About this file

This document is a Statement of Work (SOW) for repairs to the LD 775 Workboat at Olmsted Locks and Dam. The vessel, a 52-foot steel workboat with a 700hp engine, was involved in a navigation accident on July 1, 2025, capsizing and suffering significant damage. The contract requires the contractor to transport the vessel to a drydock facility within 50 river miles of Olmsted Locks and Dam, perform a comprehensive assessment and cleanout, and then store the vessel for up to 270 days.

Key technical requirements include drydocking, hull inspection by a marine surveyor, removing all fluids and equipment, pressure washing, disinfecting spaces, installing temporary hatch covers, and preparing the vessel for long-term storage. The SOW includes optional provisions for hull and house repairs, additional storage months, and extra cleanout days. The contractor must provide de-humidifiers, maintain the vessel's interior free of mold, and facilitate government inspections. The marine surveyor will also assess the vessel's current and potential repaired market value, and provide cost estimates for potential restoration.

If engine is locked up suck water from cylinders and fill with diesel fuel to prevent further corrosion. Replace injectors and reinstall valve covers to keep debris out of engines to be used for cores.

d. Shipyard to drain oil and water mixture from the two reduction gear boxes, flush until no water remains, and pickle the gearboxes with diesel fuel.

e. Shipyard to tighten shaft packings to minimize leakage from the shafts. Then secure shafts so they are unable to rotate when being moved to another facility up to 1000 river miles away.

Sturdy plumbing fixtures may remain. Everything to be removed to get the walls, ceilings, and floors to be stripped down to bare or painted metal.

b. Supply wiring to remain for evaluation

c. In the main deck space the deck plates covering the steering gear should be removed for cleaning, and then temporarily laid back. Steering gear to be sprayed down with corrosion inhibitor film after cleaning.

d. House interior spaces shall be disinfected prior to start of removal work. Then once stripped to bare surfaces pressure washed and disinfected again prior to storage.

e. Pressure wash the entire house exterior.

f. Place temporary covers over all of the windows and doors that are missing, these maybe temporary sheet metal covers, installation of new replacement glass, or temporary acrylic glass or other rigid plastic covers. b. Marine surveyor in conjunction with the shipyard to provide a cost estimate to replace the vessel with a like vessel.

c. Marine surveyor in conjunction with the shipyard to provide a cost estimate to restore the vessel to working condition. Estimate should be broken out into at least the following areas: Refurbished main engines, refurbished reduction gears, new generators, new wiring, rehab fuel systems, rehab cooling systems, rehab hydraulic systems, house exterior repairs, joiner work, pilot house controls, pilot house electronics, HVAC, plumbing, replace deck crane, replace deck winches, repaint vessel. Each area shall include all sub components necessary to restore the vessel into working condition.

d. All three of the above items shall be submitted as reports to Technical Representative for review within one month of the completion of the vessel cleanout. Any comments received from the Technical Representative shall be addressed and the reports submitted as a final submittal.
