About this file
This document is a Justification and Approval (J&A) for Other Than Full and Open Competition issued by the Department of the Army Corps of Engineers Louisville District for utility services at Fort Campbell, KY. The J&A establishes City Light and Power (CLP) as the sole source provider for electric utility installation and connection services related to the construction of the Automated Fire Plus (ARF+) Range at Fort Campbell.
The requirement will be incorporated into a firm-fixed-price construction contract to be awarded under a small business set-aside using FAR Part 14 procedures and Military Construction (MILCON) appropriations. CLP is designated as the sole Utilities Privatization System Owner for Fort Campbell, making them the only authorized provider of electric utility services within the installation boundaries. The J&A cites 10 U.S.C. 3204(a)(1) and FAR 6.302-1(a)(2) as the authority for this sole source action, noting that no other vendors can provide the required services. Market research confirmed CLP's exclusive provider status, and no future competition is anticipated since this is a discrete requirement that will end upon project completion.
