About this file

This is Amendment 0001 to solicitation W912QR261BWJ for National Roofing Program (NRP) task orders at two U.S. Army Reserve facilities. The amendment revises the Statement of Work sections (Volume A and Volume B, Section 01 11 50.00 06) and extends the proposal due date to July 29, 2026 at 2:00 PM ET, with a ProjNet question deadline of July 23, 2026 at 2:00 PM ET.

The solicitation covers design-build roof replacement and repair construction at two locations: Bristol, PA (PA175) and Northfield, NJ (NJ012). At PA175, work includes replacing architectural shingle roofs on approximately 72,081 square feet (Sections 1 & 3 of USAFRC building) and a modified bitumen roof on 482 square feet (Section 2 of USAFRC), plus architectural shingles on 10,763 square feet of OMS building. At NJ012, work includes replacing TPO single-ply roofs with modified bitumen systems on 23,389 square feet of USARC building and 4,620 square feet of OMS building. Both projects require a Registered Roof Consultant (RRC) licensed by IIBEC with at least 10 years of roof repair experience to serve as Designer of Record. Key requirements include self-adhering waterproofing membrane underlayment, hand-nailed architectural shingles where applicable, joint sealant replacement (approximately 3,100 linear feet at PA175 and 800 linear feet at NJ012), installation of roof access ladders, concrete splash blocks at downspout terminations, and roof deck repair/replacement with assumed limits of up to 60% damaged decking at PA175 and 30% at NJ012. The design phase spans 160 days from Notice to Proceed, including design quality control plan submission, final design submittal, and certified final submittal milestones, with in-person meetings required for charette/kickoff and final design plan-in-hand review. All work shall comply with UFC 3-110-03 Roofing and the Unified Facilities Guide Specifications (UFGS).
