Proposal Requirements BONNY DYLEWSKI – Contract specialist, Louisville district Source Selection Criteria for “Best Value Trade-off” usually consists of three elements:

1. Past Performance Evaluation;

2. Technical Evaluation (Management Plan, Schedule, etc.);

3. Pro-Forma Evaluation (Price, JV agreements, Bonding, etc.)

Submit your best proposal the 1st time. Discussions may not be opened, if we receive an initial proposal that is awardable.

This level of review will be conducted for the Prime Construction Contractor. This review will result in an overall assessment of confidence in performance.

Pro-Forma information will be reviewed for submission and completion. Failure to provide what is required may result in the proposal being considered non-responsive.

Do not assume that you will be permitted to make revisions to a proposal. Following the completion of the evaluation, if there is a technically qualified contractor at an affordable price, the Government has no reason to open discussions and ask for proposal revisions. Taxiway A&C (Ft McCoy) Projected FY24 Estimated costs = $4-6 million Repair and re-alignment of Taxiway Alpha, repair and re-alignment of Taxiway Charlie, as well as repair of the fueling apron at Sparta McCoy Airport, Fort McCoy Wisconsin. Complete set of plans and specifications for competitive bidding, topographic survey; detailed construction cost estimate, geotechnical investigation, and design analysis.

Air Traffic Control Tower (Ft McCoy) Projected FY24 Estimated costs = $4-6 million The project objective is to provide a new Cab for the Air Traffic Control Tower at Ft. McCoy, WI, and renovate the floor below to support the new layout. The current Cab has many issues, such as a leaking roof, bug infestations, a large stairway in the center of the Cab, and very little space for users. This effort will provide a 24’ Cab with an enclosed stairwell along the perimeter edge, and enough space for 7 people to work comfortably. The existing building has issues with its mechanical support, as well, which will be remedied by this renovation. The project will repair and sustain existing facilities to ensure an appropriate level of quality, suitable for continued use.

The project requires siting a temporary air traffic control tower to maintain airfield operations through construction. It also requires an exterior concrete pad for additional transformers.

USDA Dairy Forage Research Center Projected FY24 Estimated costs = $45-65 million.

Construct a new Dairy Forage Research Center at Prairie du Sac, Wisconsin. This project will be executed using the DBB delivery method.

The DFRC has named this highly specialized research unit the Advanced Animal Nutrition Unit (AAN). Besides the research at AAN and the more traditional nutrition research trials would also be conducted at the farm. The facility will have state-of-art animal Emissions Chambers that would include four individual cow emission research units. Each unit will be a premanufactured unit complete with individual HVAC and air monitoring systems to measure ammonia, carbon dioxide, oxygen, and methane gas emissions from dairy cows.

This project will provide a new, approximately 254,000 BGSF of new production, research, operations, and maintenance facilities and supporting infrastructure. In addition, construction of approximately 121,000 BGSF silage and feed storage facilities and supporting infrastructure. The facility will occupy a total of 70 acres of the BAAP land area, out of which 50 acres will be utilized for the project development.
