Attachment L-1-Labor Category Qualifications

1. Labor Category Qualification Requirements: The following list of qualifications reflects minimum personnel requirements associated with the environmental and traditional activities in this contract. Other disciplines not listed will be required to have comparable qualifications in their field of expertise. Unless otherwise indicated by the Contracting Officer (KO) in writing, the design of architectural, structural, mechanical, electrical, civil, or other engineering features of the work specified in individual contracts shall be reviewed and approved by registered architects or engineers. The engineers or architects must be registered to practice in the particular professional field involved in a state (or the state where the work is to be performed if required by law) or in a possession of the United States such as Puerto Rico, or in the District of Columbia. Registration as a professional engineer in the particular specialty will be considered equivalent to a bachelor's degree. With the exceptions of the Program Geophysicist for unexploded ordnance (UXO) and the Program Chemist, eight years of relevant experience may be substituted for a bachelor's degree. Degrees and professional registration may not be substituted for experience requirements. For example, a Program Manager without a bachelor's degree must have 18 years of relevant experience (8 years to substitute for the bachelor’s degree, and 10 for the minimum experience).

1.1. Key Personnel

(a) Program Manager: The Offeror's Program Manager shall be responsible for the overall management of tasks performed under this contract and shall be the primary point of contact for overall contractual issues.

The Offeror shall assign the proposed Program Manager upon award of the contract. He/she shall be responsible for ensuring that practical and effective systems are developed to meet the objectives of the action. The Program Manager shall also ensure that quality work is completed on schedule and within the allocated budget. The Program Manager shall have, at a minimum, the following qualifications:

(1) Bachelor’s degree from an accredited school in a technical field such as: Engineering, environmental engineering, geology, hydrogeology, architecture, construction management, environmental construction management or other related field.

(2) Professional registration, where applicable.

(3) A minimum of ten (10) years of experience in the position of Program Manager, with a minimum of seven (7) years of experience in construction or environmental remediation/construction related program management.

(4) A minimum of three (3) years of DoD construction or environmental remediation/construction experience.

(5) Working knowledge of applicable federal, state, and local laws, regulations, standards, codes, and guidance.

(b) Program Quality Assurance/Quality Control (QA/QC) Manager: The program QA/QC manager shall be responsible for developing, maintaining, and ensuring implementation of the construction and environmental construction quality program. This responsibility includes oversight of activities, periodic reviews of the processes being implemented, evaluation of any recommendations made by the project team over the course of the program regarding use of these processes, and continuous improvement evaluations of the quality program. He/she is also responsible for providing support to the project team in ensuring that the quality of products and services provided to the client is in accordance with the specifications described in the contract, project plans, drawings, specifications, scopes of work, subcontracts, and other project directives. The Program QA/QC Manager shall have, at a minimum, the following qualifications:

(1) Bachelor’s degree in Environmental Engineering, Civil Engineering, Geology, Hydrogeology or related field.

(2) A minimum of five (5) years of experience managing quality assurance/quality control.

(3) A minimum of ten (10) years of experience in construction and/or environmental construction practices, procedures, and testing. More than fifteen (15) years of pertinent construction experience is desirable.

(c) Project Geologist/Hydrogeologist: The Contractor shall designate a Project Geologist who is knowledgeable in the field of investigation and remediation of hazardous, toxic, or radioactive waste (HTRW). This individual shall be trained and have experience as a geologist to ensure activities, to include plan development, field activities, report writing, designs, etc. are of the quality to meet project objectives. The geologist should have experience in surface and subsurface soil, groundwater, surface water and sediment sampling techniques, as well as aspects of obtaining all types of samples through various drilling and sampling techniques, along with appropriate documentation procedures. The Project Geologist will be responsible for all geologic interpretation and will either perform or directly oversee staff performing geologic work.

The senior geologist must have, at a minimum, the following qualifications:

• Bachelor’s degree in the field of geology or geological engineering from an accredited four-year program.

• Professional Geologist registration in the state where the installation is located (i.e. Washington).

• A minimum of 10 years specialized experience in HTRW projects.

(d) Program Health and Safety Manager: The Program Health and Safety Manager shall be responsible for the overall health and safety programs and shall develop, maintain, and ensure implementation of the Offeror's health and safety systems. This responsibility includes oversight, review, reporting, training, and control of employee health and safety processes. The Program Health and Safety Manager shall review and approve all health- and safety-related plans. The Program Health and Safety Manager shall have, at a minimum, the following qualifications:

(1) Bachelor’s degree in a relevant field.

(2) A minimum of five (5) years of experience managing health and safety in the environmental remediation or construction environment.

(3) A minimum of ten (10) years of construction and/or environmental remediation experience.

(e) Program Chemist: The Program Chemist shall be responsible for developing, maintaining, and ensuring implementation of the quality assurance program as it pertains to sampling and chemical analyses. This responsibility includes oversight of field sampling and laboratory analyses, periodic reviews of the processes being implemented, evaluation of any recommendations made by the project team over the course of the program regarding use of these processes, and continuous improvement evaluations of the chemistry program. He/she is also responsible for providing support to the project team by ensuring that the quality of products and services provided to the client is in accordance with the specifications described in the contract, project plans, scopes of work, laboratory subcontracts, and other project directives. The Program Chemist shall have, at a minimum, the following qualifications:

(1) Master's degree in chemistry or related scientific discipline.

(2) A minimum of five (5) years of chemistry laboratory experience, including organic and inorganic chemistry, field sampling procedures, and laboratory analyses.

(3) A minimum of three (3) years of experience managing and/or overseeing chemistry laboratory(ies)

(may include subcontract laboratories), including performing quality assurance/quality control and troubleshooting. May be included in the five (5) years of experience described above.

OR

(1) Bachelor’s degree in chemistry. For this position, experience MAY NOT be substituted for the bachelor’s degree.

(2) A minimum of ten (10) years of chemistry laboratory experience, including organic and inorganic chemistry, field sampling procedures, and laboratory analyses.

(3) A minimum of three (3) years of experience managing and/or overseeing chemistry laboratory(ies)

(may include subcontract laboratories), including performing quality assurance/quality control and troubleshooting. May be included in the ten (10) years of experience described above.

(f) Public Affairs Officer (PAO) for Optimized Remediation Contracts (ORC) Projects: The Program

PAO shall be responsible for developing, maintaining, and ensuring implementation of the public affairs and community relations programs for ORC projects. This responsibility includes interacting with all stakeholders in the remediation process, facilitating communication among all parties, and assisting in keeping schedule delays due to public outrage at a minimum. The Program PAO shall have, at a minimum, the following qualifications:

(1) Bachelor’s degree in a field such as Journalism, Public Affairs, or related field.

(2) A minimum of five (5) years of successful public affairs experience for CERCLA, RCRA, or

Superfund Cleanup Sites.

1.2. Project Manager: The Project Manager shall be responsible for implementing specific work under this contract. He/she shall evaluate the requirements of the contract and shall develop and implement a plan to meet those requirements. The Project Manager shall be the primary point of contact for the contract. The Project Manager shall have, at a minimum the following qualifications:

(a) Junior Project Manager

(1) Bachelor’s degree from an accredited school in a technical field such as: Architecture, engineering, environmental science, geology, hydrology, chemistry, industrial hygiene, etc.

(2) Professional registration (or EIT) where applicable.

(3) Up to four (4) years of experience as a Project Manager. Works under the supervision of a Senior

Project Manager.

(4) Working knowledge of applicable federal, state, and local laws, regulations, and guidance.

(b) Mid Project Manager

(1) Bachelor’s degree from an accredited school in a technical field such as: Architecture, engineering,

(2) Professional registration, where applicable.

(3) Five to ten (5-10) years of experience as a Project Manager, with a minimum of three (3) years of experience managing environmental or traditional projects at the field operational level. May work independently or in consultation with Senior Project Manager.

(4) Working knowledge of applicable federal, state, and local laws, regulations, and guidance.

(c) Senior Project Manager

(1) Bachelor’s degree from an accredited school in a technical field such as: Architecture, engineering,

(2) Professional registration, where applicable.

(3) A minimum of ten (10) years of experience as a Project Manager, with a minimum of five (5) years of experience managing environmental or traditional projects at the field operational level. Supervises Junior Level Project Managers. Available for consultation with Mid-Level Project Managers.

(4) Working knowledge of applicable federal, state, and local laws, regulations, and guidance.

1.3. Contracts Manager: The Contracts Manager provides contract administration services, including budgeting, cost estimating, cost proposal preparation, contract negotiation, subcontracting, purchasing, project accounting, financial analysis and reporting, contract compliance, project audits, project property management, and any other business-related support required.

(1) Bachelor’s degree and minimum of ten (10) years of directly-applicable experience. Multiple bachelor’s and higher education (i.e., master’s) can be substituted one-for-one for years of experience.

(2) Performs as liaison between client, program/project staff, and subcontractors.

(3) Expert in the interpretation and application of the Federal Acquisition Regulations.

(4) Responds to project/client directives and requests involving financial information, contract compliance, subcontracting, procurement, budgeting, cost proposals, project audit, project accounting, insurance, property, and other administrative issues.

(5) Working knowledge of applicable federal, state, and local laws, regulations, and guidance.

1.4. Professional Labor (Architect/Engineering/Scientists): Depending on the nature of the contract, the Contractor will need a variety of professional labor personnel specialized in environmental technical activities as specified below. The Program Manager and Project Manager shall be responsible for assigning qualified personnel to the contract. The professional labor engineering/scientist disciplines are divided into three (3) categories: senior, mid-level, and junior. The minimum qualifications for each category and the types of professional labor that may be required for the performance of this contract are provided below:

(a) Junior Architect/Engineers/Scientists: Must possess a bachelor’s degree from an accredited school in an environmentally- or traditionally-related technical field consistent with the required duties of the position and a minimum of zero (0) to four (4) years of directly applicable environmental or traditional experience since receiving degree is required. Professional registration (or EIT) required, where applicable. Junior level personnel perform routine tasks such as preparing graphical or tabular presentations of data, simple data interpretation, preparation of supporting material, etc.

(b) Mid Architect/Engineers/Scientists: Must possess a bachelor’s degree from an accredited school in an environmentally- or traditionally-related technical field consistent with the required duties of the position and a minimum of five (5) to ten (10) years of directly applicable environmental or traditional experience since receiving degree is required. Professional registration required, where applicable. Mid-level personnel perform technical tasks such as calculations, layouts, evaluation of data, and preparation of portions of a design or report under the direction of a senior professional.

(c) Senior Architect/Engineers/Scientists: Must possess a bachelor’s degree from an accredited school in an environmentally- or traditionally-related technical field consistent with the required duties of the position and a minimum of ten (10) years of directly applicable environmental or traditional experience since receiving degree is required. In addition, professional registration consistent with the duties of the position is required. Senior level professionals are responsible for performing complex or non-routine technical tasks or for supervision and oversight of a small group working on technical issues or specific elements of a project.

(d) Labor Categories: The following additional architect/engineering/scientist labor categories may be required for the performance of this contract:

(1) Engineer: Chemical, Civil, Environmental, Electrical, Mechanical, Other

(2) Scientist: Chemist, Environmental, Geologist, Hydrogeologist, Toxicologist, Other

(3) Architect

(4) Industrial Hygienist

1.5. Technical Labor: Depending on the nature of the contract, the Offeror will need a variety of technical labor personnel specialized in environmental or traditional technical activities as specified below. Technical personnel perform in a support role in routine activities. The Program Manager and Project Manager shall be responsible for assigning qualified personnel the contract. The technical labor disciplines are divided into three (3) categories:

senior, mid-level, and junior. The minimum qualifications for each category and the types of technical labor that may be required for the performance of this contract are provided below:

(a) Senior Technician: Bachelor’s degree and one (1) to three (3) years directly related field experience or High School Diploma with seven (7) or more years directly related field experience.

(b) Mid Technician: High School Diploma and three (3) to six (6) years directly related experience.

(c) Junior Technician: High School Diploma and zero (0) to two (2) years directly related experience.

(d) Labor Categories: The following technical labor categories may be required for the performance of this contract:

(1) Engineering Technician

(2) Environmental Sci/Eng Technician

(3) Geotechnical Technician

(4) Site Superintendent

(5) Construction QA/QC Specialist

(6) Site Health & Safety Officer

(7) Construction Manager/Supervisor

(8) Construction Technician

(9) Cost/Schedule Technician

(10) Cost Estimator

(11) Surveyor

(12) CADD/GIS Operator

(13) Technical Writer

1.7. Administrative/Clerical Labor:

(a) Project Controls Staff: Work with Program/Project Managers and staff to establish baseline budgets and schedules, resource utilization plans, etc. Perform detailed tracking of project expenditures, schedules, and resource utilization. Forecast anticipated budgets and schedule variances. Assist Program/Project Managers and staff with preparation of required reports and corrective actions with respect to budget and schedule variances.

(b) Other Administrative/Clerical Categories: Clerical/Word Processing, Project Administrator, and

Contract Admin/Procurement
