor arms. The weight of the larger lower gates the last time they were removed in 1999 were 187,000 pounds but it is customary to plan for a 20% added silt load on gate removals. The gates are typically washed for inspection while they are being lifted from the chamber with fire hoses. The gates will need to be laid down for inspections and potential replacement of pintle casting bolts. The pintle balls must be removed from the chamber for inspection and all dirt and debris removed from them. The pintle balls must be reinstalled right before the gate is placed back into the chamber. The government will not furnish any floating plant or equipment for any of this project.
The contractor must place the miter gates back onto the pintle balls with divers. Before placing the gate back on the pintle ball, the contractor will ensure the pintle bushing is taking grease correctly. The pintle balls must be cleaned off and verified that they are in place before placing the gate back on the ball. Special care must be taken to ensure the pintle balls and bushings remain with their matched set. At normal pool conditions, the upper pintle sill will be about 2’ deep. The gate anchor arms will be placed back to measurements provided by the government and will be adjusted once the gates are placed back into the chamber.
The contractor must perform up to 100 feet of weld repairs on the miter gates in the base bid. Weld repair locations will be determined after gates are cleaned and inspected by the government. The contractor must prepare WPS’s for the repairs that will be reviewed and approved by the government. Different WPS’s will be needed based on the location on the gate, for example, the pintle casting vs. structural girder.
The contractor must adjust the gates and mitering devices to meet correctly at their miter point. Gates will begin at the original position provided by the government and then be adjusted to a point where the channels of the gates align correctly. Ideally, this is at a position where the gates are level. Once this point is found, the miter device pads will be set in place with backing material, and it will become the miter point. Backing material meet the specifications detailed in this contract and must be submitted for review and approval by the government.
Attached SOP for gate adjustments is in the references.
The contractor must maintain continuity of access for the lock staff to cross over the chamber at all times by the upper closure or set of miter gates. Safe access for this will be the responsibility of the contractor.
The contractor must paint any repairs made with government provided paint. The paint provided will be Amercoat 235 and must be applied using the manufacturer’s recommendations. Surface prep must include cleaning all surfaces to be free of all visible and non-visible contaminants including oils, grease, dirt, debris, etc.
All painted steel surfaces must be prepared in accordance with surface preparation standard SSPC- SP 3 Power to
Cleaning. Paint will not be provided for the diagonals and it is the responsibility of the contractor to procure this paint if options are awarded.
The only government provided materials for this contract are for the anchor arm assemblies. Below is a list of materials that will be provided that are referenced to the Green River anchor arm drawings, and everything else associated with the base contract or options, must be provided by the contractor:
4 EA Anchor Arm (A) S-501- E1 4 EA Anchor Arm (B) S-501- B1 4 EA Lifting Lug S-501- F5 8 EA Gudgeon Link S-501 F8 8 EA Wedge Pin A (Tension) S-502-D1 8 EA Wedge Pin B (Compression) S-502-D3 8 EA Gudgeon 1/4" Shims S-502-A1 8 EA Gudgeon 1/8" Shims S-502-A1 16 EA Gudgeon 1/16" Shims S-502-A1 16 EA Wedge Shim Plate 1/4” S-502-A4 16 EA Wedge Shim Plate 1/8” S-502-A4 32 EA Wedge Shim Plate 1/16” S-502-A4 16 EA Stud Assembly S-502-A6 4 EA Gudgeon Pin Keeper Plate S-503- F1 4 EA Link Pin Keeper Plate S-503- E1 4 EA Gudgeon Pin S-503- A1 4 EA Link Pin S-503- E5 4 EA Gudgeon Pin Bushing S-503- C5 4 EA Grease Plug S-503- E8
Option items do not add any additional time to the contract or closure durations.
Option 1: If the miter gates require fenders to be replaced. the contractor will repair the damaged section according to the plans and specs. The Government may exercise this option as a single award and will be awarded within 7 days after the contractor makes it available for inspection of the structures. The award will be at the unit price with units of 1 linear foot, up to an anticipated maximum of 150 linear feet per award.
Option 2: If the miter gates require a weld repair, the contractor will repair the damaged section according to the plans and specs. The Government may exercise this option as a single award and will be awarded within 7 days after the contractor makes it available for inspection of the structures. The award will be at the unit price with units of 1 linear foot, up to an anticipated maximum of 100 linear feet per award.
Option 3: If unforeseen issues with the lock are found, the contractor will perform an additional amount of labor for $10,000.00. The Government may exercise this option as a single award and will be awarded within 7 days after the contractor makes it available for inspection of the structures. The award will be at the unit price of $10,000.00 of labor, and awardable up to 50 times for an additional $500,000.00 of labor. An example of work covered under this could be bubbler line repairs, grease line repairs, embedded anchorage repairs, sector gear repairs etc.
Option 4: Recent dive inspections have reported that pintle casting bolts are in poor condition. There are 52 pintle casting bolts on the gates. The contractor will be required to supply the bolt, washer, and nut, and it must be approved by the government. The bolt material must be A354 Grade BD heavy hex, the nut must be ASTM F436 Type 1, Hardened Structural Steel, and the nut must be ASTM A563, Grade DH Structural Steel Heavy Hex . There is a note that some of the turned bolts that were replaced in 2008 now have a 1.020” diameter, so oversized bolt blanks will need to be ordered.
Heads of the bolts may need to be altered due to their location on the casting. The contractor must remove existing bolt, clean hole by reaming or other method, turn new body bound bolt, and install to the correct torque per the specifications.
If the pintle casting does not have a smooth surface at the bolt hole for proper bearing, the casting will need to be spot faced to provide a proper bearing surface. The Government may exercise this option as a single award and will be awarded within 7 days after the contractor makes it available for inspection of the structures. The award will be at the unit price of 1 bolt, up to an anticipated maximum of 52 bolts.
Option 5: During rehabilitations at other locks, it is sometimes discovered that the gudgeon hood is worn and out of round. In case this is found upon inspection, a WPS will need to be made for welding the bore of the gudgeon hood to then be line bored. After the welding is complete, the bore will be line bored to allow a clearance of 0.006” with a tolerance of +/-0.002” for the gudgeon pin. The Government may exercise this option as a single award and will be awarded within 7 days of roundness measurement performed by the contractor. The award will be at the unit price of 1 gate leaf, up to a maximum of 4 gate leaves.
Option 6: Multiple inspections have found the gate diagonals to be loose. Tightening the weathered diagonals is nearly impossible, therefore, diagonals will be replaced. Gate diagonal replacement will involve measurement of existing lengths and removal of existing connecting pins and diagonals. Once removed, the gusset plates that hold the connecting pins and the end of the diagonals will need to be repaired. The bore of the connecting pin must be welded with approved WPS and then line bored to receive new connecting pin. After this, installation of the new diagonals must be made to match the old measurements. Prior to installation, the newly fabricated diagonals will need to be painted per the drawings. The diagonals will then need to be adjusted once the gate is installed back in the chamber. Rotate turnbuckles on new diagonals such that all slack is removed from diagonals. Provide additional tension in positive diagonals to ensure gate is plumb and contact at miter is uniform. The Government may exercise this option as a single award and will be awarded within 2 months of NTP. The award will be at the unit price of 1 gate leaf, up to a maximum of 4 gate leaves.
Option 7: The strut pin (MK 210.1/5-14) connection on the gates is worn allowing movement in the gate machinery.
The strut pin and two bushings (MK 210.1/4-13) must be removed from the strut arm casting. Traditionally, this has been a tedious task, so the government repair fleet has removed the king pin instead of the strut pin, to remove the gates. The strut pin may be seized into the king pin. Once removed the strut casting must be inspected by the government. If the strut pin holes in the casting are out of round or oversized, they must be welded with approved WPS and line bored. New 1/4”grease hole must be drilled into the ears of the casting with grease plug installed, and the bushings must be converted from greaseless to greased. New bushings must be machined to press into the ears with an FN1 force fit. If the king pin hole (MK 230.1/11-3) is out of round or oversized, it must be welded up with approved WPS and line bored. Both king pin casting bushings must be inspected. The lower king pin casting bushing (MK 230.1/11-10) must be replaced per original as-built. The Government may exercise this option as a single award and will be awarded within 6 months of NTP. The award will be at the unit price of 1 gate leaf, up to a maximum of 4 gate leaves.
Option 8: Previous job files state that the gates have been blasted and painted those removing lead paint. However, a section of one gate was found to still contain lead paint. This option will act to abate any lead paint found during rehabilitation to the gates. The contractor will contain and dispose of debris during surface prep according to SSPC Guide 6 and EM385-1-1. Containment method shall prohibit any waste media, solvents, debris, or paint from contaminating the lock, ground, or water. Waste media and debris Containment Plans shall be submitted as part of the option and approved before any removal begins. The contractor will dispose of all debris, trash, and spoils off Government property, according to State and Local guidelines. A Respiratory Protection Program shall be developed in accordance with EM385-1-1, Section 05 and shall be submitted and approved before any onsite work begins. The Government may exercise this option as a single award and will be awarded within 7 days after the contractor notifies the government of lead paint at the repair area. The award will be at the unit price of 1 square foot, up to an anticipated maximum of 200 square feet.

001) is estimated to be 27 October, 2024 based on procurement action lead time, but no more than thirty (30) calendar days from the award of the contract.
b. Offsite preparations, including work related to submittals, must commence ten (10) calendar days from receipt of the NTP for the base price breakout schedule.
c. On-site preparation is encouraged to begin as soon as possible after NTP, subject to approval of the work plan.
d. All onsite work to be completed as established in this contract within four-hundred sixty (460) calendar days from NTP. The closure must be completed in 45 consecutive days due to the nature of a total river closure. The contractor may work 24/7, 7 days a week to meet this deadline.
e. There must be a pre-work construction meeting between the Contractor, the Contracting Officer Representative (COR), and the Project Manager (PM) prior to the start of work.
f. Prior to start of work, the Contractor must submit a construction plan. The contractor must coordinate work with the COR, including schedule, site access, equipment and material storage, disconnections, temporary utility outages, and temporary handrail removals. Coordination will be crucial part of this project due to many moving parts.
II. Project Stages and Work Schedule/Restrictions
After NTP Date:
Schedule: Repair work may be conducted 24 hours a day, 7 days a week as long as it does not interrupt normal lock operation or create unsafe conditions for using the lock chambers.
Single Chamber Closure: The single chamber will be closed for a period of 45 days for rehabilitation, as coordinated with the Lockmaster through the COR. Due to the nature of this being a total river closure, the closure will not be extended. Advance notice of 180 days is required for the closure. Contractor to include planned closure schedule w i t h i n 3 0 d a y s after receiving award.
Single Chamber Pre-Work Closures: The single chamber may be closed if required, as coordinated with the Lockmaster through the COR, in advance of the closure to allow for work to the lower closure. Closures are limited to four (4) hours per day and no more than two (2) 12-hour closures within a seven (7) day period. Work may be conducted in-between lockages. Advance notice of two weeks is required for closure. Contractor to include planned closure schedule after receiving award.
